Service complex on 5 acres having 30,200 sf of floor area for office, laboratory, field support building, head house, and shade

County of Hawaii Standards also meeting the latest AASHTO requirements. Cost: $15 million

Development Plan for improving existing terminal cargo facilities at Kawaihae Harbor. Included in the review of the harbor ingress
and egress are recommendations of near and long-term traffic improvements deemed desirable prior to the future development of
the Kawaihae Road Bypass. This includes determining optimal location of access gates to the harbor, necessary intersection
treatments, and designing traffic circulation within the harbor for all security levels. Cost: $4.1 million

Scope: SSFM International was the prime consultant for the $40 million
design-build project with Goodfellow Bros., Inc. Scope of
services includes design of site development including
topographic, survey, geotechnical investigation, street
landscaping, civil, site primary electrical and streetlights; and,
all filing and documentation for subdivision approvals. SSFM
had prepared an overall conceptual plan for entire mass
grading of the site to achieve coordinated phased development
in an economical manner.
The complete project was programmed to be a $700 million
sustainable master-planned community. 272 acres on Palani
Street in North Kona, this community includes 2,300 homes
(50% of them will be a county-affordable rates), 120,000 sqft of

Scope: SSFM provided professional planning services for the preparation of
the Downtown Hilo Multi-Modal Master Plan and the County’s
Complete Streets Program.
The Downtown Hilo Multi-modal Master Plan will establish a
community-driven Master Plan for policies, programs, and projects
which will improve overall mobility throughout the Downtown area and
provide multi-modal connections to high activity locations. The Mobility
Plan will provide for a variety of transportation options, such as public
transit, shuttle service, park-and-ride, private vehicles, pedestrians,
and bicycles.
The Multi-modal Master Plan will identify policies, strategies, actions,
capital projects, and financing measures that support a multi-modal
transportation network. The Plan will also include visual guides that
depict recommendations and clearly illustrate program outcomes (e.g.:
maps, renderings, diagrams, sketches, sections, elevations, etc.).
The County of Hawaii Complete Streets Program assignment is to
create a program which will implement a balanced, multi-modal
transportation network throughout the island. The approach will use
stakeholder involvement to identify and address the needs of all users
of streets, highways, sidewalks, and trails, including pedestrians,
bicyclists, children, persons with disabilities, the elderly, movers of
commercial goods, emergency responders, users of public
transportation and motorists.
The County of Hawaii Complete Streets Program will include policy
and design guidelines that promote a multi-modal Hawaii County
transportation/circulation network that is safe, pedestrian friendly,
traffic calming, congestion-mitigating, and provides frequent and reliable transit service between home,
workplace, school, recreation, resorts, and shopping for residents and visitors. Clear visual guides will

Scope: SSFM was the Prime Consultant responsible for
providing project management, architectural and
engineering design services for this 74-unit timeshare
project located along Alii Drive in the heart of the
Kailua-Kona resort area. In addition to performing
design and construction observation services, SSFM
was instrumental in securing access/traffic circulation
approval, final subdivision approval, multiple plan
approvals, and grading and building permits from the
County of Hawaii.
A major drainageway, Waiaha, runs thru the property
and outlets thru a small single span concrete bridge,
Kahului Bridge, on Alii Drive. The County has plans to
replace this bridge in the future to provide additional
flow capacity necessary. The future Alii Highway (now
renamed the Kahului-Keauhou Parkway) has an alignment that is thru the property. SSFM provided site
civil engineering in conjunction with drainage and FEMA required revisions.

Tinian, Commonwealth of the Northern Mariana Islands (CNMI)
SSFM provided a comprehensive analysis of the infrastructure and resources

Tinian, CNMI. The project team developed a methodology to produce
recommendations based on a systematic approach in analyzing resources and
limitations to each technical discipline. The purpose of the TCCS was to assist DoD in
making informed planning and programming decisions for future DoD construction on

accession archaeological objects discovered or unearthed during construction
activities on Guam.

