Scope: SSFM was responsible for complete structural engineering,
overall construction inspection services, and the preparation
and processing of an environmental assessment (EA) for
the entire project.
The EA preparation and processing work included
conducting technical analysis; public and agency
consultation; report preparation and processing; and,
managing and conducting Section 106 consultation on the
Island of Hawaii for the USDA ARS. The Section 106
efforts included consultation with Native Hawaiian
organizations, consultation with the island Burial Council,
and the SHPD. Compliance with other Federal regulations
included Section 7 consultation efforts with FWS, and
compliance with Executive Order (EO) 11988 on
floodplains, EO 11990 for wetlands, and Coastal Zone
Management Act.
The Pacific Basin Agricultural Research Center (PBARC) is
a new campus on a 30 acre site, located adjacent to Hilo’s
Science and Technology Park. The facility includes
laboratories and offices for scientists and technicians, and
admin spaces for the Director and his staff. The project
also includes utility buildings that house centralized HVAC
system and electrical power distribution. Also included are
roads, parking and landscaping.
Phase 1 was completed in May 2007, and Phase 2 is
presently under construction, which includes offices,
headhouse and a screenhouse. The headhouse is a 3,500 sf building that includes workrooms, post
harvest room, fruit holding spaces, covered work areas, and locker and restrooms. The screenhouse is
an 11,800 sf facility that includes 2 plant screenhouses and 2 plant pathology screenhouse. The campus
also includes an insectary that studies and raises sterile fruit flies.

Mr. Takushi has been with SSFM International, Inc. since 1976 and has broad experience in
the design of reinforced concrete, prestressed concrete, concrete masonry, structural steel,
and timber structures. He has completed 120 hours of training in corrosion engineering
through courses sponsored by the National Association of Corrosion Engineers and has
directed the designs of rehabilitation of structures damaged due to corrosion. He has also

Ms. McLain joined the firm in 2001 and is currently a Senior Project Engineer in SSFM’s
Engineering Group that includes professional staff in Honolulu, Hawaii and Maui. In this
position, she supervises project engineers and teams working on a wide variety of civil
engineering projects. She has extensive experience in site development, site layout,
wastewater, stormwater, drinking water, collection and distribution and treatment systems,

distribution system, as well as the drainage infrastructure within the City of Kelowna. In

Traffic Engineer
Mr. Packard is a Senior Traffic Engineer in SSFM’s Strategic Services Group. He has over 15
years of progressive traffic engineering and transportation planning experience including
traffic operations analysis and transportation network planning of “Complete Streets,” bicycle
and pedestrian facility design. Mr. Packard has worked on a variety of planning projects
including studies for transportation corridors, sub-area circulation analysis, route location,
traffic safety, and traffic impact analysis for residential, commercial and mixed-use centers. He
has also worked on a variety of design projects including traffic signals, fiber optic and
wireless transportation management systems, and red-light photo enforcement.

Traffic Engineer
David Miyasaki is a transportation engineer and is experienced in utilizing HCS, Synchro and
Simtraffic to evaluate traffic operations for both uninterrupted and interrupted flow conditions.
David has used Vissim to model multi-modal for various projects to look at simulations to
improve queuing and weaving conflicts along freeway segments and at intersections. David is
proficient in Microsoft Office, Microsoft Excel, and Microsoft Word.

Ms. Scheffel has 15 years of experience in environmental planning and project management.

Building (36.903 sf), an Administration Building (6,193 sf) and a PE Electives Building
(10,089 sf).

East Section Construction Engineering and Inspection (CE and I) II Consultant
Services, Honolulu Rail Transit Project, Airports Section Utilities Relocation,

SSFM provided construction engineering and inspection (CE&I) services for this
Design-Build contract that consisted of the design and construction of 5.2 miles of
elevated guideway, four (4) stations and associated facilities between Aloha Stadium
and the Middle Street Transit Center. Construction Management work included
construction oversight services – performance of environmental monitoring, and
construction progress meetings; monitoring, documenting and reporting construction
progress.

SSFM provided construction management services for a new drinking water well,
control building, pad, pump, and other appurtenances. Improvements included a new
access road and 16” waterline from the well to an existing 1.0 MG UH reservoir tank.

Upper Kapahi Reservoir Dam
Kapaa, Hawaii
SSFM provided construction inspection services for this reservoir improvement
project that included the installation of an embankment dam, blanket, toe drain, rock

of outlet works intake, concrete channel, impact basin and catwalk.

