Brief Description: In the late afternoon of July 14, 2017, the Marco Polo fire became the most
destructive building fire in Hawaii history. Most of the 538 residential units were water damaged, fire
damaged, and/or smoke damaged. The next morning ENPRO was endorsed by all eight restoration
firms on the scene and was immediately hired by Marco Polo representatives as the Environmental
Consultant of Record.
Total recovery costs of Marco Polo fire over $120 million.
ENPRO primary responsibilities were to:
Assess the environmental condition of the property
Protect the well-being of occupants from environmental contaminants
Provide environmental protocols to support the restoration of the property
There were three significant challenges:
No barriers to enter the site; at any given time, there were more than 1,000 people
on the property
With many stakeholders, priorities constantly changed
The sheer magnitude of the loss demanded and stretched resources of all parties
involved
Key Accomplishments:
ENPRO collected more than 4,000 samples for asbestos, lead, VOCs, PAHs,
heavy metals, respirable dust, soot, char, and ash in the air, soil, water, residues,
surfaces and personal effects.
ENPRO developed more than 50 written protocols for the various contractors
addressing the restoration efforts.
Throughout the project, ENPRO collaborated with regulatory agencies, legal
counsel, property management, contractors, and insurance adjusters to exceed
performance and delivery.

this $42+ million renovation of the NSA/CSS office and workspace in a very high
security environment. The overall project involved significant demolition and

Significant challenge:
Coordination of abatement activities proved challenging during the 9-month
construction project. Multiple trades had to be managed while containment and

That was the affirmation of eight restoration contractors to the owner’s representative the morning
after the Marco Polo fire as we all stood on the curb outside the lobby formulating a plan to restore
the property and the lives of those affected by the most destructive fire in Hawaii history. ENPRO
was immediately retained as the Environmental Consultant of Record and became the critical path
for all operations to follow. Collaborating with the Department of Health, attorneys, claim
adjusters, property managers, and remediation contractors, ENPRO developed more than 50
written protocols to address the environmental restoration of the building structure, contents,
debris, and health and safety of the occupants. To support this work, ENPRO collected more than
4,000 samples and analyzed by various laboratories across the country. It was a monumental effort
with intense pressure and scrutiny from the various stakeholders. ENPRO went above and beyond
