access to the new gates. Airfield work includes widening taxi lanes, new aircraft parking aprons, modifications to theexisting hydrant fueling system, inclusive of new fuel hydrant pits, new passenger loading bridges, and installation of a jet

Description/Scope: This is a design project with Honolulu Authority for Rapid Transportation. The planning includes
needing to relocate a 138 kilovat transmission line above ground to continue the construction of the transit project. Therelation included: (1) the installation of twelve new 138kV self-supporting steel poles; (2) the installation of a new section of
shield wire, 138kV, and 4kV overhead conductors; (3) the removal of 19 existing 138 kV transmission poles; and (4) theremoval of an existing section of shield wire. 138kV, and 46kV overhead conductors between the existing AES and CEIP
transmission substations.
Cost/Size: RM Towill was awarded this $8,000,000 contract. Kirschner Contractors works for RM Towill Corporation as theProject Manager for this project.
Relevance: Professional Services provided by Kirschner Contractors included CPM scheduling and tracking, coordination

Description/Scope: The scope of the work consists of upgrades and expansion to the current wastewater treatment plant
site to meet EPA standards. Included in the project are six open-air grit pre-aeration tank clarifiers that treat thewastewater, sufficient emergency power to influent pumps during power outages, designs to prevent overflow of the grit
chamber, and reduction of corrosive gases and salt-laden winds on building structures. The solids will be dried into pelletsthat can be land applied as fertilizer. Other facets of the project include: new odor control system, cake facility, receiving
facility, de-watering facility, auxiliary pellet storage, and dryer facility.
Size/Cost: This was awarded to Nan, Inc. as the General Contractor and is valued at $320,000,000. Kirschner Contractorsworked directly with Bowers + Kubota as the Construction Manager on this is project.
Relevance: Professional services from Kirschner Contractors included CPM scheduling, project tracking, coordination with
other agencies, and administrative processing.

Description/Scope: The Kauai Emergency Repairs, was a collaborative effort to restore access to Kuhio Highway (Route560), and the communities of Wainiha and Haena, following the April 2018 floods. This HDOT project centered on creating
an emergency road through 14 landslides along Kuhio Highway reconnecting the communities of Waipa, Waikoko, Wainihaand Haena with the rest of Kauai following the record setting rain event. Work crews and materials from all islands were
involved in the effort. When the large-scale emergency repair project was completed, HDOT and its contractors completedtwenty-two major tasks including the stabilization of the slope at Wainiha Bay and the rebuilding of sections where the
embankment below the road was washed away in the disaster.
Size/Cost: This was a $100,000,000 emergency contract. Kirschner Contractors worked with BOW ConstructionManagement Services and KSF, Inc. in this project.

In addition to our Value Enhancement efforts, Kirschner’s project controls team conducts
value engineering analyses for the major building systems, components, and materials at
predetermined milestones during the design phase, these will include the 30/60/90%
review submissions. Kirschner’s team will suggest alternative solutions for materials and
building methods to the owner’s project representative and the design team for
consideration and review. All recommendations will be made in an effort to achieve the
essential functions of the project at the lowest cost and be completed in the shortest
amount of time.
It is critical to understand that true value engineering analyses do not represent a
“cheapening” of the job based on pure costs. This analysis must take into account
operating costs, life-cycle costs, owner equipment predispositions, and other factors
impacting value. The constructed cost of a building represents a small percentage of the
life cycle operating costs, so decisions made to reduce the constructed cost of a facility
may not represent a good value to the owner over the life of the investment.
The Kirschner team members represent seasoned construction professionals with a
variety of building systems experiences. Through its pre-established partnerships,

During the construction phase of a project, Kirschner provides close supervision and
related services to coordinate the project with the Owner, Design Professionals,
Consultants, and Contractors. Kirschner’s Project Management team oversees the
contractor’s work ensuring proper construction techniques, materials, equipment, and
personnel are employed throughout the duration of the project while monitoring the
contractor’s progress and compliance with the Contract Documents. The project
management team further reviews the contractor’s sequence of operations and progress
schedule ensuring the successful and timely completion of the project.
The Project Closeout process anticipates “starting with the end in mind.” All project
closeout requirements, including but not limited to documentation, milestone dates,
testing, commissioning, etc. must be identified during project start-up by the Project
Manager and communicated with the entire project team, both internal and external.
Project closeout should commence when the work-in-place is completed to seventy-five

Project Title: Relocate 138kV Overhead Lines – Honolulu
Authority for Rapid Transportation
Scope/Description:
This is a design project with Honolulu Authority for Rapid
Transportation. The planning includes needing to relocate a 138
kilovat transmission line above ground to continue the construction
of the transit project. The relation included: (1) the installation of
twelve new 138kV self-supporting steel poles; (2) the installation of
a new section of shield wire, 138kV, and 4kV overhead conductors;
(3) the removal of 19 existing 138 kV transmission poles; and (4)
the removal of an existing section of shield wire. 138kV, and 46kV
overhead conductors between the existing AES and CEIP
transmission substations.
Project Challenges:
Acquiring permits to align with the pre-construction requirement
was an ongoing challenge requiring multi-agency coordination.
Project Successes:
Working on this project since 2018 with preliminary design has
allowed the project to hit 10/10 (total of 14 at completion)
milestones.
Maintaining weekly schedule updates has helped with
contemporaneous records and documentation. This allows HART
and HECO to finalize the ad-ready design.

