HomeMy WebLinkAbout2024-06-12 HCDP Minutes Final HĀMĀKUA COMMUNITY DEVELOPMENT PLAN 1 ACTION COMMITTEE 2 COUNTY OF HAWAIʻI 3 FINAL MINUTES 4 June 12, 2024 5 CALL TO ORDER 6 Chair David Meyer called the Hāmākua Community Development Plan (CDP) Action 7 Committee (AC) to order at 5:04 p.m. A quorum was established with six members in 8 attendance. This meeting was held in person at the Honokaʻa Complex and via the Zoom online 9 platform. 10 The full YouTube video of this meeting can be found here: 11 https://www.youtube.com/watch?v=dJzzonbEFpY&t=2301s 12 ROLL CALL 13 Members Present (in person): Richard Bidleman, Tawn Keeney, and David Meyer (Chair). 14 Members Present (via Zoom): Brad Kurokawa and Robert Nishimoto. 15 Members Absent: Mahealani Maikui 16 County Staff Present (in person): Maryam Palma, Jessica Lahip and Kawelo Kalili. 17 Also in Attendance: Heather Kimball (County Council) 18 There were approximately eleven members of the public in attendance (seven in person and four 19 via Zoom). 20 APPROVAL OF MINUTES [SEE YOUTUBE TIMESTAMP 2:07 21 The Action Committee deferred to approve the May 8, 2024 meeting minutes at the next 22 meeting, scheduled for August 14, 2024. Committee Member Richard Bidleman motioned to 23 approve the April 8, 2024 meeting minutes. Committee member Tawn Keeney seconded the 24 motion. The motion passed unanimously. 25 PUBLIC COMMENT ON AGENDA ITEMS: 26 There were no public comments 27 BUSINESS 28 1. Hale Ho’ola Hāmākua Presentation – Presentation from Director, Denise Mackey on 29 Hale Ho’ola Hāmākua staffing needs, training, and housing. 30 31 This item was called to order at 5:07 p.m. [SEE YOUTUBE TIMESTAMP 3:43] 32 HĀMĀKUA CDP ACTION COMMITTEE Minutes of June 12, 2024 2 Director, Denise Mackey speaks on rural location staffing struggles/challenges in all job 33 positions. Previously have contracted with Island CPR for Nurse Aide training. Also offer a 34 premium to work at the rural locations, however, not many applicants. Overall, Director Macky 35 believes that due to living in a small community/small population, staffing across the job market 36 is difficult. 37 This item concluded at 5:41 p.m. 38 2. Updates on Implementation Priorities – The Action Committee will provide updates 39 on their respective implementation priorities: 40 i. CIP Budget/Agriculture Taxes – Chair, David Meyer 48 49 This item was called to order at 5:41 p.m. [SEE YOUTUBE TIMESTAMP 36:18] 50 Committee member Robert Nishimoto presented on CDP Community Action 3 (Develop a 51 coastal resource management plan as part of watershed management plans) and Community 52 Action 4 (Support the organization of a community-based hui for the fisher people of the 53 Hāmākua Coast). He hopes for shared governance of our aquatic kuleana through partnerships 54 with government, private fishing groups and the community. 55 56 Rose Cypret Testimony [SEE YOUTUBE TIMESTAMP 55:40] 57 58 Committee member Brad Kurokawa did not have any updates on Waipiʻo Wahi Pana [SEE 59 YOUTUBE TIMESTAMP 1:01:16] 60 Committee member Brad Kurokawa made a request to Council Chair Member Heather Kimball 61 to provide an update on Waipiʻo. A Waipiʻo Valley Steering Committee meeting will discuss 3 62 things: permitting system on roadway, Kamehameha Schools potentially providing land for a 63 parking lot and visitor experience from the top of the valley. 64 65 Rose Cypret Testimony [SEE YOUTUBE TIMESTAMP 1:11:22] 66 67 Committee member Tawn Keeney gives an update on Fire Preparedness & Public Access [SEE 68 YOUTUBE TIMESTAMP 1:12:04] 69 HĀMĀKUA CDP ACTION COMMITTEE Minutes of June 12, 2024 3 Committee member Tawn Keeney speaks on the Hāmākua Fire Preparedness plan, prepared by 70 the Hawaiʻi Wildfire Management Organization (HWMO). Keeney spoke with Nani from 71 HWMO and the plan has reached a limbo status. Council member Heather Kimball to reach out 72 to Nani for an update. Committee member 105 Richard Bidleman seconded the motion. An all-in-favor voice vote carried the motion 106 unanimously.
