Successfully collected hundreds of thousands of pounds of HHW such as paint and paint-related material, petroleum, aerosols, mercury, pesticides, herbicides, and fungicides that are hazardous because of their corrosive, reactive, flammable, or toxic characteristics. Determined which solid waste generated by the hospital is RCRA regulated hazardous waste and universal waste. Based on findings of the audits, determined each hospital’s hazardous waste generator status and developed a training class to educate hospital staff on the rules and regulations and new procedures needed for compliance. Package, transport and safely dispose of approximately 20 tons of solid and hazardous waste, universal waste, and recyclable materials from the HPH facilities annually. Specifically, provided technical expertise to meet and implement National Pollutant Discharge Elimination System (NPDES) control measure requirements that included public education and outreach, illicit discharge detection and elimination, construction site runoff control, post-construction stormwater management, pollution prevention, industrial and commercial discharge management, and monitoring. Services also included support on an array of other environmental compliance matters, such as underground injection wells, underground storage tanks, spill prevention control and countermeasure, hazardous materials removal and disposal, site screening and soil sampling, groundwater well monitoring, Environmental Hazard Evaluation (EHE)/Environmental Hazard Management Plan (EHMP), environmental mapping/GIS, and asset management system integration. Inouye International Airport and Kahului Airport, Honolulu and Kahului, Hawaii (2) YEAR COMPLETED PROFESSIONAL SERVICES CONSTRUCTION (If applicable) (3) BRIEF DESCRIPTION (Brief scope, size, cost, etc.) AND SPECIFIC ROLE Check if project performed with current firm a. 2022 ETC was contracted to provide environmental compliance support to the State of Hawaii Department of Transportation (DOT), Highways Division, Maui District (HWY-M) to meet stormwater compliance requirements associated with their municipal separate storm sewer system (MS4). Specifically, HWY-M was issued an NPDES MS4 permit that required them to develop and implement control measures to prevent polluted runoff from entering and discharging from their MS4. Specifically, ETC helped to establish and implement: construction design procedures to ensure appropriate sediment and erosion control measures on HWY-M construction projects; construction inspection and enforcement procedures to manage compliance with sediment and erosion control requirements; inspection and maintenance of MS4 structures and roadways; procedures to respond to and enforce against illicit discharges and illegal connections; GIS mapping of MS4 structures and roadways; public education and outreach programs to provide awareness and training to targeted audiences that included contractors, DOT personnel, maintenance staff, industrial and commercial businesses, schools, and other stakeholders; and an Asset Management System to track and monitor compliance of the various control measures. Ensured that all stormwater management requirements were met. These requirements included: implementing pollution prevention best management practices (BMPs), designing erosion control slope repair projects, ensuring construction site sediment and erosion control, designing post-construction and low impact development (LID) stormwater management structures, inspecting illicit connections and illegal discharges, auditing discharge associated with industrial and commercial activities, providing maintenance facilities with environmental compliance support, conducting stormwater sampling/monitoring, developing and implementing strategies to reduce and meet waste load allocations, coordinating public outreach efforts, developing and utilizing an Asset Management System to collect/store/evaluate the data associated with this project, conducting training, and preparing and submitting reports. The Phase I ESA was performed in accordance with ASTM Standard E1527-13 to evaluate existing and/or potential environmental concerns from past or current operations at or near the property. The Baseline Site Investigation included the preparation of a Sampling and Analysis Plan, random selection of fifty-nine 1-acre decision units targeted for sampling and the collection of fifty-nine primary multi-increment surface soil samples and eighteen field replicate multi-increment surface soil samples (each consisting of fifty soil increments). Sample were initially analyzed for total arsenic and organochlorine pesticides, and fifteen samples with total arsenic concentrations exceeding the background arsenic concentration for Hawaii soils were further analyzed for fine fraction arsenic and bioaccessible arsenic. The resultant data indicated that soils at the site are suitable for unrestricted land use. Correspondence from the Hawaii Department of Health, Hazard Evaluation and Emergency Response (HEER) Office confirmed this finding and indicated that residential development can proceed without environmental restrictions. Public Education: ETC has helped developed DOT Highways award winning public education program. In response to the COVID-19 pandemic, ETC built on the Hawaii Storm Patrol brand by developing a series of animated videos to virtually educate keiki on the storm drain system. During the 2020-2021 school year, the animated videos amassed 5,800 views and was recognized with a Silver Pele Award by the American Advertising Federation, Hawaii Chapter. Illicit Discharge Detection: ETC is responsible for the detection and elimination of illegal connections and illicit discharges by inspecting over 2,100 outfalls annually and providing rapid response to