Given the projects we have successfully delivered on behalf of DAGS, and our capability to equip our client a skilled team based in Hilo, the RLB team will oversee the project’s construction and closeout phases. RLB provided Cost Consultancy Services for the $98.5M project beginning during the Program Development and Schematic Design through to bid set drawings and construction phase cost services. Since 2014, RLB has been awarded several contracts to provide Outsourced Project Management services for major repairs and capital improvement projects of the Kamehameha Schools Hawaii Campus (KSH) and the Land Asset Division (LAD) sites. Our role as the Project Manager is to assist Kamehameha Schools in undertaking various Design-Bid-Build projects that range from repair and maintenance and modernization efforts, to special initiatives including construction of new structures. PROJECT EXPERIENCE PRIVATE SECTOR PROJECT MANAGEMENT KINGS’ LAND BY HILTON GRAND VACATIONS WAIKOLOA, HAWAII ISLAND Kings’ Land, a Hilton Grand Vacations Club timeshare resort, comprises several phases of development in West Hawaii. RLB has been involved since Phase 1 and subsequent phases of the development, which include new construction of multi-story buildings, operations center, meeting center, a LEED Silver certified clubhouse. The development also involves offsite civil, road work and utility improvements. As the Owner’s Representative, RLB’s role included overseeing the pre-contract, construction, and post-construction phases. Our work included obtaining subdivision approvals, onsite and offsite infrastructure, and road improvements, in addition to project oversight for the timeshare unit structures and all amenities. MAUNA KEA VILLA KOHALA COAST, HAWAII ISLAND RLB served as Owner’s Representative for renovation of a private luxury residence located within the Villas at Mauna Kea, in Kamuela, Hawaii Island, Hawaii. RLB was engaged with construction underway to support the owner in completing the project. Our role involved conducting field observations, reporting, schedule monitoring, pay app review, inspecting work put in place for conformance to specifications, and document management. 27Rider Levett Bucknall | FY2023-2024 PROJECT EXPERIENCE AFFORDABLE HOUSING HHFDC-JUD HALE KALELE ALA MOANA, OAHU, HAWAII CLIENT KOBAYASHI GROUP SERVICES PROJECT MANAGEMENT, COST CONSULTANCY SIZE 200 UNITS | 30%-60% AMI COMPLETION 2022 RLB provided Construction Management and Cost Estimating Services for the Hale Kalele Mixed Use Development project in Honolulu, the State of Hawaii’s first inter-agency partnership between the Hawaii Housing Finance and Development Corporation (HHFDC) and the Judiciary (JUD). The project scope involved construction of a new 20-story residential tower with a 34,000 GSF judiciary complex at the ground and second floors. The remaining stories consist of nearly 200 total units reserved for 30% and 60% Area Median Income (AMI) and adjacent 5-story parking structure. Hale Kalele is considered a Transit-Oriented Development project given its proximity to a future Rail station. LILIA WAIKIKI HONOLULU, OAHU CLIENT BROOKFIELD PROPERTIES SERVICES PROJECT MANAGEMENT, COST CONSULTANCY SIZE 402 UNITS | 38 AFFORDABLE COMPLETION 2022 RLB provided Project Management Services for Brookfield Properties through the construction of the new Lilia Waikiki rental housing project. Of the 402 residences that comprise the 28-story tower, 38 units are designated as affordable reserved for Hawaii residents earning no more than 80% of Honolulu’s median household income. In addition, the mixed- use property offers a 40,000 SF of ground and second floor retail with a full-service grocery store and garden. RLB was engaged to provide support through the Preconstruction phase helping the client to set up the project with an early proactive approach to tackling design and constructability issues. Lilia Waikiki broke ground in September 2019, with RLB maintaining oversight of project progress, quality assurance, tackling the day to day issues in the field and providing our client with effective resolution. 