Aloha Chairperson Defranco,
I am writing to express my concerns regarding Hawaii Bill 121 and its potential impacts on
our community and economy. As a resident and active member of our community, I
believe it is crucial to thoroughly understand the implications of such significant legislation
before moving forward.
The vacation rental industry is a vital part of our island's economy, contributing over $1.1
billion in economic impact. Given this substantial contribution, it seems inappropriate to
regulate this industry without first conducting a comprehensive, independent, and
academically rigorous economic impact study. During the Leeward Planning Commission
meeting, Heather Kimball acknowledged the need for such a study, which I fully support.
Given the complexity and potential impact of Bill 121, a point-by-point evaluation is
necessary to ensure that all aspects of the bill are in the best interest of our community.
However, with the current timeline, there is not enough time to conduct such a detailed
evaluation. Therefore, I urge the commission to send the bill back with a recommendation
to conduct the necessary study and re-work the language to address any identified
concerns.
Additionally, I request that a member of the vacation rental industry be included in the
discussion when the commission engages in questions and answers. The lack of industry
representation is a significant concern and contributes to the public's apprehension
regarding this bill. Including industry perspectives will ensure a more balanced and
informed decision-making process.

together to find a solution that benefits all stakeholders and preserves the economic and
social fabric of our island.