complaints and spills. Additionally, ETC inspects over 125 industrial and commercial facilities annually for potential storm water pollutants. Through improved facility education, deficiencies per inspected facility have decreased by 11% over the past five years. ETC has worked with the DOT Highways’ Deputy Attorney General to strengthen its enforcement through an improved Memorandum of Understanding with the Department of Health. Construction Site Runoff: ETC assists in reducing the discharge of pollutants from DOT Highways’ construction activities by conducting approximately 300 independent construction inspections annually. The results of ETC’s efforts have reduced the number of identified major deficiencies by 70% over the past five years. Additionally, ETC authored the revised Construction Best Management Practices (BMP) Manual which provides the standards for DOT Highways construction BMP selection and implementation across its projects. ETC is also responsible for the organizing the annual Protect Our Water Conference, increasing attendance to this construction training event by 58% over the past five years, with over 500 attendees in 2021. The purpose of the LCRR is to provide better protection to consumers, especially children at schools and childcare facilities, from the risks of lead exposure by identifying and removing potential sources of lead contamination from public and private water systems. More specifically, ETC’s work includes: 1) Assisting in the development of a lead service line inventory to identify the materials of service lines connected to the public water distribution system by reviewing databases, engineering plans, specifications, as built drawings, and plumbing codes. Creating a list of all laterals and materials, including unknown materials (e.g., lead status unknown). Conducting field investigations for laterals of unknown materials by opening meter boxes and conducting physical tests and observations including magnetic check, scratch test, color inspection, joints and fittings inspection and in field lead tests on both utility owned and customer owned sides of the meter. 2) Developing and implementing a Sampling Plan based on the revised tiering criteria of the LCRR to classify all service lines in the inventory, selecting the required number of sites to be sampled (based on water system size/population served), developing standard operating procedures, submitting samples to a certified lab, reviewing and compiling results, and providing technical guidance. Under the VRP, ETC investigated the extent of soil and groundwater contamination for metals (arsenic, cadmium, lead, mercury, thallium, vanadium, zinc); herbicides/pesticides; dioxins/furans; polychlorinated biphenyls (PCBs); total petroleum hydrocarbons as diesel/gas/oil (TPH-D, TPH-G, TPH-O); methyl tertiary-butyl ether /benzene /toluene /ethylbenzene /xylenes (MBTEX); dimethyl phthalate; polynuclear aromatic hydrocarbons (PAHs); and halogenated volatile organic compounds (HVOCs). In order to assess the potential impacts, the site was divided into 27 surface and/or subsurface decision units. Discrete and multi-increment soil samples were collected from these 27 decision units. Monitoring wells were also installed and sampled using low-flow methodology to assess potential impacts to the underlying groundwater. Approximately 80 discrete soil samples, multi-increment soil samples, and groundwater samples were collected and analyzed. In addition, ETC also conducted personal, perimeter, and work area air monitoring, during all aspects of the project to protect the workers and surrounding public. Deliverables for the project included a Phase I ESA, conceptual site model, and general and detailed site investigation plan. Specifically, a Site Investigation Report and Environmental Hazard Evaluation (SI-EHE) was prepared to document site investigation activities, compare data to applicable DOH EALs, and evaluate/discuss all potential environmental hazards associated with the site. A Remedial Alternatives Analysis (RAA) evaluated four potential remedial alternatives, which were then compared to nine evaluation criteria. Upon completion of the RAA, a Draft Remedial Action Memorandum (Draft RAM) was created to summarize findings and activities performed to date. A Public Participation Plan was also developed to solicit input from members of the affected public regarding the planned work to be completed on portions of the site to mitigate environmental hazards. A Public Meeting was then held and comments obtained through the public participation program were used to create a Final RAM and develop a Remedial Action Work Plan. Prior to implementation of the selected remedial action, an interim Environmental Hazard Management Plan (EHMP) was prepared for use by the site contractor. Under the contract, the EATC JV competed with other contract holders to secure task orders that facilitate remedial actions at environmentally impaired sites located predominately at Navy and Marine Corps installations. Although services targeted various sites primarily on the Island of Oahu, the contract also included work to be performed at sites within the NAVFAC Pacific AOR, including Guam, the Commonwealth of Northern Mariana Islands, United States Minor outlying Islands, Japan (including Okinawa), and Diego Garcia. SCAN HERE Additional Information: Contract Management ETC utilizes a complex process of approach, project controls, integrated programs, and technical resources to ensure our projects stay on scope, schedule, and budget; and enable us to minimize change orders, foresee potential problems, and avoid cost over runs. Approach We have a fully staffed team with the capacity to perform all work in a timely manner over the course of the contract. To that end, ETC’s projects