We are in receipt of your letter dated May 2, 2022, requesting comments regarding potential
impacts to historic properties or cultural resources as it pertains to the proposed construction of a
new 75-foot tall (80-foot tall overall with branches) monopine telecommunications tower and
associated equipment within a 50-foot by 50-foot (2,500 square foot) lease area on the above-
referenced TMK. Proposed construction also includes a 12-foot-wide access/utility easement to
extend east 350 feet away from the lease area toward Paniolo Avenue, continuing approximately
700 feet southwest to connect to an existing transformer.
A review of our records revealed that a letter of no effect was issued by the State of Hawaii
Department of Land and Natural Resources State Historic Preservation Division (SHPD) on
August 7, 2015. The letter reported that a Historic Properties Assessment was conducted by T.S.
Dye & Colleagues (Murabayashi et al 2014) and SHPD confirmed the absence of historic
properties within the Area of Potential Effect(APE). This letter is enclosed for reference.
Further review indicates that the property has not been included on the State Inventory of
Historic Properties or on the Hawai'i or National Register of Historic Places, nor are there any
mapped or noted archeological, historic or cultural sites located on the subject parcel. For more
information regarding historic properties, the historic inventory or register, please contact the
State Department of Land and Natural Resources - State Historic Preservation Division (SHPD)

For your information, the subject property consists of 12.381 acres of land, is situated in the
State Land Use Urban district, zoned Single-Family Residential (RS-10) by the County, and
designated Low Density Urban (LDU) by the Hawaii County General Plan Land Use Pattern
Allocation Guide (LUPAG) map.
In accordance with Chapter 25, Section 25-4-12(a) of the Hawaii County Code (HCC),
telecommunication antennas and towers may be a permitted use in the Single-Family Residential
(RS) district, provided a use permit is obtained for such use.
Pursuant to HCC Chapter 25, Section 25-4-12(b), the minimum setbacks for a
telecommunication antenna or tower shall be as follows:
(1) Freestanding antennas and towers shall be set back from every property line a minimum of
one foot for every five feet of antenna or tower height.
(2) Telecommunication antennas and towers supported by guy wires shall be set back from
every property line a minimum of one foot for every one foot of antenna or tower height.

Thank you for the opportunity to review the proposed undertaking that was received by our office on June 1,2015.
We apologize for the delayed review and thank you for your patience. According to your letter, Verizon Wireless
proposes to install a 60 foot monopole disguised as a palm tree with twelve 8-foot panel antennas mounted at the
top,and associated communication infrastructure.
T.S.Dye& Colleagues(Murabayashi et al.2014)conducted a Historic Properties Assessment for this undertaking.
The assessment indicates that there are no known archaeological sites in the area of effect(APE),and that disguising
the tower as a palm tree minimizes any potential indirect or visual effects from this undertaking. A review of our
records confirms the absence of historic properties within the APE.
Based on the information provided, the State Historic Preservation Officer's project effect determination is no
historic properties will be affected.