Mauna Lahilahi Beach Park Rock Revetment
Waianae, Hawaii
SSFM provided construction management for this project consisting of installing a
rock revetment along the shoreline, at Mauna Lahilahi Beach Park. Work included
removal of the existing shoreline sandbag and rock barrier and creation of a new 350’
wall rock revetment, consisting of two (2) layers of 1.5-ton armor stone, two (2) layers
of 300 lb. bedding stone, and a fabric layer to contain the sand and crushed rock fill.

Citron Street Residential Conversion
Honolulu, Hawaii
SSFM provided construction management services for this 10,300 sq. ft. residential
renovation project. Services included project management, review/interpretation of
plans and specifications, construction scheduling, quality assurance, construction
changes and claims, maintaining records, preparing daily inspector's reports, final
completion and inspection, and contractor progress payments.

Roundabout at Maui Lani Parkway and Kamehameha Avenue
Kahului, Maui, Hawaii
SSFM provided construction management services for a new roundabout at the
intersection of Maui Lani Parkway and Kamehameha Avenue. The scope of work
included removal of obstructions, road pavement work, construction of curb ramps,
sidewalk, adjusting manholes, irrigation and water valves, storm drain culvert, culvert
headwall, crosswalk pedestrian beacons; pavement striping and markers; replaced
street signs and other incidental items.

Hana Highway Improvements, Huelo to Hana, Phase 2C
Maui, Hawaii
SSFM provided construction management services for this project included roadway,
roadside, and drainage improvements along Hana Highway, between mile post 8.1
and 21.5, replacing and installing new metal guardrail and end treatments, installing
new soil nail retaining walls, repaving of asphalt concrete pavement, replacing and
installing new pavement markings, new signing, installing new concrete drainage
outlet structure, new grated drain inlets, storm drain manholes, drain pipe/culverts,
new concrete rubble masonry wall and other incidental items.

Guam Cultural Repository, Project Management & Construction Management
Services, University of Guam, Mangilao, Guam
SSFM provided Project Management/Construction Administration for the design and
construction phases of the Guam Cultural Repository (GCR). The 13,000 SF facility
enables the Territory of Guam to address the current artifact storage deficiency and to
accession archaeological objects discovered or unearthed during construction
activities on Guam.

South Ramp Taxiway and Ramp Improvements, State Project No. AH2023-15,
Ellison Onizuka Kona International Airport at Keahole, Hawaii
SSFM provided construction management services for an access road, extension of
Taxilane “K”, and construction of General Aviation (GA) facilities on the South Ramp.
The site improvements included installing pre-engineered T-hangars, and
infrastructure including drainage, water, sewer, power, communications, and security.
Estimated Construction Cost: $12.9 million
A.B. Won Pat International Airport, Runway 6L/24R Rehabilitation, Tamuning,
Guam
SSFM provided Project Management and Construction Management services for the
rehabilitation of Runway 6L/24R. The project is the Airport’s primary runway, which
consist of approximately 9,500+ linear feet of pavement that is composed primarily of
PCC or AC material for the surface areas of the runway, and a mixture of various
substances which includes the use of granular, compacted coral, asphalt, crushed
aggregate and other bituminous pavement material for the base, sub-base, and sub-
grade.

Na Pua Makani Wind Farm Foundation Installation Project
Kahuku, Hawaii
SSFM provided full-time construction inspector services for the drilling, rebar cage
installation and concrete placement of five (5) five steel utility pole foundations and
eleven (11) wooden utility poles installations. SSFM also worked with the contractor to
ensure the compliance to approved plans, specifications and HECo requirements.

Construction Support Services for Likelike Highway Resurfacing, School Street
to Emmeline Place, District of Honolulu, Island of Oahu, Federal-Aid Project No.
NH-063-1(023)
SSFM provided construction management for all required engineering, inspection,
surveying, reinforcing requirements for safety and other regulations, and other
services required to properly manage and administer the construction. The project
included reconstructing weakened pavement areas; cold-planing; resurfacing;
replacing concrete curbs, gutters, sidewalks and drainage inlets; upgrading
guardrails; adjusting utility boxes and manholes; and installing pavement markings
and traffic signs.

Kaaawa Fire Station Communication Facility Improvements and Tower

systems, new conveyances, SCADA, site development and other appurtenances.