begin with a clear definition of the end result. Our strategy to meet our client’s needs under this contract involves the management and performance of projects on a concurrent schedule rather than in a linear fashion. As such, we will utilize project controls that are based on five (5) primary factors: 1) team; 2) coordination; 3) monitoring; 4) action; and 5) completion. Putting together and organizing the right team is the first step. Our plan involves distribution of work appropriately among our staff, based on the specialized qualifications and experience they bring while implementing the necessary controls at the program level to successfully administer and oversee multiple concurrently performed tasks. We have structured our firm to accomplish this and have established in our organization the necessary program management positions and Technical Leads to obtain a high level of commitment and ensure that capacity does not become an issue in the performance of concurrently scheduled program assignments. Though our program team is highly integrated, ETC will maintain full control and responsibility for all elements of the project. Coordinating the project team requires effective prioritization and communication. Our projects will be operated under the three restraints of scope, schedule, and budget. To ensure that each restraint is properly addressed, the Project Manager will track task and project progress (i.e., labor, costs, deliverables) on a weekly basis. We will develop and utilize a Master Schedule, including a Gantt chart to establish and monitor concurrently performed work assignments. However, in certain complex cases, Critical Path Method and/ or PERT flowcharting may also be utilized. Resources, task and program status, and progress will be tracked using Microsoft Project, SureTrak, Primavera Project Planner or other large enterprise Program Management applications; depending on the complexity of the project should it become advantageous. During this contract, we will identify emerging problems in a timely manner to ensure we mitigate any adverse effects. ETC establishes clear milestone and performance indicators to monitor a project’s progress. Status reports will be provided on three levels: first to the team; second to management; and third to the client. Monitoring reports include a brief description of the project and final deadline, status of the schedule and budget, explanations of variances, and expectation for the future. If a problem is developing, ETC takes immediate actions to correct them. In many cases, cost overruns are due to labor issues. Therefore, corrective actions frequently need to be taken back all the way to the team-building phase. Changing the personnel and resources and not necessarily just throwing more personnel at the project may be needed. ETC will not close a project until every detail is completed, including a post-project evaluation. A final review and critique of the project will be conducted for quality control purposes by the review team. The review team conducts an additional level of oversight by requiring that the Project Manager maintain reports that indicate the status of each task or project. The Project Manager will be in contact with the client, with progress reports issued and status/direction meetings held on a periodic basis, as necessary. The frequency of the communication and meetings depends on the complexity and duration of the project task. Although each project task may be driven by different circumstances, project management rests on a solid base of planning, organization skills, definitions, and controls. Continuity of integrated personnel throughout the project lifecycle will ensure that lessons learned are captured; duplication of prior efforts are avoided; regulatory and stakeholder relations are fostered; early actions to reduce risks are evaluated; and schedules are met; which will ultimately result in keeping costs to a minimum. Additional Information (cont.) Project Controls Project Management/Coordination of Work Project management begins with directing and planning; and ends with controlling the project. ETC’s project management approach is based on the consistent application of these basic principles: • Early deployment of an integrated CTO project team, including all technical disciplines needed through the project lifecycle • Clear project performance objectives that are consistently applied throughout the project • Continuity of assignment of key personnel throughout the project lifecycle to ensure that lessons learned are captured, duplication of prior efforts are avoided, regulatory and stakeholder relations are fostered, early actions to reduce risks are evaluated, schedules are met, and costs reduced • Empowerment of our personnel by assigning responsibility and granting authority to the lowest appropriate level • Understanding of the authorities granted to the Contracting Officer (KO) and Contracting Officer’s Technical Representative (KOTR) in regard to changes in cost schedule and scope • Effective communication—early and often—between CTO project team and KO and KOTR CTO Staffing Our Project Manager will select the appropriate professional staff. These individuals are chosen according to their past performance, technical discipline, experience with contract types (e.g., firm fixed price, performance-based, etc.), location, management capabilities, and attributes described in the SOW. Usually, our staff are located in the same geographic area as the project site. Our Project Manager has been trained in DoD processes and procedures, Federal Acquisition Regulation (FAR) requirements and CERCLA processes. The project team will then use existing site information, conduct a site visit if necessary to identify uncertainties and data gaps, and identify