FY21 LXEZ193344 APSI Airfield Damage Repair (ADR) Equipment Storage
Facility, Kadena Air Base, Okinawa, Japan
SSFM was the Prime Consultant for the planning design of this new three (3) single-
story Airfield Damage Repair storage facilities at three sites on Kadena Air Base.
Storage facilities were made of structural steel and cast-in-place concrete frame,
perimeter cast-in-place and concrete masonry unit walls, and cast-in-place concrete
slab-on-metal deck roof.
Estimated Construction Cost: $33.0 million

Drug Administration’s Food Safety Modernization Act (FSMA), as well as explored

On behalf of the Hawaii Department of Transportation and under contract to the
Honolulu Authority for Rapid Transportation (HART), SSFM provided design reviews,
construction reviews, and other engineering services for the Honolulu Rail project
within HDOT rights-of-ways from Aloha Stadium to the Ala Moana Shopping Center.
In addition, SSFM facilitated issuance of permits, plan approvals, and assisted HDOT
in coordinating and overseeing the work within Highways, Airports, and Harbors
Division’s jurisdictions.

engineering services for the preparation of a complete construction design package
for this project. The project included the design of two (2) new Missile Storage
Facilities (MSF-1 and MSF-2) to replace Buildings 47555 & 47556 (MSF-1) and
Building 49401 (MSF-2). The combined storage capacity for the new facilities
included 200 total missile canisters.

included performing a Site Engineering Investigation (SEI), Utility Investigation, and
historical Environmental Investigation. The project site is an approximately 3.2 acre
parcel with a 1,550 SF Administration Building, 60,000 GA Fuel Storage, 8 fuel
pumps, and back-up generator building.

aircraft. Work included upgrading the roof joist support hoist and providing an
independent bridge crane support system including a five ton crane with a hoist height
increase in Hangar 525. Facilities designed to meet or exceed the useful service life
specified in DoD Unified Facilities Criteria.

interior of the cave beyond the proposed Viewing Platform will be limited to scientific
research in coordination with the CNMI HPO.

SSFM developed the final design documents to construct 22 each, “2+0” module low-
rise concrete construction Bachelor Quarters. Supporting Facilities included site
improvements, utilities, trash enclosure, covered bike shelter, barbeque shed,
flammable storage shed, and covered walk/stairs to the parking area.
This project is required to provide adequate living quarters for unaccompanied officers
at Camp Shields which serves as the deployment hub for the Naval Mobile
Construction Battalion (Seabees) based on Okinawa. This project is critically needed
by the Navy to replace obsolete and substandard quarters now occupied by deployed
officers. This project conforms with the Army's LEED requirement.

of the existing windows with new upgraded windows; the construction of a new roof
extension; enclosure of existing piping up the side walls and repair of concrete
spalling on the end walls. The front of the building facing the street will feature a 4

The P-049 project involved a new Flight Training Center (FTC), a covered pedestrian
bridge between the new FTC and the 2nd floor of existing building 6468, a new wash
rack and utility control building, a 260 vehicle three level parking structure, and
realignment of a portion of Crescent Drive.
The P-067 project involved a new P8A aircraft hangar and ancillary buildings such an
SE Maintenance Building and an Aircraft Warehouse. Supplementary facilities to be
constructed include a hangar access apron, aircraft wash rack, line parking, and a
320 stall four story parking structure.

consisted of three (3) major products; a charrette report, a pre-final BCP and final
BCP. The charrette report provided project scope, floor plan and site plan. US Forces
Japan (USFJ) provided copies of the charrette report and a pre-final BCP to the
Government of Japan (GOJ) for review and comment. The' final BCP defined the US
Government (USG) facility requirements and will be the basis for GOJ construction
design and drawings. The final BCP was signed by both the GOJ and USG
representatives designated by the respective chairmen of the Alliance Transformation
Implementation Panel (ATIP), and will be confirmed by a bilateral document using an
ATIP Memorandum signed by both chairmen. Estimated construction cost $60 million

