Is there an EA trigger? <br /> --use of state or county lands, including construction within R.O.W. <br /> --use of state or county funds <br /> --use within conservation district <br /> --use within shoreline setback <br /> --use within historic site on national or Hawaii register (see list in GP) <br /> --reclassification of conservation land <br /> --building of certain helicopter facilities, see HRS sec. 343-5 <br /> --amendment to county GP or CDP not initiated by county <br /> --construction of new WWTP serving > 49 residences <br /> --construction of new fossil-fuel power plant > 5MW <br /> --expansion of existing fossil-fuel power plant by > 5MW <br /> --new landfill <br /> --new waste-to-energy facility <br /> --new oil refinery <br /> If no trigger, check ❑X here. Stop, no EIS/EA needed. <br /> If trigger, check off trigger category or categories, go to 93. <br /> 3. Is the trigger on an exempt list or is it an exempt class of action? Review <br /> exempt lists and exempt classes of action. <br /> If no, stop. Project needs EA or EIS. Write applicant, explain.