28Rider Levett Bucknall | FY2023-2024 THE CENTRAL ALA MOANA  HONOLULU, OAHU CLIENT SAMKOO HAWAII, LLC SERVICES PROJECT MANAGEMENT SIZE 512 UNITS | 60% AFFORDABLE COMPLETION 2021 RLB provided Project Management Services for SamKoo Pacific’s second residential tower in Honolulu, The Central Ala Moana, which broke ground for construction in May 2019. With HHFDC oversight, the new 43-story highrise condominium at the intersection of Kapiolani Boulevard at Kona Iki Street comprises of 512 residential units with 310 designated as affordable, as well as retail space, an amenity deck and parking structure. Our scope of services included overall project budget forecasting; contract review, cost tracking and cost analysis; attending weekly Owner-Architect-Contractor meetings as the Owner Representative; monthly reporting to Ownership, HHFDC and other funding entities; and assisting in the management of the procurement, delivery, and warehousing of OFCI and OFOI items, in addition to Change Order Cost Review services. KAPIOLANI RESIDENCE HONOLULU, OAHU CLIENT SAMKOO PACIFIC, LLC SERVICES PROJECT MANAGEMENT SIZE 485 UNITS | 60% AFFORDABLE COMPLETION 2018 RLB provided Project Management Services for Kapiolani Residence, a 45-story condominium that is the latest ground-up residential tower built along Kapiolani Boulevard. Developed in partnership between the HHFDC and SamKoo Pacific LLC, the tower comprises of both affordable and market-rate homes. With a total of 485 one-, two-, and three- bedroom residences and studio units. Each home is thoughtfully furnished with Samsung appliances, quartz counter tops imported from Spain and other design elements that offer high-quality living for its residents. Our role as the Project Manager and Owner’s Representative for the project is to capture information related to the main construction contract, which is managed by a separate construction manager, along with all other development consultants and costs, and manage the financial and reporting aspects of the project.PROJECT EXPERIENCE AFFORDABLE HOUSING 29Rider Levett Bucknall | FY2023-2024 PROJECT EXPERIENCE AFFORDABLE HOUSING WARD VILLAGE KE KILOHANA HONOLULU, OAHU CLIENT THE HOWARD HUGHES CORPORATION SERVICES COST CONSULTANCY, ADVISORY SIZE 424 UNITS | 375 RESERVED COMPLETION 2019 Ke Kilohana is a new multifamily residential highrise that recently completed construction at Ward Village. The 43-story building comprises of 424 condominiums with 375 residences sold as reserved housing units. Totaling 808,093 SF, the project also includes commercial space, amenity deck and public areas for residents, such as a karaoke room, as well as a 6-story parking structure with 589 stalls. RLB provided cost estimates during the Design Development and Construction Documents stages of design, in addition to schedule reviews for the owner involving review of logic, leads/lags, durations, and constraints. HPHA KALIHI VALLEY HOMES HONOLULU, OAHU CLIENT VARIOUS SERVICES COST CONSULTANCY SIZE 373 AFFORDABLE HOMES COMPLETION 2014 RLB assisted in the Hawaii Public Housing Authority’s major undertaking of the Kalihi Valley Homes Site and Dwelling Improvements providing Cost Consulting Services for Phases 4B-9. Renovations to the existing development that encompasses 373 total units included replacing components of the water, sewer and drainage systems; restoring walkways, retaining walls, parking lots, roadways and lighting; grading, siteworks and related improvements. 30Rider Levett Bucknall | FY2023-2024 HHFDC-DAGS KAHULUI CIVIC CENTER MIXED-USE COMPLEX AND AFFORDABLE HOUSING KAHULUI, MAUI CLIENT G70 SERVICES COST CONSULTANCY SIZE 74,000 SF COMPLETION 2019 RLB provided Cost Consultancy services for a renovation and expansion to the Hawaii Housing and Finance Development Corporation (HHFDC) Kahului Affordable Family Rental Housing as well as the Wailuku County Property location. The project consists of a renovation for an office space and civic center for adult education totaling approximately 6,200 SF. We assisted in identifying a relocation space for grounds maintenance equipment totaling 1,500 SF. RLB also provided Cost Consultancy service for the Wailuku County Property with HHFDC. Totaling 66,000 SF, an office and parking area was developed and our services provided master plan level estimates for three alternates for both locations. ILIMA AT LEIHANO SENIOR VILLAGE KAPOLEI, OAHU CLIENT KISCO SENIOR LIVING SERVICES PROJECT MANAGEMENT SIZE 84 RESIDENCES COMPLETION 2016 RLB provided Project Management Services for construction of a new three-story assisted-living facility in Kapolei, Oahu. Our scope of services included preparing a detailed RFP for Contractor Pre-construction services; advising the developer through the design-assist procurement process, including recommendations; preparing a detailed construction schedule; preparing a detailed project forecast, including cashflow; developing a detailed plan for Schematic, Design Development, and Construction Drawings; commencing the contractor’s pre-construction activities; developing a detailed permitting plan vetted with the City’s Department of Planning and Permitting; establishing and chairing regular OAC meetings; developing Monthly Executive Summary Reports; and developing Contract Strategies for outstanding consultants and contractors for the remainder of the project PROJECT EXPERIENCE AFFORDABLE HOUSING 