SSFM provided full-time construction inspection services, primarily quality assurance,
to ensure the work was being completed in general conformance with the construction
contract. Work consisted of selective demolition, concrete and reinforcing steel repair
and surface preparation, fabrication and installation of structural steel framing,
replacement of exterior metal siding, installation of elastomeric joint sealants,
application of corrosion mitigating coatings and painting.

including intensive rock scaling, demolition and removal of GPS identified boulders,

hazardous voids in the rock face.

Interstate Route H-1 Shoulder Work and Portland Cement Concrete Pavement
Rehabilitation, Vicinity of Waimalu to Vicinity of Halawa, Districts of Ewa and

SSFM provided construction management services for this design-build projects that
included project planning, coordination, plan reviews and submittals facilitated
through our CM contract. Construction work included rehabilitation of the existing
concrete pavement and approximately 1,425 (12’ x 14’) jointed precast concrete
panels were installed in seven (7) various locations in both directions. Eastbound
shoulder widening improvements consisted of demolition of existing concrete
shoulders, excavation of cut areas, construction of MSE and cast-in-place retaining
walls, construction of a new 24’ wide PCC shoulder, highway lighting and safety
improvements. Shoulder widening was from the Waimalu Viaduct to the Aiea
Pedestrian Overpass, 0.71 miles.

Pali Highway Resurfacing, Waokanaka Street to Kamehameha Highway and Pali
Highway Lighting Replacement, Vineyard Boulevard to Kamehameha Highway,

SSFM provided construction management for this project that included reconstruction
of weakened pavement, cold planing and resurfacing of five (5) miles of 2-lane
highway utilizing asphalt and stone matrix asphalt (SMA). The project included:

Construction Management Services for Baza Gardens Wastewater Cross-Island
Pumping and Conveyance System
GWA Project No. S15-008-BND
SSFM provided construction management services for this three-phased project. The
first two phases were won by one contractor and the third phase was awarded to
another contractor. GWA required this wastewater conveyance system from the Baza
Gardens WWTP, along Route 17 and Route 5, to the new Agat Santa Rita WWTP to
address and comply with the 2011 Court Order Compliance Agreement. The reason
for the construction phased approach was due to timing of the availability of
construction funding.

Terminal Building Structural Upgrade and Concourse Isolation Project, A.B.

SSFM provided construction management services for this project that involved the
structural upgrade of the terminal building and construction of new passenger
isolation corridors at the concourse and main roof levels. The project was undertaken
due to Homeland Security, TSA security requirements to prevent the co-mingling of
passengers who are TSA-screened and non-TSA screened within the terminal
building. The construction of the new passenger isolation corridors on the third floor
will prevent such co-mingling and will serve as the permanent solution to complying
with the TSA security requirements.

controls to operate and maintain the new VFD-driven cooling tower.

Winston Hale Rehabilitation and Conversion for Housing Units

SSFM provided construction management services for this project which was one of
the Mayor’s Emergency Proclamation projects to help families get off the streets and
into affordable homes. A portion of a mixed use building in Chinatown was renovated
and converted into six micro affordable housing units. Improvements included
demolition, repairs and renovation of the interior on two floors of the building.

1506 Piikoi Street, Building Rehabilitation and Conversion for Housing Units,
Honolulu, Hawaii
SSFM provided constructability and recommend improvements, reviewed the
contractor’s proposals, and assisted in negotiating a final cost. In addition, SSFM
provided construction management services for the construction work. The objective
was to convert two former school buildings to 42 housing units, including three, two
and one bedroom and studio apartment units, four of which would be ADA units. A
laundry facility and small play area are also included.

Kaneohe Bay #2 Wastewater Pump Station Force Main, Job No. W2-14,

SSFM provided construction management services for this project included
installation of a 14” sewer force main through Horizontal Directional Drilling (HDD)
underneath the channel adjacent to the pump station. Improvements to the existing
pump station include installation of: 500-gallon concrete aboveground storage tank,
micropiles for foundation support, new HECO transformer and meter, 2” water line
and backflow preventer, 12” magnetic flow meter, special sewer manhole, and
miscellaneous electrical work.

pavement, 18” drain line from CRM headwall, connections and chlorination system.

Haleakala Highway Resurfacing, Vicinity of Pukalani Junction to Five Trees

SSFM provided construction management services for this primary highway
resurfacing project approximately 2.06 miles long. The work consisted of resurfacing
existing pavement, including cold planing road surfaces, installing of signs,
pavements markings and striping, adjusting of survey monuments, application of
crack seal and longitudinal join stabilizer. It also included the removal of the existing
curb island, repaving the islands, reinstalling the AC curbs and raising/adjusting the
traffic signal boxes within the island at each intersection of Makani Road and
Makawao Avenue.

