The State Historic Preservation Division (SHPD) received a letter dated March 8, 2024 from the State of Hawaii
Department of Transportation (HDOT), on behalf of the Federal Highway Administration (FHWA) to continue the
NHPA Section 106 consultation process and to request the State Historic Preservation Officer's (SHPO's)
concurrence with the revised Area of Potential Effects (APE) for the Hawaii Belt Road, Nanue Stream Bridge
Rehabilitation project on the island of Hawaii. The SHPD received this submittal on March 11, 2024 (HICRIS
Submission No. 2023PR01507.002). On March 14, 2024, the SHPD received a letter dated March 13, 2024
continuing the Section 106 historic preservation review process for the subject project and requesting information
from consulting parties(HICRIS Submission No. 2023PR01507.003).
The proposed project is a federal undertaking as defined in 36 CFR 800.16(y); the FHWA determined the proposed
project is subject to compliance with Section 106 of the NHPA. The project is also subject to historic preservation
review under Hawai`i Revised Statutes(FIRS)§6E-8.
The proposed project is in Honohina Ahupua`a, approximately 16 miles north of Hilo at Milepost 18.5 of the
Hawaii Belt Road (Route 19). The APE originally totaled 5.5 acres and included the bridge footprint, construction
and staging areas, and the highway right of way. At this time the HDOT is expanding the APE to include 6 acres
owned by Azhar Mustafa located on the makai side of Hawaii Belt Road at TMK: (3) 3-2-001:008. This land was
previously graded and will be used specifically for staging and stockpiling purposes.
The APE is now defined as approximately 100 feet wide (previously 110 feet)by 1,200 feet(previously 2,050 feet)
along Hawaii Belt Road in the State of Hawaii Right of Way and 300 feet by 1,000 feet makai of the highway on
private property. The total acreage is 10.7 acres.At this time,the SHPD has no objections to the revised APE.

According to the letter received, HDOT proposes to rehabilitate the Nanue Stream Bridge to address the
deterioration in the superstructure by repairing steel truss members, bearings, gusset plates, rivets, etc. that have
corrosion and section loss,to address spalls delamination in the concrete deck,bridge railings,column pedestals and
foundations, to clean and paint the steel members following the repairs, and to address scour deficiencies for the
bridge foundations.
In response to HDOT's request for any known historic properties in the APE, the only historic property identified
was Nanue Stream Bridge. The HDOT's 2013 State Historic Bridge Inventory and Evaluation lists two bridges
named Nanue Stream Bridge. The subject bridge appears to be Bridge No. 001000190308146, assigned State
Inventory of Historic Places No. 50-10-16-09090,and is a contributing feature to the historic district of Steel Trestle
Bridges on the Hamakua Coast as well as the Hawaii Belt Road historic district. The Nanue Stream Bridge is the
tallest bridge on the island.
It is unclear based on the SHPD's modest research of the TMK's associated with this project whether any
archaeological identification efforts have taken place in or around the APE. The SHPD recommends the HDOT and
FHWA research the SHPD library to determine whether any archaeological identification efforts have taken place in
or around the APE. Please provide a detailed written description of the proposed ground disturbance associated
with the project with future correspondence.
In response to HDOT's request for a contact list of potential consulting parties,the SHPD recommends HDOT refer
to the Native Hawaiian Organization Notification List provided by the U.S. Department of the Interior and
maintained by the Office of Native Hawaiian Relations. This can be referenced online at:
https://www.doi.gov/hawaiian/NHOL. Additionally, we recommend expanding consultation to interested parties
such as civic clubs and historic preservation interest groups such as Historic Hawaii Foundation and the National
Trust for Historic Preservation.
Please submit all forthcoming information and correspondence related to the subject project to SHPD via HICRIS
to Project No. 2023PR01507 using the Project Supplement option.
The HDOT and the FHWA are the offices of record for this undertaking. Please maintain a copy of this letter with
your environmental review record for this undertaking.