Improve Military Family Housing (MFH) Infrastructure, Phase 1
Misawa Air Base, Japan
SSFM is the Prime Consultant responsible for the design of the upgrade to the
Military Family Housing (MFH) electrical power distribution system to meet increased
demand resulting from future installation of air-conditioning for all housing units. The
project included the replacement of the exterior Military Family Housing (MFH)
electrical system from the main substation to all houses, upgrades and
reconfiguration of the existing substation; ensuring all feeders are underground
replacement of all PCB transformers and worn transformers, switches and devices;
including all wiring up to the transformer station of each house, and design of a
building for the 6.6KV and 66 KV transformers.
Services included a design charrette conducted at Misawa AB, site investigations,
and preparation of contract documents. Estimated Construction Cost: $24.9 million
Kalepa Moto-Cross Track, Contract 7734
Kalepa, Kaua‘i, Hawaii
SSFM was responsible for the planning and engineering for a new 18 acre motocross
facility in Kalepa on the Island of Kauai. The proposed recreational motocross park
will be located on an approximately 18-acre parcel of land identified as Tax Map Key
(TMK) (4) 3-9-002: 036. The proposed park is located off Maalo Road in the Wailua
Ahupua‘a at Kālepa, in the Līhu‘e District on the Island of Kaua‘i. The site is located
within the greater 6,700-acre Kālepa Agricultural Project and is approximately 380-
feet above mean sea level, and is bound to the east by Wailua Falls Road (Ma‘alo
Road), to the south by a cane haul road on Grove Farm property and to the west and
north by undeveloped agricultural lands, which are currently being used as cattle and
horse pasturage.
Services included preparation of an environmental assessment (EA), entitlement,
topographic survey, NPDES permit application, and technical analysis and
alternatives evaluation.

story apartment building for elderly people managed by HPHA. In addition, SSFM
prepared the plans, specifications and cost estimates for the project and also
provided construction management services. Estimated Construction Cost $1.9

The project includes the abatement of asbestos containing materials and paint
containing lead, selective demolition, repair of CMU partition walls, reroofing and new
roof drains and capping of drain pipes where noted, new sheet metal gutters,
flashings, and scuppers, new and replacement of sheet metal downspouts,
replacement of metal roof and roof framing, replacement of built-in gutter, repainting
exterior surfaces, replacement of jalousie windows, removal of masonry screen
blocks and replacement with GFRC screen blocks, new guardrails at planter boxes ,
and interior renovation of three units.
FY12 ZNRE063004, Construct Combat Arms Training and Maintenance Facility
Yokota Air Base, Japan
SSFM is the Prime Consultant for the planning and design of this new Combat Arms
Training facility located in Yokota Air Base, Japan. The project includes a 1,200 SF
classroom, 515 SF administration room, 420 SF weapons maintenance/cleaning area,
280 SF vault, 144 SF miscellaneous storage, 360 SF student cleaning room, 144 SF
range equipment storage/repairing room, 900 SF Combat Arms Training Simulator,
and 16,632 SF range, totaling 20,595 SF.
The initial task order included a design charrette, site investigations, geotechnical
investigations, topographic survey, and Hazmat sampling. Follow on work included
preparation of a complete Invitation for Bid (IFB) contract package, including criteria,
design analysis, plans, bid schedule and technical sections of the IFB. Estimated
Construction Cost $7.2 million
US Army Garrison (USAG) Humphreys, Land Development and Utilities
Infrastructure, Solicitation No. W912UM-08-R-0023
SSFM led the Design-Build (D-B) Engineering Design Team and performed as the
Program-Wide Designer of Record responsible for the planning, design, conducting
weekly design progress meetings on behalf of the client, facilitating review
conferences with all stakeholders, approving construction submittals, conducting
environmental quality testing and investigations, and coordinating all design activities
with the installation facilities managers.
This land development and utility infrastructure was for the expansion of USAG
Humphreys in accordance with the Yongsan Relocation Plan (YRP) and the USAG
Humphreys Master Plan. Work included: (1) Hauling and placing/compacting
engineered fill in approximately 1,000 acres in the land area adjacent to USAG
Humphreys (Parcel 2A); (2) Constructing roads and storm water drainage systems
(Parcel 2A); (3) Installing utility collection/distribution networks for water supply,
sewer, electrical, natural gas, and communications ("C4I") in utility corridors (Parcel
2A) as well as in adjacent land areas (Parcel 1, approximately 200 acres and Parcel
K,109 acres); (4) Providing utility connections to the existing USAG Humphreys
installation utility systems to create a single, integrated system; and (5) Providing for
water, sewer, electrical and natural gas terminal connections to the municipal utility
system mains.

