ECM projects include Lighting Retrofit Work on interior and
exterior LED Lighting Systems at the Beretania Complex and
Corporation Yards, involving retrofitting of lighting fixtures or
replacing lighting fixtures at the facility.
Power Factor Correction Retrofit Work at various wells and
pumping stations throughout the island of Oahu involves
removing existing capacitors and connecting new power factor capacitors to existing electrical equipment.
Conduit and conductors sized appropriate to the load are provided.
Rider M/TOU Pump Control Work will implement priority peak curtailment for HECO Rider M at identified sites.
Control equipment and programming to allow the identified sites to switch to the TOU-J rate schedule. Well
Pump Controls work identifies four (4) well pumps at two sites to be replaced.
Photovoltaic Systems NEM Work at the Beretania Complex and Corporation Yards. Reservoirs will require PV
systems to be ballast mounted. Ground-mounted PV systems will be installed including several arrays in the
Beretania Complex parking lots.
HVAC Upgrade work at Corporation Yards and Beretania Complex will include mechanical, electrical and structural
tasks involving concrete foundation equipment HK removal of existing packaged air conditioning unit, ductwork,
piping, fittings and electrical controls. The new equipment will be a split system type with separate condenser and
air handling units. Additional electrical power tie-in, conduit runs and disconnect installation will be required, as
well as the installation of new refrigerant lines, duct work and testing and balancing of the completed system.

Laboratories and Environmental Consultant, if necessary; assisting City DDC with meetings, communications and
reports as requested by City DDC during construction; monitoring time and cost of construction; overseeing and
coordinating inspection and testing activities, and advising City DDC of actions required; overseeing and tracking
construction project schedule, scope of work, and shop drawings as necessary to complete the project;
overseeing the contractor’s quality control inspection during construction to assist in ensuring that work and
materials are properly installed, safely interconnected, and integrated into the existing systems; reviewing the
start-up and commissioning plans and procedures and making recommendations to City DDC for approval.
Other responsibilities included participating in the start-up and commissioning process to ensure the plans and
procedures are adhered to; reviewing close-out documents, which are limited to O&M Manuals, service
maintenance schedules and testing procedures; and making recommendations to City and County of Honolulu, as
necessary.
Additional responsibilities involved identifying lead-containing and lead-based paint by procedures outlined in the
technical specifications. All paint were considered to contain lead until proven otherwise, then steps to demolish
and treat surfaces shall be followed as prescribed.

RHA Construction Management Group was created at the request of our clients to
provide professional construction management and inspection services for electrical and
telecommunication projects. With an experienced team of construction and project managers,
inspectors, and engineers, we have since expanded our capabilities and now provide construction

CONSTRUCTION MANAGEMENT
CASE STUDY HONOLULU BOARD OF WATER SUPPLY
In 2016, the Honolulu Board of Water Supply (HBWS)
awarded RHA CM a three-year construction management
contract to lead the coordination of work for their $33 million
Energy Savings Performance Contract (ESPC). This was the
first ESPC to be awarded by a county water utility in Hawaii.
The ESPC will facilitate and accelerate energy conservation
measures (ECMs) to achieve energy efficiencies and develop
renewable energy to directly support the State of Hawaii’s
goal to achieve 100 percent of electricity generation from
renewable energy by 2045.

RHA Construction Management Group was one of 20 groups nationally that
received a 2022 Project Achievement Award from the Construction
Management Association of America. The entry, “Honolulu Board of Water
Supply Construction Management & Electrical Engineering Support,” won
in the category for projects valued at less than $50 million.
Hawaii Gas SNG Facility -
Above Ground Storage Tank
Part of the challenge for RHA CM involves ramping up quickly
with the necessary resources to oversee the construction for
several ongoing projects, including a lighting retrofit, power
factor correction retrofit, rider M/TOU pump control, well
pump controls, and photovoltaic systems NEM projects at
numerous HBWS locations and facilities with both day and
evening work schedules.
Upon contract execution, RHA CM rapidly staffed up with
qualified personnel to achieve these objectives. RHA CM
is also providing an onsite physical presence at all times
concurrent with any contractor activity while also providing all
necessary off-site support requirements such as office space,
furniture, equipment, communications, and internet access to
enable staff to perform the required services.
The ECMs that are being installed at various HBWS
facilities will reduce the agency’s annual electrical usage by
approximately 8 million kilowatt
hours (kWh), or nine percent
of the HBWS’s total purchased
electricity costs.
In maintaining the highest levels

the HBWS’s primary mission to
provide clean drinking water and
supporting operational services
to the general public is never
compromised.
