Air Quality Monitoring
Air quality monitoring is a critical component of industrial
hygiene which focuses on anticipating, recognizing,
evaluating, and controlling airborne workplace hazards
that may cause injury or illness in workers or the public.
ENPRO has performed Air Quality Monitoring for private
and public clients for the purpose of:
- Determining exposure levels during demolition and
remediation of hazardous materials
- Fulfilling regulatory and documentation requirements
- Characterizing indoor air quality in commercial and
residential indoor environments
- Post-construction indoor air quality assessment in
support of LEED (Leadership in Energy and
Environmental Design) certification
- Characterize indoor air quality and remediation efforts in
response to building fires

Environmental Planning and Due Diligence
ENPRO has extensive experience performing Phase I and Phase II Environmental Site
Assessments (ESA) for public and private clients within Hawaii and across the United States.
Phase I Environmental Site Assessment
- A report for a real estate holding that identifies potential or existing environmental liabilities.
- ENPRO strictly follows guidelines for Phase I ESAs set by the American Society of Testing and
Materials (ASTM) in ASTM E1527-21
- A Phase I ESA in compliance with ASTM E1527-21 involves:
o Review of historical and regulatory records
o Thorough site inspection
o Interviews with Owner and/or Occupants
- ENPRO provides a complete presentation of our
efforts and findings in a convenient report
- Executive summary presents the most pertinent
and impactful information to decisionmakers
Phase II Environmental Site Assessment
- A physical investigation following a Phase I ESA
that involves the collection and analysis of soil,
groundwater, or soil vapor samples
- The Hawaii Department of Health (HDOH)
mandates Multi-Increment sampling
methodologies for site characterization
- ENPRO has extensive experience conducting
investigations within HDOH requirements, and
with interfacing with HDOH to gain approval for
bespoke project conditions

Hazardous Materials Investigations
ENPRO’s staff are qualified Hawaii Department of
Health certified Asbestos and Lead Inspectors. ENPRO
has over 25 years of experience conducting hazardous
materials investigations in Hawaii and throughout the
United States.
Hazardous Materials Investigations:
- Required prior to demolition or renovation of a
building to characterize the regulatory requirements
pertaining to demolition and disposal of building
materials
- ENPRO has extensive experience in the sampling and
analysis of:
o Asbestos-containing building materials
o Lead-containing paint and materials
o Arsenic-containing building materials
o Polychlorinated biphenyl-containing materials
- Characterization of waste streams via Toxicity
Characteristic Leaching Procedure (TCLP). Required
prior to the disposal of potentially hazardous materials
in Hawaii landfills

Mold and Moisture Investigations/Remediation
Hawaii’s temperature and humidity presents a
perfect environment for the proliferation of
mold in building envelopes.
ENPRO has over 25 years of experience in Hawaii
and throughout the United States performing:
- Initial mold and moisture investigations in
response to occupant complaints
- Designing mold and moisture remediation

Brief Description:
Kaiaulu O Kupuohi was one of the thousands of buildings destroyed by the
Lahaina wildfire in 2023. This LEED certified, 89-unit, affordable housing
apartment building was only 9-months old when it burned to the ground.
The owners of Kaiaulu O Kupuohi decided to perform remediation of the
property on their own instead of waiting on federal assistance money that may
have taken years to secure. With this goal in mind, the ownership retained
ENPRO to conduct fire debris characterization, personal and area air
monitoring during remediation, and soil characterization.
Through these efforts, alongside Premier Restoration Hawaii who performed
abatement of fire debris, ENPRO’s team were able to secure for the property
a status of “clean”.

Brief Description:
Originally Hensel Phelps retained ENPRO to
conduct a mold assessment on three guestrooms
as part of the total renovation of Manele Bay
Hotel in the fall of 2015. Hensel Phelps was so
pleased with the work that they hired us to
manage the mold remediation of all 217
guestrooms during this $750 million
renovation.
For each guestroom, ENPRO:
➢ conducted a pre-assessment to determine the extent of remediation
necessary;
➢ wrote the remediation protocol specific to each guestroom, and;
➢ managed the remediation from start to finish.
Following remediation, ENPRO conducted Post Remediation Verifications
(inspection, sampling and testing) to verify remediation met acceptable
cleanliness criteria. At this point, guestrooms were returned to the construction
team for renovation.
ENPRO performed all work ahead of schedule to meet tight time frames
certifying all guest rooms were suitable for occupancy.