an optimal technical approach to achieve the project’s objectives. CTO Planning At the forefront of our management approach to completing projects is our adherence to project planning, which takes several forms—partnering, project scoping, development of WBS, research into technical and regulatory requirements, and project kick-off meetings. Upfront planning is essential in identifying project sensitivities (e.g., base security and operations coordination), logistical concerns, subsurface clearances, regulatory strategy, permits, potential work hazards and controls, subcontractor coordination, tests and inspections, submittals, data handling, constructability, quality requirements, value engineering, long-lead items, and schedule drivers. Work Plans Work plans serve as the baseline for the CTO, as well as the measure of project progress. Site-specific Work Plans will be prepared for each CTO and may include (but are not limited to) a QC Plan, Remedial Action Work Plan (including design analysis), SHSP, SAP, and Chemical QC Plan, and a Transportation and Disposal Plan, depending on project-specific needs. The planning documents will be used to describe available data, define the DQOs, and provide a clear plan for implementation of the scope of work. Technical requirements such as schedule, key personnel, permits, licenses, certificates, materials specs, site control measures, etc., will be outlined as well. DOD guidance documents will be followed—including OPNAVINST documents (OPNAVINST 5090 Environmental and Natural Resource Planning Manual), Engineering Manuals (EM), Engineering Regulations (ER), and Engineering Technical Letters (ETL)—during the preparation of the various planning documents required for each individual CTO. Additional Information (cont.) Communications ETC will establish a cooperative working environment with our client, regulators, subcontractors, the local community, and other stakeholders through effective communications and respectful interactions. Our Project Manager will provide status reports to the client on all CTOs, as necessary. The status report will provide a summary by task of the progress made during the report period, deliverable schedule, outstanding issues/ resolution, projected activities during the next period, subcontracting, and summary of total expenditures. Our Project Manager or designee will also prepare for and attend any scheduled reviews with the KO and KOTR to discuss projects and performance. We will promptly inform the client of significant changes that impact the planned solution for meeting project goals. We will identify the most effective means, methods, and technologies to address the change, and present the solution to the client. Monitoring Tools Our Contract Management System (CMS) provides the tools for cost estimating, scheduling (Primavera, SureTrak, Microsoft Project), cost monitoring and forecasting, project controls, procurement, subcontractor cost control, data management, and electronic invoicing as necessary. The CMS offers real-time interactive access for system users from both office and remote-site locations to provide our Project Managers with the tools and information needed to track and forecast cost and schedule, and effectively administer the contract. These tools have supported our projects ranging from $2,500 to more than $2,000,000. They provide information that: • Presents an accurate picture of work in progress through daily cost and schedule tracking • Identifies potential problems by tracking planned production rates versus actual • Succinctly summarizes and presents this information to the client in monthly progress reports. ETC’s Project Manager and financial management staff may provide CTO-specific progress reports supported by financial data to the KO/KOTR, as necessary. A primary focus of these reports is to clearly identify issues that are of concern and propose corrective actions along with the impacts to cost, schedule, quality, and safety on the project. Effective Use of Personnel for Concurrent Multiple CTOs Typically, ETC will mobilize or initiate with a core team of key personnel to manage the project from cradle to grave. The makeup of the team will be dictated by the SOW. Office and field labor are added or removed as required to optimize and maintain the approved task order schedule. Each week, the Project Manager in consultation with professional staff will summarize personnel and equipment utilization with expected labor hours and resources dedicated to each project. If a conflict is evident, the Project Manager will resolve it with the respective professional staff task leaders. ETC will apply systematic advanced planning for forecasted procurement actions to ensure that proper consideration is provided for efficient, properly executed procurement to achieve on-time delivery of required goods, services, and construction—at a fair and reasonable price. ETC will perform procurement planning to promote and provide full and open competition to the maximum extent. We will monitor delivery, production rates, and level of effort of subcontractors against baselines we establish in our project planning. If the service does not meet or exceed the baseline, we will require corrective action to be taken; and, if not corrected, will terminate and levy liquidated damages, if applicable. Minimizing Project Delays ETC has a proven record of maintaining projects on schedule and minimizing delays within the Pacific for over 22 years. We do this through: • Proper up-Front Planning of Projects - When tasked with an assignment, we identify critical path items, special geological conditions, and logistical considerations (including the need to work within remote and harsh conditions). Additional Information (cont.) • Effective Resource Management - ETC