Building at the University of Hawai'i at Hilo Campus. The building is composed of
education rooms, office space and a small radio station. In addition to project
management, SSFM prepared the environmental assessment (EA) and provided the
structural engineering and civil engineering services for the project. The building is
approximately 60,000 square feet with an estimated construction cost of $19.1 million.
DOE Whole School Classroom Renovations, Various Schools in the Hawaii,
Kauai and Maui Districts. State of Hawaii
SSFM was the prime consultant responsible for Project Management and
Construction management services for these whole school renovation projects on
Moloka‘i (2 schools), Maui (8 schools), Big Island (15 schools), and Kaua‘i (4
schools). The projects typically involved interior and exterior painting; replacement of
flooring, windows and doors; replacement of marker boards and tack boards;
miscellaneous carpentry repairs; restoration of restrooms. Estimated construction
cost $65 million.
New Student Housing at the UH Manoa Frear Hall Site, Honolulu, Hawaii
SSFM was selected to serve as the representative of and advisor to the University of
Hawaii for the construction of the new student housing at the former Frear Hall site.
The proposed new student housing facility is a 12-story 197,000 square foot dormitory
building including a social lounge and bike storage building. The total value of the
project is estimated to be $71 million.
Aloha Stadium Replace New Metal Roof Deck, DAGS Job No. 12-10-0436, Aloha
Stadium, Aiea, Hawaii
SSFM was the Project Manager, Planner, and Structural engineer for a preliminary
assessment of the removal and/or replacement of the roof deck at Aloha Stadium.
Recommendations considered included: removal only, replacement of the roof deck in
kind, and installation of an alternate roof system. Estimated construction cost: $13.5
million
New Helipad for the Maui Memorial Medical Center
Wailuku, Maui, Hawaii
SSFM was the Prime Consultant responsible for the planning and design of the Maui
Memorial Medical Center Helipad Project. The structure consists of two stories of
future office space (approximate total of 7,200 sf), with a helicopter landing on the
rooftop. The structure has steel columns, concrete floors on both levels, retaining
walls along the hillside perimeter and a concrete roof. Work also included specific
requirements for the helipad, such as, exterior fencing, rooftop lighting and striping,
foam fire protection system, and drivable access ramp. Services included

the elephant exhibit at the Honolulu Zoo. The elephant exhibit was designed to
contain three to five elephants, including a bull. The exhibit is divided into two (2)
sections to segregate an aggressive bull elephant. The divider is operable to allow
the elephants to access the entire exhibit area should the bull elephant be placid.

Maui Memorial Medical Center, Phase 1 Expansion, Wailuku, Maui
SSFM provided Project Management services to assist MMMC with monitoring the
preparation of the Program Analysis, Concept Design and Estimate of Probable
Construction Cost by the A-E Team for the Master Planning for the short-term (2005)
and long-term (2020). PM services included reviewing A-E deliverables, project
scheduling and payment requests. The planning process resulted in an
implementation plan for the first phase of construction for which the $38 million
funding was obtained.
CY01 ROKFC Multi-Story Family Housing (60 Units), Phase 1
Yongsan Garrison, Korea
SSFM provided project management and engineering services for the Corps of
Engineers, Far East District's first Design-Build Project consisting of twin 5-story
towers for 60 units of family housing with a mix of 3, 4 and 5-bedroom units over a
multi-level underground parking garage. It was the first multi-story, multi-family
housing project located in Yongsan Military Base, Seoul, Korea. Parking was
provided in a multi-level underground parking structure and designed to withstand a
50 pound explosive blast meeting the Anti-Terrorism/Force Protection (ATFP)
guidelines within a secured base. Construction was completed by Pumyang
Construction Company in Spring of 2004. SSFM provided Project Management
services and led the Hawaii-based A-E to assist the Korea-Based A-E Team led by
Aum & Lee, Architects. Construction cost approximately $21.5 million.
State Civil Defense, Birkhimer Tunnel Infrastructure Improvements, DAGS Job

SSFM is the Prime Consultant responsible for the engineering design services for

SSFM was the Prime Consultant for this project that included transportation
improvements along Dillingham Blvd., from Middle Street to North King Street. The
focus of work was ‘TheBus’ (Bus) pullouts within this segment of road. Estimated
Construction Cost $1.5 million.
Mamalahoa Bypass Highway, Kona, Hawaii
SSFM was the Prime Consultant for the design of this 5.6 mile Mamalahoa Highway
bypass road connecting Ali’i Highway near Keauhou to Mamalahoa Highway at
Captain Cook. The two-lane highway was designed to the County of Hawaii
Standards also meeting the latest AASHTO requirements.

