HomeMy WebLinkAbout2024-04-16 KCDP Minutes Final KONA COMMUNITY DEVELOPMENT PLAN 1 ACTION COMMITTEE 2 COUNTY OF HAWAIʻI 3 FINAL MINUTES 4 April 16, 2024 5 CALL TO ORDER 6 Chair Charles Young called the Kona Community Development Plan (CDP) Action Committee 7 (AC) meeting to order at 12:07 p.m. A quorum was established with five members in attendance. 8 This meeting was held in person at the West Hawai’i Civic Center, B2 Conference Room and 9 online via the Zoom platform. 10 The full YouTube video of this meeting can be found here: 11 https://www.youtube.com/watch?v=cRASE2REVtE&t=2s 12 ROLL CALL 13 Members Present (in person): Charles Young (Chair), Nancy Pisicchio (Vice-Chair), John Pelletier, 14 and Heather Korotie. 15 Members Present (via Zoom): Roselyn Molina 16 Members Absent: Gary Jaster, David Huerta, and Marisa Bankston. 17 County Staff Present (in person): Jessica Lahip and Kawelo Kalili. 18 County Staff Present (via Zoom): Maryam Palma and Janice Hata. 19 There were approximately 11 members of the public in attendance (6 in person and 5 via Zoom). 20 APPROVAL OF MINUTES 21 Vice-Chair Nancy Pisicchio motioned to approve the March 19, 2024 meeting minutes. The motion 22 was seconded by Committee Member John Pelletier. The motion passed unanimously. [SEE 23 YOUTUBE TIMESTAMP 5:20] 24 BUSINESS 25 1. Kealakehe Regional Park Update 26 This item was called to order at 12:15 p.m. [SEE YOUTUBE TIMESTAMP 8:46] 27 Committee Member John Pelletier provided an update on the Kealakehe Regional Park project. 28 The Department of Parks and Recreation is in the process of drafting a Cultural Impact Study for 29 KONA CDP ACTION COMMITTEE Minutes of April 16, 2024 2 the park and will eventually write an Environmental Impact Statement. The Planning Department 30 briefed the AC on recent communications with the Department of Parks and Recreation and the 31 Department of Water Supply. Overview of CDP Action Committee Purpose and Kona CDP Implementation Priorities 40 for 2024 41 This item was called to order at 12:51 p.m. 42 Planning Department Staff Maryam Palma provided a refresher presentation on CDP AC roles, 43 Sunshine Law, and examples of possible Kona CDP priorities for 2024. [SEE YOUTUBE TIME 44 STAMP 45:20] 45 The AC discussed next steps to implement CDP policies with Planning Department staff. The AC 46 requested updates from partner agencies on water and wastewater in order to better understand 47 potential actions the committee can pursue during the upcoming year. Draft General Plan 2045 Timeline 57 This item was called to order at 2:18 p.m. 58 KONA CDP ACTION COMMITTEE Minutes of April 16, 2024 3 Planning Department Staff provided an update on the Draft General Plan timeline. The Planning 59 Department will release the Final Recommended Draft to the public by July 29, 2024. There will 60 be another round of public engagement before the close of that public comment period. The Final 61 Recommended Draft along with the last round of public comments will then be submitted to the 62 Planning Commissions. Once the Planning Commissions receive the draft, they will have 150 days 63 to offer their recommendations to the County Council. The AC may provide testimony before and 64 after the draft is submitted to Planning Commission. The AC will also be able to provide testimony 65 once the draft is forwarded to the County Council. 66 This item concluded at 2:24 p.m. 67 AGENDA ITEMS FOR NEXT MEETING [SEE YOUTUBE TIME STAMP 2:18] 68 The AC discussed submitting a letter to Deputy Managing Director, Bobby Command requesting 69 a wastewater update in Kona. The AC will continue to discuss the Kealakehe Regional Park 70 project. 71 ANNOUNCEMENTS [SEE YOUTUBE STAMP 2:20] 72 Vice-Chair Nancy Pisicchio provided an update on the Kona Open Space Network (KOSN). 73 ADJOURNMENT 74 Committee Member Heather Korotie motioned to adjourn the meeting. Committee Member John 75 Pelletier seconded the motion. An all-in-favor voice vote carried the motion unanimously.