Beachwalk Wastewater Pump Station Interim Improvements

SSFM provided construction management services for this project that included
rehabilitating existing wet wells; foundation improvements for the pump station and
generator building; repairs to the pump station building roof; installation of new pump
motors, pump impellers and intermediate shafts; installation of new variable speed
drives and new level control systems; installation of new gates and access hatches at
the influent chamber and diversion wall; replacement of emergency portable pump
piping; installation of new Motor Control Center; installation of new SCADA system;
and, replacement of HECO transformer and service.

Honoapiilani Highway Preventative Maintenance
Lahaina, Maui, Hawaii
SSFM provided construction management services for this project that consisted of
overlaying the existing pavement with 1-1/2” hot mix asphalt concrete, crack sealing,
reconstruction of weakened pavement areas; cold planning of existing pavements
installed pavement striping and pavement markers, installed reflector markers on
existing guardrails, installed half mile marker signs, adjusted utility covers as well as
survey monuments, and cleaning existing culverts and drainage structures over 2.3
miles.

Replacement of Welded Steel Petroleum Distribution Piping and
Appurtenances, Piti, Guam
SSFM provided Construction Management Services for this project that involved the
removal of 4,600 lineal feet of existing petroleum pipelines and appurtenances and
replaced with new 10-inch pipeline, gate valves, check valves and other
appurtenances. The project also involved the removal and replacement of about
1,600 lineal feet of 8-inch firewater line with associated fire hydrants, fire hose
connections, back flow preventer, fire monitor and other associated appurtenances.

North Kihei Road Resurfacing

SSFM’s in-depth technical and management experience with large-
scale projects, including architectural/structural (building) and civil
engineering projects, gives us the ability to manage myriad
complexities during the construction process.
Our core CM Group, responsible for the development of major and
minor projects, is comprised of principals, engineers, and technicians who are totally
versed in a versatile array of construction issues. This core group provides the
leadership capabilities and experiences needed to effectively manage a project. Our
management methodology provides an intensely structured participation process that
leads to achievement of the client's goals.
The construction management philosophy at SSFM is to serve as the client’s
representative in a proactive, no-nonsense, comprehensive manner. This primary
mission is consistently conveyed to all staff members throughout each phase of the

PROACTIVE means that SSFM project personnel continually seek opportunities
to improve the quality of construction, anticipate problems before they occur,

Construction Management procedures at SSFM are clearly established and
documented. These procedures are based on requirements of the federal
government, military, state government, and city and county government. The
procedures are used by SSFM personnel in everyday practice and are continually
updated to accommodate new requirements. Prior to reporting to the project site,
meetings will be held with the client’s project manager to review specific or unique job
requirements, and to establish clear lines of communication to assure that the project
is constructed as intended.
We are well-versed with the complex Primavera computer scheduling program used

Quality Control is the operational techniques and activities that are used to fulfill requirements for quality. A QA/QC
program, therefore, is a project-specific interdisciplinary management system with the ultimate goal of doing the right
thing right the first time, and on time. This is accomplished through the crucial ingredient in the design
process…PEOPLE.
The features of SSFM’s QA/QC program are:

A SSFM third party, QA/QC Manager is designated to the team with no other project responsibilities. This
Manager will report to the Project Manager the status of quality on the project. QA/QC information for all projects
is tracked and reported to all team members.
SSFM offers senior, registered professionals in every required discipline and these professionals attempt to “ask
the hard questions,” “do it right the first time,” and review and coordinate documents at the end of each phase of
document development.
Should unforeseen circumstances emerge during construction, or design deficiencies be discovered, SSFM’s
response will always be to work with the Owner and the Contractor and together determine and agree upon the
best solution for immediate corrective action to minimize any impact on construction schedule or cost.

