The existing 42-inch and 30-inch pipes were sliplined with 36-inch and 24-inch fusible PVC, respectively. Duties included condition assessment; coordination of work between the client, contractor, and design team; preparation of construction documents; attendance at construction progress meetings; submittals and RFI review; and construction observation.

Design
TLCG was responsible for the design of a new filtration system to
remove algae from the treatment stream and discharge the reuse

eyewash shower; yard piping for the new filtration system,
backwash system, effluent pump station, service water, and
connection into the existing injection wells; pad foundations
required to support the new filtration tank, pumps, and auxiliary
components; access stairs and maintenance platform; access
walkways and new gate; grading and drainage improvements; and
electrical and SCADA improvements. Duties also included the
preparation of a Special Management Area Use exemption letter,
attendance at public hearings, and services during bidding and

The proposed improvements for the Papakolea Subdivision
Sewer Improvements project consist of installation of
approximately 3,400 linear feet (LF) of 6- and 8-inch sewer lines
by open trench, epoxy lining sewer manholes, installation of new
manholes, and installation of cured-in-place pipe (CIPP) lining in
840 LF of existing 8-inch sewer lines.
The proposed rockfall mitigation solutions for the Auwaiolimu
Slope Stabilization and Sewer Lines project include the installation
of shotcrete fill for 4,000 LF of rockbolt anchoring, 26,700 square
feet (SF) of anchored wire mesh, and 6,600 SF of permanent
erosion control matting. Sewer improvements include installation

open trench. 24-hour traffic control measures will be in place

The improvements consisted of a new underground concrete wet
well, submersible pumps, valves, flow meter, diversion manhole,
and other appurtenances. Electrical improvements included new
variable frequency drives, control panel, and power feeders
connecting to the existing electrical and SCADA system. A new
12-inch HDPE force main was installed to transport plant process
return flows to the existing Pre-Aeration tanks.
TLCG performed the following duties:
• Review the in-progress construction contract documents
including plans, specifications, special provisions, permit
applications, supporting reports, and other pertinent
project information from the CM perspective
• Task management and internal project management
services for constructability review
• Examine the plans and specifications for conflicts, lack
of clarity, errors or omissions and items that could affect
construction costs and schedules and obtain clarification
from the design consultant as required
• Identify variances between scheduled and probable
completion dates of construction activities and obtain
updated construction schedules from the contractor as
required to effectively monitor progress of work
• Conduct weekly Owner-Meeting-Contractor (OEC)
meetings
• Process contractor submittals including requests for
information, shop drawings, product literature and
samples, test reports, and certificates
• Monitor the work to determine that the work is being
accomplished in accordance with the contract
documents and notify the client upon the discovery of
any defects and deficiencies in the work
• Process change orders and contractor’s application for
payment
• Perform jobsite inspections and testing
• Investigate and take appropriate action on damage
claims and complaints