area referred to as the “Puunene Yard” including structural pavement, drainage, fire
protection, operational lighting, and a new access bridge connecting the yard to the
Pier 2 area. Estimated Construction Cost $3.412 million.
Koko Head Communications Site Improvements, Honolulu, Hawaii
SSFM was the Prime Consultant responsible for the planning, design and
construction management for the relocation of the City's old communication facilities
(picture) located on the top of Koko Head which houses Police, Fire, Ambulance and
other emergency communications equipment to share a new facility built by the State.
The project called for moving delicate communication equipment as well as installing
new equipment into the States new facility build adjacent to the old one. Careful
planning and coordination were carried out during construction to test and cut-over
communication with minimal impact to all emergency services. Estimated
construction cost $2.34 million.
Central Oahu Regional Park Phase 1 and Phase 2, Waiola, Oahu, Hawaii
SSFM was the Civil Engineer and Construction Manager for Phase I of this project
(construction cost approximately $20 million) for this 300 acre new regional park,
including roadways, ballfields, restrooms, maintenance facilities, roads, walkways,
landscaping and other related items. SSFM was Prime Consultant for Phase II of this
project responsible for the project management, civil engineering, and construction

combined expertise as a representative of the Owner/Client and manage the project on their

SSFM understands that professional quality, technical accuracy and coordination of all designs, specifications, cost
estimates, studies and other services are not only mandatory but critical. Quality Assurance is an independent
management system that provides a means for getting work activities correctly planned and stated objectives achieved.
Quality Control is the operational techniques and activities that are used to fulfill requirements for quality. A QA/QC

A SSFM third party, QA/QC Manager is designated to the team with no other project responsibilities. This
Manager will report to the Project Manager the status of quality on the project. QA/QC information for all projects
is tracked and reported to all team members.
SSFM offers senior, registered professionals in every required discipline and these professionals attempt to “ask
the hard questions,” “do it right the first time,” and review and coordinate documents at the end of each phase of
document development.
Should unforeseen circumstances emerge during construction, or design deficiencies be discovered, SSFM’s
response will always be to work with the Owner and the Contractor and together determine and agree upon the
best solution for immediate corrective action to minimize any impact on construction schedule or cost.

PAST PERFORMANCE IN TERMS OF COST CONTROL
SSFM places special emphasis on cost control for all projects and has consistently designed projects within the available
funds or have worked with clients to modify the projects to comply with their budget constraints. SSFM has extensive
experience in the FACD and charrette process deployed by the Navy and the Corps of Engineers, respectively. Through
this process, alternatives and cost models/estimates are developed well before any design work is underway. This
provides a higher degree of confidence in meeting the final construction cost budgets established during the FACD and/or
charrette process. Our confidence in this process is further demonstrated by the fact that SSFM has three (3) trained and
experienced facilitators within our Project Management Group.

PAST PREFORMANCE IN TERMS OF COMPLIANCE WITH SCHEDULES
SSFM has demonstrated its capacity to meet project schedules especially where tasks are both numerous and on tight
schedules. Before starting a project the schedule and specific milestones are established and agreed upon. These
milestones are continually monitored so that potential schedule difficulties can be identified and corrected before they can
adversely affect the project schedule. The best indicators of SSFM’s ability to meet our clients’ performance schedules
are the following:
In our 64 years of professional service, SSFM has completed over nine-thousand (9,000) project assignments for
a wide variety of public and private sector clients.
The diversity of our projects is matched by the diversity of our client base. Many of our current clients (both public
sector and private sector) are repeat clients with whom we have had an on-going professional and business
relationship for twenty-five (25) years or longer.

