Bowers + Kubota Consulting Waipahu, HI Construction Manager SCOPE: Construction management services for the upgrading and expanding the existing treatment facility. The new upgrades include an Aeration Basin, six (6) Secondary Clarifier’s, a Secondary Blower Building, a Mixed Liquor Distribution Box, Primary Effluent Junction Box, an Effluent Diversion Box, an Effluent Flow Meter Vault, Secondary Effluent Junction Box Modifications, a Centralized Emergency Generator Building, a Primary Switchgear Building, a Secondary Process Pump Station, and associated utilities and pipelines to be installed by both pipe jacking/ microtunneling and open excavation methods. The scope of work also includes providing a complete, functional process control system including the supply, procurement, installation, calibration and testing of the control system network, instrumentation and signal systems. The work involves complexities associated with the interfacing of numerous control system devices, both new and existing, and phasing out some of the existing Barrington system. Honouliuli Wastewater Treatment Plant serves one of the fastest growing parts of Oahu: From Halawa to Kapolei to Ko’olina. The plant currently does not meet minimum treatment standards set by the Clean Water Act, so under the 2012 consent decree between U.S. EPA and the City and County of Honolulu the plant will expand to full secondary treatment capability. This means expansion of the plant by clearing over 30 acres and creating full biological treatment processes to clean the liquid effluent. An adjacent Board of Water Supply facility currently provides further treatment to reuse this precious resource for irrigation and industrial use. The increased amount of secondary treatment will allow more of the water to be reused for the benefit of the community. SIZE: Provides for a sewer capacity of 42.6 MGD.