will also identify critical labor, material, supplies, and equipment needs and evaluate potential sources for these items. “Critical” materials and services may range from long-lead items or those elements on the critical path requiring specialized expertise. ETC will self-perform those elements that are least defined, are most likely to change, or have the greatest impact on the schedule to reduce the risk to the client. When other critical requirements are better defined or when requirements are suited to the special expertise of other on-Island firms, we will consider other first-tier subcontractor competitive procurement. • Understanding the Regulatory Requirements - We bring our insight to the regulatory process and technical knowledge of their scientific foundations to bear in addressing issues before the regulatory community— local, state, and/or federal. Our professional staff will partner with the client and other regulatory agencies having jurisdiction to reach fair and meaningful outcomes to the environmental condition, actions, designs and remediations that we implement. ETC has successfully received approval for hundreds of environmental closures with Hawaii Department of Health and EPA. We know—and are known and trusted by—the regulators—minimizing the potential for regulatory surprises. • Knowledge, Commitment of Local Community to Adjust to Unanticipated Project Activities - ETC is an established firm within the Pacific for more than 22 years. Our employees have ties to the community and personal stake in many of the DoD projects. We have relationships with most of the on-island engineering, surveying, environmental, construction and other necessary vendor firms. We have leveraged this experience to minimize impacts on projects in the past. • PoolofMultidisciplineResourceswithPacificExperience - With approximately 40 employees in Hawaii, ETC will be able to address any technical issue that may arise. Project Scheduling /Tracking and Ability to Accommodate Surge Workloads The planning and scheduling process translates the technical scope, budget objectives, regulatory drivers, and funding sources into a logical process for completing the work. It provides the basis for scheduling labor, equipment and material resources and the baseline against which performance, funding, and cash flow is measured. ETC will employ a WBS consistent with the work scope. The WBS elements, together with detailed schedules, define and sequence discrete work elements and definable features of work. Each of these elements will be tracked and surveyed continually in the MIS and analyzed for variances. The Project Manager uses the detailed WBS derived from the SOW to develop the CTO schedule in Primavera, SureTrak, or MS Project—depending on the complexity of the CTO. The Project Manager (or delegate) loads resource requirements (including labor, materials, equipment, and subcontractor costs) into each scheduled WBS activity. The project schedule is then “resource-leveled” within available float to minimize resource requirement peaks and valleys. Resource-loaded schedules provided by subcontractors are merged directly into the overall Task Order schedule. A project budget plan, derived from the WBS and approved schedule, is also created to facilitate the tracking of cost and funding. The approved baseline schedule and budget plan are key tools for efficient planning and tracking during project performance. They are integrated by the WBS to allow for “what-if” analyses and evaluation of alternatives. The schedule is the key to efficient coordination of project site activities and on time delivery of goods and services to facilitate smooth progress. Ongoing and upcoming activities are tracked daily. The allocation of resources and the on-site equipment needs are forecasted by the Site Superintendent for the day and the upcoming week. The progress achieved is reflected in this “brief” and documented in the daily CQC reports and updates to the schedule. Additional Information (cont.) Subcontractors The ETC Team has also developed relationships with a variety of subcontractors throughout the State, such as laboratories, drillers, geophysical firms, surveyors, haulers, and recycling/disposal facilities, who may be added to the project delivery team as needed. In some cases, we have already established basic ordering agreements with local vendors, subcontractors, and suppliers to facilitate the procurement process. Day-to-day management of subcontractors will be performed by the lowest appropriate level of management, whether this is a Project Manager or technical specialist, and the ETC Team will ensure that subcontractors perform up to industry standards. Subcontractors who do not comply with technical, health and safety, quality, budgetary, or schedule requirements will be required to develop, submit, and adhere to a corrective action plan. The ETC Team will monitor and aid the subcontractor in getting back on track, but we will not jeopardize the project's success with non-performing or adversarial subcontractors. We have the resources to step in to keep the job on track and to remove a non-performing subcontractor and will impose liquidated on subcontracted elements if necessary. Integrated Programs Contract Management Program Our management approach is based on the philosophy that we are accountable, functional, and in-depth extensions of our client, and will remain a supporting partner throughout the contract's duration. Our entire organization will work closely with the client to set goals, exchange information, identify potential problems and propose effective solutions, develop responsive schedules, assure resource availability, comply with Federal requirements, work within budgeting constraints, and share ideas on innovative and cost-effective