Quality Control
Our quality control program and our team of skilled engineers are the key to our success. We look at each project and
formulate the solution to provide value and long-term quality for the client.
Our quality control processes ensure that all services required by the client are performed and provided in accordance
with the highest professional standards. Our quality control processes are thoroughly documented and followed through to
the completion of the project.
EPI will help you with the project planning, reporting, monitoring, billing, and correspondence. Our robust project
management program, CORE allows our Project Managers to monitor project scope, schedules, budgets, and staffing.
This includes a detailed project monitoring schedule to help clients feel confident in the process. The basic schedule
includes the following:
•Weekly Reports: Project summary, deliverables, and schedule
•Bi-weekly Reports: Accounts receivable
•Monthly Reports: Executive review of all work in process, invoices, and project/client updates
We have also designed a formal Quality Control Management Program (QMP) that outlines the key mandatory quality
assurance and quality control procedures required for all projects we undertake. A Project Quality Control and Quality
Assurance (QA/QC) plan is prepared by the Project Manager for every project.
All work performed by the project team will be in accordance with our QA/QC Plan. The QA/QC Plan provides and maintains
and effective quality control program to ensure that all services, calculations, studies, design, drawings,
specifications, and construction management services required by the contract are performed and provided in accordance
with the highest professional standards. The QA/QC Plan describes in detail the procedures that our project team will
follow to establish and maintain an effective quality control system.
The basic elements of our QA/QC Plan are as follows:
•Project plan and kick-off meeting
•Coordination of systems in conceptual design
•Value engineering during design
•Sustainable design

•Ongoing monitoring of document production
•Scheduling detailed review to concur with periodic submittals scheduled for the user review
•Technical Expert/Peer Review/Redi-Check third party review to check for constructability and completeness
Project Management and Capacity
EPI’s ability to meet project requirements in the allotted timeframe comes from our deep bench of personnel and
decades of experience managing multiple concurrent contracts. Our team has the capacity to accomplish a multitude of
projects from our offices in Hawaii, Las Vegas, and Manila. We have worked with many government agencies and private
clients simultaneously, successfully completing projects on time and within budget.
Our method to successful planning, organization, and management embraces a framework of integration and
collaboration. We have extensive resources company-wide and through our partners to ensure a robust and
comprehensive process. Constant communication between our client and project team is crucial for ensuring quality
performance over the life of the project. We communicate with our clients on a regular basis to ensure their
expectations are being met. Quality control measures are also taken throughout the project lifecycle so any
uncovered deficiencies can be remediated immediately. We are committed to maintaining quality customer service and
delivering successful solutions. Our team is large enough to manage a substantive amount of work, yet small enough
to be responsive, reliable, and flexible.
Cost Estimating and Budget Control
EPI utilizes a cost control process, which has three (3) primary components:
1.Scope Prioritization required the creating of priorities lists, which establish items that must be achieved
versus those that are merely desired. These lists summarize scope items, which have been defined by early
studies of existing facilities and project program goals. The three priorities are:
✓MUST DO: Building Code, Health Code, Health Code, Life Safety, Structural and ADA Compliance
✓NEED TO DO: Functional and Operational items required for satisfaction of the CORE project program
✓LIKE TO DO: Desired and optional. The items are priced individually rather than under CSI or Uniform
approach, so the discreet costs are known. The lists form the basis for finalizing the project scope if
funds are not adequate to complete all items. Scope adjustments are simplified as updated periodic cost
estimates are completed since both priority and general costs are already established.
2.Cost estimated at every project phase will verify the early assumptions contained within the scope priorities
lists. This most typical element of cost control utilizes a professional cost estimator who reviews plans and
specifications to develop an estimated of construction cost at prescribed phases of document. Cost information
developed during the estimates is used to adjust scope priority cost if necessary.
3.Value Engineering, the third aspect of cost control, involved consultation and review of design decisions with
construction professionals. The intent is to either provide to optimum building system for the best price
without sacrificing quality, or to find an alternative, which will reduce review of construction, schedule,
and phasing difficulties. The cost consultant can also provide information on the bid climate, which may be
utilized to adjust cost assumptions, in general, and for specific systems or components.
EPI believes that these three (3) costs control components allow EPI to provide the owner with a project that arches
scope to budget and allows for informed adjustment when necessary. EPI believes that these (3) components provide
the optimal method of controlling cost and maximizing scope and quality. They provide the best project for the money
with minimal change orders.
