DEPARTMENT OF PUBLIC WORKS
COUNTY OF HAWAII
HILO, HAWAII
DATE: July 5, 2016
Memorandum •
4
TO : Duane Kanuha, Planning Director
Planning Department
FROM : Ben Ishii, Division Chie4V
Engineering Division
SUBJECT : Amendment to Special Permit No. 99 (Docket No. SPP-92-000001)
Applicant: Waikoloa Baptist Church
Request: Time Extension Amendments to Condition No. 4 (Time to
Secure Final Plan Approval), Condition No. 5 (Time to
Construct Remainder of Development), and Condition No. 7
(Road Improvements)
Location: N. Kona, Waikoloa
TMK: 3/ 6-8-002:031 & 056
We reviewed the subject application and have the following comment to the request:
We have on file a flood study (hydrology and hydraulic analysis) by consulting engineers
Reid and Associates dated May 26, 1993. The study was prepared in accordance with
Use Permit UP92-1, dated April 2, 1992 and determined the potential inundation areas
of a one percent chance rainfall event on the subject and adjacent properties from storm
drains discharging to them. The report's recommendations include encumbering the
identified inundation areas with drainage easements. The area of inundation affects
some of the parking and play field areas shown on the development plan Sheet A-0.1
(attached to the subject application). Unless we have or obtain other information, we
assume the inundation areas are "flood prone areas" as defined by Hawaii County Code
Chapter 27. A flood study may be required to show that ground alterations for the
proposed development will not increase base flood elevations, aggravate flooding or
otherwise alter drainage patterns with respect to abutting properties. In addition, in the
interest of public safety, consideration shall be given to inundation depth and flow
velocity in developing flood prone areas.
Should there be any questions concerning this matter, please feel free to contact Kiran
Emler of our Kona Engineering Division office at 323-4851.
KE
copy: ENG-HILO/KONA SCANNED
JUL 18 2016
By:
Hawaii County is an equal Opportunity Provider and Employer 106513