PAST PERFORMANCE IN TERMS OF COST CONTROL
SSFM places special emphasis on cost control for all projects and has consistently designed projects within the available
funds or have worked with clients to modify the projects to comply with their budget constraints. SSFM has extensive
experience in the FACD and charrette process deployed by the Navy and the Corps of Engineers, respectively. Through
this process, alternatives and cost models/estimates are developed well before any design work is underway. This
provides a higher degree of confidence in meeting the final construction cost budgets established during the FACD and/or
charrette process. Our confidence in this process is further demonstrated by the fact that SSFM has three (3) trained and

Community-Based Planning Award.
The project represented a State/County collaboration in a predominantly native
Hawaiian community. The majority of Keaukaha is owned by the State Department of
Hawaiian Home Lands, including the schools, roadways, and surrounding residences,
which are predominantly Hawaiian Homesteads.
This project sought to promote complete streets principles by transforming the way
public rights of way are used for the benefit, health, and enjoyment of all. To achieve
this, the continuous walking and biking pathway repurposed space within the existing
right of way to provide additional space for pedestrians and bicyclists.
Vision Zero Action Plan
County of Hawaii
October 2021, recognized by the American Planning Association, Hawaii Chapter.
Transportation Planning Award.
The County of Hawai‘i’s Vision Zero Action Plan identifies a path for the County to
achieve its goal of eliminating traffic related fatalities and serious injuries in
accordance with Vision Zero, a fundamentally new approach to traffic safety that is
being adopted in states and municipalities worldwide.
This Vision Zero Plan is the first to be completed and adopted in the State of Hawai‘i.
The plan was produced through the efforts of a multi-disciplinary Vision Zero Task
Force comprised of representatives from the County and State, as well as emergency
response, the health industry, and advocacy.
The Task Force used the data analysis to identify priority Vision Zero actions in four
categories: Education and Encouragement, Enforcement, Engineering, and
Evaluation. The actions in the Plan are organized into short-term, mid-term, and long-
term priorities.

S. Kalaheo Avenue and Kailua Road Intersection Improvements, Kailua, Hawaii
October 2021, recognized by the American Planning Association, Hawaii Chapter.
Implementation Award.
The intersection of Kalaheo Avenue and Kailua Road serves as the gateway to Kailua
Beach Park and provides the sole vehicular access to the Lanikai neighborhood.
Traffic congestion, delayed emergency response, and multimodal safety/accessibility
had long been concerns. The Kalaheo Avenue and Kailua Road Intersection
Improvements project was initiated by the City and County of Honolulu's Department
of Transportation Services (City), under contract with SSFM International, with the
goal to address operational and safety concerns at the intersection.
A "Lighter, Quicker, Cheaper" interim pilot project was implemented to reconfigure the
stop-sign controlled intersection into a non-standard single-lane "triangle-about"
roundabout. The success of the interim pilot project improved the community's
understanding of how roundabouts work. It also enabled the City to pursue full
reconstruction that will result in a more standard modern roundabout that includes
geometric, drainage, and lighting enhancements to improve automobile operations
while continuing to prioritize multimodal safety/accessibility.
Climate Adaptation Design Principles for Urban Honolulu
Honolulu, Hawaii
October 2021, recognized by the American Planning Association, Hawaii Chapter.
Best Practice Award.
The objective of this project was to develop preliminary climate adaptation design
guidance for development projects in Honolulu transit-oriented development (TOD)
and other urban areas that are vulnerable to sea level rise (SLR). It is intended to
provide developers with information and best practices for adapting urban building
sites and structures to climate change-related hazards including sea level rise,
flooding, heat, and groundwater inundation. This is an initial step toward developing
comprehensive climate resilience design guidelines for the City and County of
Honolulu (“City”), as called for in Action 14 of the O‘ahu Resilience Strategy.
The Climate Adaptation Design Principles project exemplifies the proactive, forward-
thinking planning approach needed for municipalities to address the significant
challenges posed by climate change. With development of TOD areas along the rail
corridor a City priority, DPP TOD Division and OCCSR recognized an urgent need
and opportunity to ensure that the impacts of climate change are considered in new
development. Guidance was also needed to inform updates to regulations, codes,
and policies around built environment resilience, which can take years to implement.
The Background Research and Design Principles documents help outline a path
forward for the City while also educating the public and development community
about climate adaptation science and best practices. The Design Principles can also
be referred to in reviewing discretionary permits for planned developments, thereby
having an immediate potential effect as the City moves ahead with regulatory

