How about a policy of financial payments per unit when the ordinance takes effect (when the huge added value of the property is realized) or upon development and sale, or with a sunset provision for this and all siubdisions, rezones, SMAS. Quit being a developer's sycophant. And devel;op a policy that represents the people,your constituency.
