Aloha Chairperson Defranco,
I am writing to express my deep concerns regarding the
proposed regulations under Hawaii Bill 121 without the
backing of a comprehensive, independent, and
academically rigorous economic impact study. The
vacation rental industry is a significant contributor to the
Big Island's economy,with an impact of over$1.1
billion. It is,therefore, inappropriate to regulate such a
vital industry without fully understanding the potential
consequences of these regulations.
During the Leeward Planning Commission meeting,
Heather Kimball acknowledged the necessity of
conducting this study. This acknowledgment underlines
the importance of pausing to evaluate the bill's
implications thoroughly. The complexity and potential
impact of this bill demand a detailed examination,which
cannot be rushed. It is imperative to send the bill back
with a recommendation to conduct a study and re-work
its language to ensure it serves the best interest of all
stakeholders.
Furthermore, the absence of industry representation
during the commission's question and answer sessions is
a significant oversight. Including a member from the
industry would provide valuable insights and help address
the public's concerns regarding this bill. The lack of
industry representation is a major reason for the public's
dissatisfaction and apprehension towards Bill 121.
I urge you to consider these points seriously and take the
necessary steps to ensure that any changes to the vacation
rental industry are made with a full understanding of their
economic impact and with input from all relevant parties.