September 2022, recognized by the American Planning Association, Hawaii Chapter.
Community-Based Planning Award.
The project represented a State/County collaboration in a predominantly native
Hawaiian community. The majority of Keaukaha is owned by the State Department of
Hawaiian Home Lands, including the schools, roadways, and surrounding residences,
which are predominantly Hawaiian Homesteads.
This project sought to promote complete streets principles by transforming the way
public rights of way are used for the benefit, health, and enjoyment of all. To achieve
this, the continuous walking and biking pathway repurposed space within the existing
right of way to provide additional space for pedestrians and bicyclists.
Vision Zero Action Plan
County of Hawaii
October 2021, recognized by the American Planning Association, Hawaii Chapter.
Transportation Planning Award.
The County of Hawai‘i’s Vision Zero Action Plan identifies a path for the County to
achieve its goal of eliminating traffic related fatalities and serious injuries in
accordance with Vision Zero, a fundamentally new approach to traffic safety that is
being adopted in states and municipalities worldwide.
This Vision Zero Plan is the first to be completed and adopted in the State of Hawai‘i.
The plan was produced through the efforts of a multi-disciplinary Vision Zero Task
Force comprised of representatives from the County and State, as well as emergency
response, the health industry, and advocacy.
The Task Force used the data analysis to identify priority Vision Zero actions in four
categories: Education and Encouragement, Enforcement, Engineering, and
Evaluation. The actions in the Plan are organized into short-term, mid-term, and long-
term priorities.

S. Kalaheo Avenue and Kailua Road Intersection Improvements, Kailua, Hawaii
October 2021, recognized by the American Planning Association, Hawaii Chapter.
Implementation Award.
The intersection of Kalaheo Avenue and Kailua Road serves as the gateway to Kailua
Beach Park and provides the sole vehicular access to the Lanikai neighborhood.
Traffic congestion, delayed emergency response, and multimodal safety/accessibility
had long been concerns. The Kalaheo Avenue and Kailua Road Intersection
Improvements project was initiated by the City and County of Honolulu's Department
of Transportation Services (City), under contract with SSFM International, with the
goal to address operational and safety concerns at the intersection.
A "Lighter, Quicker, Cheaper" interim pilot project was implemented to reconfigure the
stop-sign controlled intersection into a non-standard single-lane "triangle-about"
roundabout. The success of the interim pilot project improved the community's
understanding of how roundabouts work. It also enabled the City to pursue full
reconstruction that will result in a more standard modern roundabout that includes
geometric, drainage, and lighting enhancements to improve automobile operations
while continuing to prioritize multimodal safety/accessibility.
Climate Adaptation Design Principles for Urban Honolulu
Honolulu, Hawaii
October 2021, recognized by the American Planning Association, Hawaii Chapter.
Best Practice Award.
The objective of this project was to develop preliminary climate adaptation design
guidance for development projects in Honolulu transit-oriented development (TOD)
and other urban areas that are vulnerable to sea level rise (SLR). It is intended to
provide developers with information and best practices for adapting urban building
sites and structures to climate change-related hazards including sea level rise,
flooding, heat, and groundwater inundation. This is an initial step toward developing
comprehensive climate resilience design guidelines for the City and County of
Honolulu (“City”), as called for in Action 14 of the O‘ahu Resilience Strategy.
The Climate Adaptation Design Principles project exemplifies the proactive, forward-
thinking planning approach needed for municipalities to address the significant
challenges posed by climate change. With development of TOD areas along the rail
corridor a City priority, DPP TOD Division and OCCSR recognized an urgent need
and opportunity to ensure that the impacts of climate change are considered in new
development. Guidance was also needed to inform updates to regulations, codes,
and policies around built environment resilience, which can take years to implement.
The Background Research and Design Principles documents help outline a path
forward for the City while also educating the public and development community
about climate adaptation science and best practices. The Design Principles can also
be referred to in reviewing discretionary permits for planned developments, thereby
having an immediate potential effect as the City moves ahead with regulatory