TLCG’s Construction Management (CM) team is built on the philosophy that each client’s needs are unique and should be addressed individually. Our team operates as an extension of our clients, providing quality project solutions customized to meet the clients’ goals. TLCG understands that there are many different agencies, parties, and stakeholders who need to be communicated with during the course of a project, and we take pride in our ability to successfully facilitate meetings and resolve issues with affected parties. TLCG construction managers minimize costly project delays and cost overruns by communicating effectively and working closely with the contractor and owner to ensure that construction is completed with minimal public disruptions. In addition to traditional construction management tasks, TLCG has provided project management services on challenging projects with issues during construction. TLCG supports the owner on projects administered by other consultants until resolution is achieved and the project is completed. Tasks include exploring new alternatives to optimize the internal construction management process, management forecasting and preparation, privately-constructed asset acceptance and turnover, and internal agency coordination and communication.
A thoughtfully-planned public outreach program is highly beneficial for informing residents and users of the project scope, impact, and schedule. Our CM team is experienced in working with various contractors to keep our elected officials and the public updated with project information to lessen the impact to residents and minimize complaints. Project Team Composition and Leadership
TLCG’s CM group is led by two Certified Construction Managers accredited by the Construction Management Association of America and is comprised of 6 Professional Engineers, 5 Engineers-in-Training, and 5 Inspectors. Mr. Ian Arakaki will serve as the Principal-in-Charge for the project team. Every CM project is overseen by Mr. Arakaki and managed and completed by one of our Professional Engineers. For large-scale construction projects, it is more cost effective and logical to incorporate specialized construction inspectors into our CM team. TLCG has a working relationship with SSFM to utilize their construction inspectors as added resources and for special inspections. It is our belief that in order to provide exceptional CM service, our team members must have a broad range of skill sets and experience in the construction industry. TLCG believes the Construction Manager is not only responsible for managing the contractor and quality control, but also serves as the bridge between the design and construction phases. Therefore, it is TLCG’s philosophy that all CM engineers possess civil design and permitting experience in addition to extensive field/ construction experience. TLCG’s greatest asset is its people. Comprised of motivated, experienced, creative, and practical professionals, TLCG is eager to solve the toughest engineering problems. The experience and qualifications of the key personnel for the project team are provided. Ian Arakaki, P.E., CCM Mr. Arakaki has 27 years of experience on civil, sanitary, and environmental projects. His construction-related experience in Hawaiʻi includes Design-Bid-Build, CM-at-Risk, and Design-Build projects, and he is responsible for all construction management and observation projects.
In addition, Mr. Arakaki is responsible for providing program management services for the Board of Water Supply, the City and County of Honolulu’s Department of Environmental Services, and Hawaiʻi American Water. As a direct result of his exemplary management skill and ability to deliver quality end results, TLCG has remained the preferred consultant for the private utility for the past 21 years. Kyle Kaneshiro, P.E., LEED AP Mr. Kaneshiro has 28 years of civil and sanitary engineering experience with an emphasis on site development and wastewater system design. He has an extensive background in the development of municipal and private facilities including pump stations and treatment plants, utilities, drainage, and stream studies.
Mr. Kaneshiro specializes in utility infrastructure for site development projects, including subdivisions, commercial and industrial developments, schools, resorts, recreational facilities, and private residences. Eric Arakawa, P.E., LEED AP, CCM Mr. Arakawa has 21 years of civil engineering design and construction experience. His projects include roadway infrastructure and utilities design, site development, and construction management of water and wastewater upgrades. He was selected as Hawaiʻi’s Young Engineer of the Year in 2016. Brandon Whitaker, P.E. Mr. Whitaker has 12 years of experience in civil engineering and construction management. His projects include stormwater pollution prevention, wastewater collections systems, force mains, and pump stations. Megan Ueno, P.E. Ms. Ueno has 11 years of civil engineering design and construction experience. Her projects include design of wastewater collection systems, utility improvements, and site development; project management and construction administration for drainage improvement and street rehabilitation projects; and construction management. Justin Barnes, P.E. Mr. Barnes has 9 years of experience on civil and sanitary engineering projects. His projects include wastewater system design, stormwater pollution prevention, and construction management. Kevin Fong, P.E. Mr. Fong has 17 years of experience on civil and structural engineering projects. His projects include water quality studies, project management, construction management, and the
repair/renovation/retrofit of existing structures. Davi Corcio-Alvarez, E.I.T. Ms. Corcio-Alvarez has served as Project Engineer for over 8 years on construction projects involving condominium development and building renovations and construction management of wastewater infrastructure upgrades.

ENGINEERING EXCELLENCE
TLCG received an Engineering Excellence Award at the 2010 Engineering Excellence Awards Competition held by the American Council of Engineering Companies – Hawaiʻi. The award is for superior engineering services provided by the firm for the State of Hawaiʻi, Department of Land and Natural Resources (DLNR) and Kaʻaʻawa residents whose homes were in imminent danger of collapse following the 40 days of rain in 2006. “The Limtiaco Consulting Group designed a project which

hallmark of a technically competent firm,” said Carty Chang, Chief Engineer of the DLNR, Engineering Division.
BEST WATER/WASTEWATER/ENVIRONMENTAL PROJECT TLCG’s Pearl City Force Main Slip-Lining Repair project for the City and County of Honolulu, Department of Design and Construction was awarded the Best Water/Wastewater /Environmental Project at the 2013 ASCE Hawaiʻi Section Outstanding Civil Engineering Achievement Awards Banquet. This project was spurred by consecutive pipeline breaks within a 250-foot section of 30-inch and 42-inch dual force mains. The project was declared an emergency because the public’s health and safety were in imminent danger due to the large service area associated with the force mains. This project also won an Excellence Award at the 2014 Engineering Excellence Awards Competition.
BEST SMALL PROJECT
The Mana Drag Racing Strip Improvements project located in Waimea, Kauaʻi was awarded the Best Small Project Award at the 2015 ASCE Hawaiʻi Section Outstanding Civil Engineering Achievement Awards Banquet. TLCG performed civil design and construction management services for the State of Hawaiʻi, Department of Land and Natural Resources for the resurfacing and reconstruction of the NHRA-sanctioned drag strip to provide a safe and functional facility for motor sports on Kauaʻi.
BEST SUSTAINABILITY PROJECT
The Wahiawa Police Station NPDES Small MS4 Permit Program Improvements project was awarded the Best Sustainability Project Award at the 2017 ASCE Hawaiʻi Section Outstanding Civil Engineering Achievement Awards Banquet. This project was one of the first projects in Hawaiʻi solely developed to improve stormwater quality; it was completed prior to the issuance of local guidelines on Low Impact Design or structural BMP standards.
