HomeMy WebLinkAbout201H RES 578-08 Draft 1 Hale KikahaCOUNTY OF HAWAII STATE OF HAWAII RESOLUTION NO. 578 ~~ A RESOLUTION RECOMMENDING THAT ALL NEWLY-CONSTRUCTED COUNTY FACILITIES COMPLY WITH THE ENERGY-EFFICIENT BUILDING PRACTICES SPECIFIED IN THE INTERNATIONAL ENERGY CONSERVATION CODE. WHEREAS, Hawaii County is heavily dependent on fossil fuel for its electrical energy; and WHEREAS, this dependence on a source of fuel whose supply is limited and whose cost is steadily rising is detrimental to the economy of Hawaii Island and the well-being of its residents; and WHEREAS, an effective means of reducing fossil fuel dependence is to use energy more efficiently; and WHEREAS, the International Code Council (ICC) was established in 1994 as a nonprofit organization dedicated to developing a single set of comprehensive and coordinated national model construction codes; and WHEREAS, the ICUs International Energy Conservation Code reflects current technical advances in the building industry that have been widely adopted by municipalities and states across the country, such as Chicago, New York, Oregon and Idaho; and WHEREAS, by complying with the ICUs International Energy Conservation Code in the construction of new buildings, the County could achieve significant reductions in energy use; and WHEREAS, Communication No. 1046, dated February 19, 2008, from Mayor Harry Kim expresses the county administration's strong support for implementation of the Hawaii County Sustainable Energy Plan, dated October 3, 2007; and WHEREAS, the Hawaii County Sustainable Energy Plan's Executive Summary states in part that "Improving the efficiency of commercial and public sector buildings is also a key part of achieving the County's goals"; and WHEREAS, the Hawaii County Sustainable Energy Plan further states, in part, that The electricity use by the commercial and public sectors is 36% of total electric demand"; and WHEREAS, the Hawaii County Council acknowledges that county government should lead by example in the effort to reduce the county's dependence on fossil fuels; and WHEREAS, by requiring high standards fur energy efficiency in county-owned and financed buildings, the county can: save in energy costs, demonstrate its commitment to efficiency, and develop local expertise in constructing energy-eftcient buildings; now therefore, BE iT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that all newly-constructed county facilities comply with the energy-efficient building practices specified in the [CC's International Energy Conservation Code. BE IT FURTHER RESOLVED that the mayor assign qualified administrative personnel to serve as "green" building experts to oversee implementation of the International Energy Conservation Code at newly constructed county facilities, in order to meet the county's energy goals. BE IT FINALLY RESOLVED, that the County Clerk shall forward certified copies of this resolution to the Honorable Mayor Harry Kim and to the directors of'the Department of Finance and the Department of Public Works.