County of Hawaii, Transit and Multimodal Transportation Plan
September 2019, recognized by the American Planning Association, Hawaii Chapter.
Transportation Planning Award.
The County of Hawai‘i Transit and Multi-Modal Master Plan (Master Plan) presents a
set of programs to provide a wider range of transportation options, reduce
dependence on the automobile, and reduce the negative effects of transportation on
the environment and climate change.
In the first year of implementation, the Master Plan has supported applications for
federal grants to purchase buses, state and local efforts for alternative energy for
transportation and a wide variety of other efforts. New buses arrive in early 2020 and
they will be deployed first on the cross-island route and the Puna hub and spoke,
which were top priorities in the Master Plan.
Complete Streets Improvements for Nuuanu Avenue and Liliha Street,
Honolulu, Hawaii
September 2019, recognized by the American Planning Association, Hawaii Chapter.
Best Practice Award.
The Complete Streets Improvements for Nu‘uanu Ave and Liliha St project was
undertaken by the City and County of Honolulu Complete Streets Program and a
consultant team from SSFM International. The project goal was to identify
community-driven context sensitive complete streets solutions to enhance livability,
safety, and neighborhood character along Nu‘uanu Avenue and Liliha Street.
The project team designed a context-sensitive process that combined technical
analysis and educational outreach with community input led by a stakeholder
advisory group.
Update of the Kauai County General Plan
Island of Kaua‘i, Hawai‘i
October 2018, recognized by the American Planning Association, Hawai‘i Chapter as
its 2018 Outstanding Planning Project.
In February of 2018, the update of the Kaua‘i County General Plan was adopted by
the Kaua‘i County Council, following a three year planning effort. It was signed into
law by Mayor Bernard Carvalho the following month. The plan, entitled Kaua‘i Kākou,
was prepared by the Kaua‘i County Planning Department, along with a consultant
team led by planners from SSFM International’s Strategic Services Group.
The project team deployed an extensive community engagement program that sought
widespread participation in developing a new and improved General Plan Framework
consisting of a Vision statement, four overarching Goals, nineteen key Policies, 42
Objectives, and 607 Actions. The Objectives and Actions were organized into ten
topical areas, or Sectors: The Watershed, Housing, Land Transportation, Critical
Infrastructure, Shared Spaces, Economy, Heritage Resources, Energy Sustainability
& Climate Change, Public Safety & Hazards Resiliency, and Opportunity & Health for
All.

The Downtown Hilo Multimodal Master Plan (DHMMP) was a multi-year planning
effort undertaken by the County of Hawai‘i Planning Department, assisted by lead
consultant SSFM International and a team of technical consultants. Hundreds of Hilo
residents, organizations, and agencies were participated in the highly inclusive
planning process with the collective goal of making Downtown Hilo a more vibrant,
walkable and bike friendly community for people of all ages and abilities.
The DHMMP calls for complete streets improvements that elevate Downtown Hilo as
a destination and gathering place through improvements that support walkability and
increased transportation choices for all modes. To achieve the desired Downtown
environment, the DHMMP intentionally shifts the modal priority away from the current
vehicle-dominated paradigm, and adopts a new “transportation hierarchy” that
prioritizes non-motorized modes (walking and biking), as well as transit, over single
occupancy cars.
Hale Kula Elementary School, Classroom Building
Wahiawa, Oahu, Hawaii
January 2016, the Masonry Institute of Hawaii recognized this project as their 2015
Project of the Year.
SSFM served as the structural engineer and civil engineer for this project that
included a new 8 classroom building, library, administration building, covered play
court, covered dining building; custodial center and special education classroom
additions; and, reroofing, painting and abatement of 40 existing classrooms. The
project added 4 major buildings and numerous renovations and additions to the
existing K-5 campus with 969 students.

Complete Streets Designs Manual
Island of Oahu, Hawaii
On 15 October 2015, this project was recognized by the American Planning
Association, Hawaii Chapter, as its Outstanding Transportation Planning 2015
Project. SSFM provided professional planning services for the implementation of the
goals and requirements of the City & County of Honolulu’s Complete Streets
Ordinance.
On 10 January 2016, this project was also recognized by the American Council of
Engineering Companies, Hawaii. The project received an Engineering Excellence,
Honor Award.
The Manual identifies cost-effective opportunities to implement complete streets and
recommend ways to integrate multimodal traffic engineering improvements into
projects that originate outside the scope of Complete Streets.
Emergency Relocation of Keonepoko Elementary School
Pahoa, Island of Hawaii
June 2015, the Building Industry Association of Hawaii recognized this project with a
Merit Award in the Public Works Category.
SSFM provided emergency management and support services for the construction
and relocation of assets from Keonepoko Elementary School due to the Puu Oo Vent
lava flow crossing Highway 130 and impacting Pahoa Town. The project included
planning, design, and construction management services for construction of a
temporary elementary school campus for 450 students at the Keaau High School
Athletic Parking Lot.