means to support your mission. Health and Safety Program ETC has established a Corporate Health and Safety Plan that meets the requirements of OSHA standards 1920.120, 1926.65; USACE EM 385-1-1 and UFGS Safety Specification 013529, and other applicable regulations and guidance. ETC considers the personal health and safety of our employees, subcontractors, clients, community residents, and visitors, the prevention of work-related accidents and illnesses and property loss, high priorities during project work. Safety will be designed into the systems we construct or operate and maintain. It is integrated throughout the lifecycle of the project. ETC has maintained an excellent safety record. Our Health and Safety (H&S) Manager will oversee the development and approval of Site Health and Safety Plans (SHSP), which will be built upon our established Corporate H&S Program. He/She will lead pre-field safety reviews, initial orientation and training, assure that the right people attend the pre-construction meeting, and incorporate safety into the three phases of our quality control. Quality Control Program ETC will proactively implement a QC Program Plan under the direction of our Quality Control Manager (QCM). Our primary means of building the desired quality into every phase of each project from planning to reporting is through the use of this formalized plan, which serves as a guide for the development of specific quality control plans for management of our own, our subcontractors’ and suppliers’ work. The QCM will be responsible for monitoring work, procedures, and documentation; initiating, recommending and providing solutions for quality problems; and assuring the implementation of corrective action both on and off site. He/She will oversee the project QC personnel and provide these individuals with guidance and support. Additional Information (cont.) Chemical Quality Control Program A key element of our approach to successfully managing the project will be the implementation of a Chemical Data Acquisitions Plan (CDAP). The primary objective of the CDAP is to ensure that technically and legally defensible data are acquired in support of decision-making processes and to ensure that Data Quality Objectives (DQOs) are met. Such plan will also define how analytical services will be provided under the project, to ensure that proper procedures are used for scheduling sample space, as well as sample collection and shipment. A sampling and analysis plan (SAP) will initiate, recommend, and provide solutions for chemical quality problems; and assure the implementation of corrective actions, and audit data validators and laboratories. Construction Quality Control Program For construction aspects of a contract, ETC will use the 3-phase system for quality control. This system, which is a basic and fully integrated part of our project management system, includes 3-phase control, submittal management, coordination of design, daily QC reporting and defined responsibilities and authorities: Phase I: Preparatory Inspection Prior to beginning work on any definable feature, the preparatory inspection will include: • Review of submittal and contract requirements with the performance of the work • Check to assure that provisions have been made to provide required field QC testing • Examine the work area to ascertain that all preliminary work has been completed • Verify all field dimensions and advise client of any discrepancies • Perform a physical examination of materials and equipment to assure that they conform to approved shop drawings or submittal data and that all required materials and/or equipment are on hand and comply with the contract requirements. Phase II: Initial Inspections Initial phase inspections will be performed as soon as a representative portion of the particular feature of work has been accomplished. Initial inspections include, but are not limited to, examination of the quality of workmanship; review of control testing for compliance with control requirements; and identification of defective or damaged materials, omissions, and dimensional requirements. The initial phase inspection is the time to discuss and agree on the required level of quality associated with a given work activity. Discrepancies relative to work quality will be addressed. Phase III: Follow-up Inspections Follow-up inspections will be performed daily as work progresses to ensure continuing compliance with contract requirements, including control testing, until completion of the particular feature of work. Final follow-up inspections will be conducted and deficiencies corrected prior to beginning new work. The QCM will notify the client at least 24 hours in advance of any inspections. Notification and meeting minutes of all inspections will be recorded in the Daily Quality Control Report. Additional Information (cont.) Resources ETC has used field analytical equipment/methods to expedite project schedules. A brief description of the equipment and applications are listed below: • Immunoassay Kit - During investigation/remediation operations at a salvage yard in Lihue contaminated with PCB, petroleum hydrocarbons, and lead, ETC utilized an immunoassay kit which enabled us to receive expedited results, thereby minimizing the costs associated with mobilizing and demobilizing; while decreasing lab costs. • Portable Gas Chromatograph (GC) - During investigation/remediation activities at a former dry-cleaning facility in Honolulu contaminated with mineral spirits in the soil, ETC leased a portable GC. The XRF uses a radioactive source that, when exposed to lead containing building components, emits x-rays with a characteristic frequency or energy. The intensity of the radiation is then measured by the instrument and reported as lead in milligrams per square centimeter.
