Aloha Chairperson Defranco,
I am writing to express my concerns regarding Hawaii Bill 121 and its potential impact on our
local economy,particularly the vacation rental industry. This industry is not just a small part
of our island's economy; it contributes over$1.1 billion in economic impact to the Big Island.
Given the significant role this industry plays, it is crucial that any regulations imposed on it
are based on a thorough understanding of the potential consequences.
It has come to my attention that during the Leeward Planning Commission meeting, Heather
Kimball acknowledged the need for a comprehensive, independent, and academically rigorous
economic impact study. This is a step in the right direction, and I strongly support this
initiative. However,the current timeline does not allow for a detailed evaluation of Bill 121,
which is both complex and impactful. Therefore, I urge the commission to recommend
conducting this necessary study and to reconsider the bill's language accordingly.
Furthermore, it is essential that the vacation rental industry has representation in discussions
about regulations that affect it. The absence of industry voices has contributed to public
dissatisfaction with Bill 121. Including a member from the industry in the commission's
question and answer sessions would ensure a more balanced and informed approach to
regulation.
I hope you will consider these points carefully and take the necessary steps to ensure that any
changes to the vacation rental industry are made with a full understanding of their
implications.