Transportation Planning Award.
The County of Hawai‘i Transit and Multi-Modal Master Plan (Master Plan) presents a
set of programs to provide a wider range of transportation options, reduce
dependence on the automobile, and reduce the negative effects of transportation on
the environment and climate change.
In the first year of implementation, the Master Plan has supported applications for
federal grants to purchase buses, state and local efforts for alternative energy for
transportation and a wide variety of other efforts. New buses arrive in early 2020 and
they will be deployed first on the cross-island route and the Puna hub and spoke,
which were top priorities in the Master Plan.
Complete Streets Improvements for Nuuanu Avenue and Liliha Street,
Honolulu, Hawaii
September 2019, recognized by the American Planning Association, Hawaii Chapter.
Best Practice Award.
The Complete Streets Improvements for Nu‘uanu Ave and Liliha St project was
undertaken by the City and County of Honolulu Complete Streets Program and a
consultant team from SSFM International. The project goal was to identify
community-driven context sensitive complete streets solutions to enhance livability,
safety, and neighborhood character along Nu‘uanu Avenue and Liliha Street.
The project team designed a context-sensitive process that combined technical
analysis and educational outreach with community input led by a stakeholder
advisory group.
Update of the Kauai County General Plan
Island of Kaua‘i, Hawai‘i
October 2018, recognized by the American Planning Association, Hawai‘i Chapter as
its 2018 Outstanding Planning Project.
In February of 2018, the update of the Kaua‘i County General Plan was adopted by
the Kaua‘i County Council, following a three year planning effort. It was signed into
law by Mayor Bernard Carvalho the following month. The plan, entitled Kaua‘i Kākou,
was prepared by the Kaua‘i County Planning Department, along with a consultant
team led by planners from SSFM International’s Strategic Services Group.
The project team deployed an extensive community engagement program that sought
widespread participation in developing a new and improved General Plan Framework
consisting of a Vision statement, four overarching Goals, nineteen key Policies, 42
Objectives, and 607 Actions. The Objectives and Actions were organized into ten
topical areas, or Sectors: The Watershed, Housing, Land Transportation, Critical
Infrastructure, Shared Spaces, Economy, Heritage Resources, Energy Sustainability
& Climate Change, Public Safety & Hazards Resiliency, and Opportunity & Health for
All.

Downtown Hilo Multimodal Master Plan

October 2018, recognized by the American Planning Association, Hawai‘i Chapter as
its 2018 Transportation Planning Project.
The Downtown Hilo Multimodal Master Plan (DHMMP) was a multi-year planning
effort undertaken by the County of Hawai‘i Planning Department, assisted by lead
consultant SSFM International and a team of technical consultants. Hundreds of Hilo
residents, organizations, and agencies were participated in the highly inclusive
planning process with the collective goal of making Downtown Hilo a more vibrant,
walkable and bike friendly community for people of all ages and abilities.
The DHMMP calls for complete streets improvements that elevate Downtown Hilo as
a destination and gathering place through improvements that support walkability and
increased transportation choices for all modes. To achieve the desired Downtown
environment, the DHMMP intentionally shifts the modal priority away from the current
vehicle-dominated paradigm, and adopts a new “transportation hierarchy” that
prioritizes non-motorized modes (walking and biking), as well as transit, over single
occupancy cars.
Hale Kula Elementary School, Classroom Building
Wahiawa, Oahu, Hawaii
January 2016, the Masonry Institute of Hawaii recognized this project as their 2015
Project of the Year.
SSFM served as the structural engineer and civil engineer for this project that
included a new 8 classroom building, library, administration building, covered play
court, covered dining building; custodial center and special education classroom
additions; and, reroofing, painting and abatement of 40 existing classrooms. The
project added 4 major buildings and numerous renovations and additions to the
existing K-5 campus with 969 students.

On 15 October 2015, this project was recognized by the American Planning
Association, Hawaii Chapter, as its Outstanding Transportation Planning 2015
Project. SSFM provided professional planning services for the implementation of the
goals and requirements of the City & County of Honolulu’s Complete Streets
Ordinance.
On 10 January 2016, this project was also recognized by the American Council of
Engineering Companies, Hawaii. The project received an Engineering Excellence,
Honor Award.
The Manual identifies cost-effective opportunities to implement complete streets and
recommend ways to integrate multimodal traffic engineering improvements into
projects that originate outside the scope of Complete Streets.
Emergency Relocation of Keonepoko Elementary School
Pahoa, Island of Hawaii
June 2015, the Building Industry Association of Hawaii recognized this project with a
Merit Award in the Public Works Category.
SSFM provided emergency management and support services for the construction
and relocation of assets from Keonepoko Elementary School due to the Puu Oo Vent
lava flow crossing Highway 130 and impacting Pahoa Town. The project included
planning, design, and construction management services for construction of a
temporary elementary school campus for 450 students at the Keaau High School
Athletic Parking Lot.
