HomeMy WebLinkAbout2024-07-15 Jimi-Jean Camp From: Jimi-Jean Camp To: LPCtestimonv Subject: Testimony-LPC July 18,2024 Meeting,Agenda Items#3&#4 Date: Monday,July 15,2024 4:54:07 PM Attachments: Kaupulehu Land LLC Opposition 7.15.2.4.pdf Aloha, As a resident of Waimea, I'm asking the Leeward Planning Commission to NOT approve Kaupulehu Land LLC's applications for State Land Use Boundary Amendment from Agricultural to Rural and Change of Zone from an Agricultural-5 acre to Neighborhood Commercial and Residential Agricultural (Agenda Items #3 & #4, Applicant: Kaupulehu Land LLC). Please see my attached testimony, along with the following additional reasons: Project is solely for speculation purposes Thus, is inconsistent with the 2005 General Plan. A prime example of spot zoning and urban sprawl The proposed commercial development is excessively huge with a 3- building, 2-story complex and is NOT compatible with this part of Waimea. The scale and size of this proposed commercial development is too large, similar to a `strip mall' and NOT compatible for this area. Likewise, it would degrade prime agricultural land and the "rural, ranching character" of Waimea. Would adversely increase traffic congestion near this area Also, this project would severely impact the traffic and create further congestion in this particular area on Mamalahoa Highway which is already difficult to navigate as the highway starts to narrow near here when driving west into Waimea Town. Would adversely increase property taxes for residents in this area This proposed residential development which is being built for the high-end market and not for the affordable range and would only increase the property taxes for residents of the area. NOT in compliance with the Hawaii County General Plan (2005) The proposed project fails to protect significant Agriculture lands by rezoning them and fails to preserve the rural, ranching character of Waimea as stipulated in the General Plan. Likewise, this proposed project is NOT consistent with the General Plan goals and policies that pertain to Agriculture and commercial development. This speculation project has failed to demonstrate the need for additional retail space in Waimea with many existing vacant retail properties in Waimea. NOT consistent with the South Kohala CDP (2008) This proposed project fails to meet the guidelines and policies set forth for the Waimea Town as stipulated in the South Kohala CDP. Instead, this project would remove prime agricultural lands and push unsightly commercial development further east of the Waimea Town center. Thank you for considering my testimony. Aloha, Jlmi-Jean Camp Jimi-Jean Camp 64-1127 Kamukamu Place Kamuela, HI 96743 July 15, 2024 To: Leeward Planning Commission Subject: We oppose the Kaupulehu Land LLC applications (PL-SLU-2022-000008) & (PL-REZ-2022-000039) Aloha, I am are writing to show my opposition to the application by Kaupulehu Land LLC to convert a 5- acre agricultural parcel,TMK (3) 6-4-024:027, into a Commercial and Residential development. First, what are the plans for current improvements to the existing infrastructure to accommodate this unnecessary 3 building commercial development?The current location is already congested, especially during peak traffic times; thus, this development should not even be considered without first improving the public roads and infrastructure. The potential dangers to motorists, pedestrians, bus routes for children, and cyclists are numerous and should be addressed before a new development is approved. Next, apart from a few long-standing commercial properties, most neighboring properties are agricultural and residential homeowners. They, along with my family, are dedicated to maintaining and preserving the beauty of Waimea. This community has a long standing history built on ranching and farming. Generations of families still depend on farming and ranching as ALL or part of their livelihood. We need to maintain as much agricultural land as possible to allow for the families and community to maintain their living. Along with the traditions, values, and morals that make our community so strong. Unfortunately, many of the values that this town was built on seem to be fading away. Waimea has become one of the most attractive and highly desired real estate locations, has been driven by money and those who have it. A town that many long time families can no longer afford to live because of developments such as this which only profit the wealthy. Before you consider approving this development, I humbly ask that you consider the future generations of this town, and if this will benefit their future, or simply the bank account of Kaupulehu Land LLC.