Project Title: Honouliuli Wastewater Treatment Plant Phase 1A & 1B
Scope/Description:
The scope of the work consists of upgrades and expansion to the current
wastewater treatment plant site to meet EPA standards. Included in the
project are six open-air grit pre-aeration tank clarifiers that treat the
wastewater, sufficient emergency power to influent pumps during power
outages, designs to prevent overflow of the grit chamber, and reduction
of corrosive gases and salt-laden winds on building structures. The
solids will be dried into pellets that can be land applied as fertilizer. Other
facets of the project include a new odor control system, cake facility,
receiving facility, de-watering facility, auxiliary pellet storage, and dryer
facility.
Project Challenges:
The contractor schedule narrative did not clearly state a month-to-month
substantial completion, schedule changes, and anticipated delays.
Running comparison reports, including float path reports, float trends,
and 3rd party validations helped.
Project Successes:
Good relationships helped with the return of timely progress schedules.
The current schedule allows the CPM schedule to be a good tool when
the data date is correct. Permanent power logic was missing from the
start of activities and that was remedied. On a monthly basis, we run 15
quality control reports for consideration.

Project Title: FY18 MCA PN91742 Operational Readiness Training
Complex (Barracks), Phase 1, Pohakuloa Training Area – Hilo, Hawaii
Scope/Description:
This work includes the completion of the design and providing a new,
complete, fire alarm and mass notification system for the various buildings
at Pohakuloa. Included in the system are wiring, raceways, pull boxes,
terminal cabinets, outlet and mounting boxes, control equipment, alarm,
and supervisory signal initiating devices, alarm notification appliances,
supervising station fire alarm system transmitter, and other accessories
and miscellaneous items required for a complete operating system.
Project Challenges:
Kirschner Contractors has been unable to travel to the job site throughout
much of the year due to Covid-19 and travel limitations but was able to
include remote working options into the meeting structure. Unforeseen
site conditions (asbestos and underground obstacles) and severe
weather in Texas created shipping delays resulting in project impacts of
16-30 days.
Project Successes:
Change orders have been processed well addressing any delays and an
on-time completion is projected. Environmental compliance and supply
delivery schedules have been successful considering site limitations.
Current project delays have the potential to be mitigated over the
remainder of the project. The system was complete and ready for
operation.

Project Title: ‘A’ali’i Tower Condominiums
Scope/Description:
Located in the Ward
Village master-planned
community in urban
Honolulu, this project is a
42-story, 751-unit mixed-
use high rise with a mix of
studio, one- and two-
bedroom units that also
includes 150 reserved
housing units. The
structure consists of an
eight-level podium that has
retail space, parking, and 22 residential micro-units. A 35-story residential
tower sits atop the podium and has a fitness center and open deck spaces
on the top floor. The primary structural system consists of cast-in-place
concrete columns, post-tensioned slabs and beams providing gravity
support, and concrete shear walls resisting wind and seismic loads
supported by augered cast-in-place piles.
Project Challenges:
Supply and material procurement were impacted by COVID and weather
force majeure. Delays were mitigated through temporary weather
protection and resequencing of construction activities. Late design
changes and speciality item procurement also were obstacles that the
team was able to address and resolve successfully.
Project Successes:
This project achieved on-time substantial completion and a temporary
Certificate of Occupancy. Procurement issues were mitigated along with
multiple change orders allowing for the project to be completed within the
contract duration. Additionally, the GC, owner, and subcontractors
partnered very well contributing to the success of this project.

Project Title: HDOT Kauai Emergency Repairs
Scope/Description:
The Kauai Emergency
Repairs was a collaborative
effort to restore access to
Kuhio Highway (Route 560),
and the communities of
Wainiha and Haena,
following the April 2018
floods. This HDOT project
centered on creating an
emergency road through 14
landslides along Kuhio Highway reconnecting the communities of
Waipa, Waikoko, Wainiha, and Haena with the rest of Kauai
following the record-setting rain event. Work crews and materials
from all islands were involved in the effort. When the large-scale
emergency repair project was completed, HDOT and its contractors
completed twenty-two major tasks including the stabilization of the
slope at Wainiha Bay and the rebuilding of sections where the
embankment below the road was washed away in the disaster.
Project Challenges:
Thirty-three separate contracts were issued to the various entities
performing work on the program requiring significant coordination
efforts. Necessary emergency repairs required the project to be
fast-tracked to minimize the impact on the public.
The procurement of long-lead materials and equipment delayed
the start of work in certain areas.
Project Successes:
A program schedule was developed that effectively coordinated
the numerous contractors' and engineers' efforts.
Actual schedule impacts for procuring long-lead material and
equipment were minimized by tracking the status within the
program schedule.