31Rider Levett Bucknall | FY2023-2024 WAIKIKI SIDEWALK IMPROVEMENT PROJECTS ON BEHALF OF HOTEL OWNERS HONOLULU, OAHU As part of an ongoing renovation project at the Alohilani Resort in Waikiki, RLB provided Project Management Services on behalf of the hotel Owner for the Waikiki Sidewalk Improvement Project, which was an effort to improve the sidewalks that fronted various hotels along Kalakaua Avenue in Waikiki. The work involved repairing the existing sidewalks, landscape strips, drainage improvements, irrigation systems, electrical improvements, adjusting existing utility boxes, curb ramp improvements, and pavement striping. CENTRAL MAUI FACILITIES ASSESSMENT MAUI COUNTY The County of Maui has engaged RLB for an an analysis of selected facilities, such as athletic facilities, gym, outdoor pool, community center, approx. 20 parking lots, and over 20 restrooms located in in Wailuku, Waihee and Waikapu in Maui. The intent of the project is to assess physical condition and recreational use of the Department of Park & Recreation’s assets, identify revenue generating opportunities and prepare benchmarks to assist with recreational programming, maintenance, and capital planning with intent to develop an evaluation process and methodology to be used to develop short and long-term capital planning asset management for all parks and recreational facilities in the County of Maui. WAIKOLOA BEACH DRIVE INTERSECTION IMPROVEMENTS WAIKOLOA, HAWAII ISLAND The Queen Kaahumanu Highway and Waikoloa Road/Waikoloa Beach Drive Intersection Improvement Project involved construction of the extension of Waikoloa Beach Drive to Queen Kaahumanu Highway, creating a cross intersection with Waikoloa Road, located on the South Kohala Coast on the Island of Hawaii. The cross intersection includes right, through, and left turn lanes on all approaches and acceleration lanes to enter Queen Kaahumanu Highway from the intersecting roadways. RLB served as the Project Manager for Hilton Worldwide. The team facilitated all communications between the various State Agencies, Contractors, Utility Companies and Project Stakeholders. PROJECT EXPERIENCE COMMUNITY DEVELOPMENT & INFRASTRUCTURE 32Rider Levett Bucknall | FY2023-2024 ALA MOANA BOULEVARD IMPROVEMENTS HONOLULU, OAHU RLB provided Project Management Services for the development of The Grand Waikikian timeshare tower located at the entrance to Waikiki, which in addition to new tower construction included renovation of the Duke Kahanamoku Lagoon and the Ala Moana Boulevard Improvements project. The reconstruction of the road included significant demolition of existing structures, removal of pavement, utility relocations, upgrades and restriping all surrounding an operating resort campus, which required numerous legal agreements between neighbors and the Hawaii State Department of Transportation. As Ala Moana is the main thoroughfare linking Downtown Honolulu to Waikiki, the team’s role was critical to traffic control and safety for motorists and the general public. This project was completed with zero accidents. Other major project components included: ■Sidewalk and curb reconstruction ■Army Signal Telecommunications Ductbank Installation ■Army Corps. Signal Telecommunication Line Installation As Project Manager, RLB’s role included complete coordination between the owner, consultants, contractor, and various public agencies due to the extensive permitting requirements of the project. KALIA FORT DERUSSEY WASTEWATER SYSTEM IMPROVEMENTS HONOLULU, OAHU As a prerequisite for construction of the Hilton Grand Vacations Club Grand Islander tower, the City and County of Honolulu mandated an upgrade to the capacity of the existing sewer line that serviced the Hilton Hawaiian Village campus where the project is located. The $25 million project involved a new sewer line alignment that traverses through City, State, and U.S. Army Garrison Hawaii (USAG-HI) property, connecting the area hotels, and parts of the Ala Moana community to the Fort DeRussy Wastewater Pump Station wet well. The existing sewer line that was replaced was an active sewer line. Provisions were made to maintain continuous sewer service through the duration of the project by implementing multiple sewer bypass lines. A Plan of Action for the Treatment of Human Remains and Native Hawaiian Cultural Items was developed between the USAG-HI and the recognized descendants of the Kalia area. All ground-disturbing construction work was coordinated with an archaeological and cultural monitoring team in accordance with the Plan of Action. Although faced with a number of challenges, our Project Management team developed a cohesive team approach to effectively correspond and move the project forward between three government entities.