The Hawaii Chapter of the National Association of Industrial and Office Properties
(NAIOP) has served as the state’s leading association for the commercial real estate
industry’s decision-makers since 1988. This influential group of developers, owners,
investors, asset managers, lenders and other industry professionals plays an active
role in legislative representation, professional development and networking at both
the local and national levels.
Each year, NAIOP Hawaii’s Kukulu Hale Awards recognize the achievements of
those who have made significant contributions to Hawaii’s commercial real estate
industry, enriching our community through their projects, professionalism and civic
service.
On 8 May 2015, NAIOP Hawaii recognized SSFM International as its 2015
Engineering Firm of the Year during an award gala held at the Royal Hawaiian Hotel
in Honolulu, Hawaii.

On 19 January 2014, this project was awarded a Honor Award for the 2014
Engineering Excellence Awards Competition by the American Council of Engineering
Companies of Hawaii. SSFM was the Prime Consultant responsible for the
rehabilitation of a 2.8 mile segment of this roadway within the Hawaii Volcanoes
(HAVO) National Park. Estimated construction cost $6.4 million.
Parking Structure for the Joint Traffic Management Center and the Alapai
Transit Center, Corner of Alapai and King Streets

SSFM provided overall program management services, 30% design and construction
management for the 411-car Joint Traffic Management Center Parking Structure and
program and construction management of the Alapai Transit Center. $24 million.

On 19 September 2013, this project was recognized by the American Planning
Association, Hawaii Chapter, as its Outstanding Planning 2013 Project. SSFM
provided professional planning services for the evaluation and update of The Hawai‘i
Ocean Resources Management Plan (ORMP).
The ORMP plan provides a framework for integrated coastal management that aligns
the management agency jurisdictions of the federal, state and county level to support
the cultural, environmental, and socio-economic needs of the State of Hawai‘i.
Asian Tropical Forest Elephant Exhibit, Honolulu Zoo

In January 2013, this project was awarded the 2013 Engineering Excellence award
by the American Council of Engineering Companies of Hawaii. SSFM International
was the Prime Consultant for the planning and design of this new elephant habitat
that was designed as a natural jungle setting to bring the elephants as close as
possible to visitors for viewing while maintaining both visitor security and elephant
privacy.

In May 2014, this project was recognized by the National Association of Industrial and
Office Properties (NAIOP) with the 2014 NAIOP Kukulu Hale Award of Excellence for

In July 2010, this project was recognized by the American Institute of Architects for
creativity, originality, power and potential for this 60,000 sf building on the University
of Hawaii at Hilo Campus. SSFM is the Prime Consultant of the project and WCIT

Hawaii Water Systems Technical Studies Program
Statewide Dam Break Analysis, Hawaii

In May 2010, SSFM received an Award of Excellence from the US Army Corps of
Engineers, Honolulu District in recognition of outstanding performance for the dam
break analyses of the Aepo and Elua Reservoirs, Kauai, Hawaii. Work products were
described as technically correct, complete, prepared in a timely manner, and
responsive to the government objectives. The methodologies developed in this study
are now standard for the conduct of dam break studies.
Context Sensitive Solutions (CSS) Process for the Keaau-Pahoa Road

In November 2009, SSFM received an Honor Award from the American Council of

In recognition of exceptional performance, SSFM and joint venture partner, Moffatt &
Nichol, were recognized by the Naval Facilities Engineering Command, Pacific, for
“…extraordinary professionalism, technical excellence and total commitment to the
project that were required to expedite the completion of the final design for the Sub
Drive-In MSF. This complicated project design was delivered on time and within
budget despite numerous changes in scope with no schedule or budget revisions.”
This is an $87.6 million new submarine facility. Additional awards received include

SSFM received the Award of Merit in the Public Design Category for this project in
the 2008 Accessible Design Awards sponsored by the Disability and Communication
Access Board (DCAB). SSFM was the Prime Consultant for this project for the State
of Hawaii, Department of Transportation, Highways Division.
The purpose of the project was to upgrade the highway through the towns of
Honokaa, Hawi and Kapaau to meet the requirements of the Americans with
Disabilities Act and provide an accessible route through each of the towns.