Brief Description:
As a subcontractor on this $2+ million-dollar infrastructure upgrade, ENPRO
performed removal, cleaning, and disposal of three underground storage tank (UST)
systems. Following tank removal, soil and groundwater contamination was detected
at concentrations greater than the State of Hawaii Department of Health
Environmental Action Levels. ENPRO is currently in the process of negotiating the
required sampling and analysis to provide further characterization of the extent of
environmental impact associated with these USTs.
ENPRO is providing these services necessary for the project’s completion:
• Underground Storage Tank removal: ENPRO provided the competent
person in the field who documented, monitored, directed, and provided
contractor and excavator oversight during UST removal to ensure best
management practices and engineering controls were in place and used.
• Removal and Relocation of existing stockpiles of clean gravel: Clean gravel
overlaid contaminated soils above the UST. ENPRO directed the relocation
of 100 cubic yards of clean gravel and ensured no cross contamination
occurred.
• Draining contaminated soils prior to transporting for disposal and disposal
of contaminated soil: ENPRO directed, monitored, and documented all
contaminated soil draining and disposal. Soil had to be drained significantly
of excess contaminated groundwater before proper disposal could occur.
Soil sampling and analysis following removal of contaminated soil: Following
excavation and disposal of contaminated soil, ENPRO collected confirmation soil
samples and analyzed them for total petroleum hydrocarbons in order to document
if any contaminated soil was still present and/or determine if contamination of
surrounding soils occurred.

Brief Description: In the late afternoon of July 14, 2017, the Marco Polo fire became the most
destructive building fire in Hawaii history. Most of the 538 residential units were water damaged, fire
damaged, and/or smoke damaged. The next morning ENPRO was endorsed by all eight restoration
firms on the scene and was immediately hired by Marco Polo representatives as the Environmental
Consultant of Record.
Total recovery costs of Marco Polo fire over $120 million.
ENPRO’s services in support of this project included :
➢ Assess the environmental condition of the property;
➢ Protect the well-being of occupants from environmental contaminants, and;
➢ Provide environmental protocols to support the restoration of the property.
There were three significant challenges:
➢ There were no barriers to enter the site. At any given time, there were more than
1,000 people on the property;
➢ With many stakeholders, priorities constantly changed; and
➢ The sheer magnitude of the loss demanded and stretched resources of all parties
involved.
Key Accomplishments:
➢ ENPRO collected more than 4,000 samples for asbestos, lead, VOCs, PAHs,
heavy metals, respirable dust, soot, char, and ash in the air, soil, water, residues,
surfaces and personal effects.
➢ ENPRO developed more than 50 written protocols for the various contractors
addressing the restoration efforts.
Throughout the project, ENPRO collaborated with regulatory agencies, legal
counsel, property management, contractors and insurance adjusters to exceed
performance and delivery.

Brief Description:
Repainting your house is a big task. Repainting the first (1970) telescope atop Mauna Kea
at 13,800 feet above sea level is a challenge. Not only is there altitude sickness and work
force performance issues, but air compressors and computers fail at such height. ENPRO
began this $350,000 renovation project performing asbestos air monitoring and clearance
assessments during the abatement of asbestos ceiling tiles from the first and second floors.
ENPRO provided certification that the interior was suitable for re-occupancy.
Shifting attention to the exterior, ENPRO sampled the perimeter soil for lead
concentrations prior to erection of the six-story containment/scaffolding that completely
engulfed the facility. During vapor blasting that removed the existing lead surface coating,
ENPRO performed personal and area lead in air monitoring to ensure safety to personnel
and preventing contamination to the ambient environment.
After two months of operation and coating removal
had been completed, ENPRO sampled and tested
perimeter soil to demonstrate no contamination had
occurred and sampled all waste generated during
abatement for proper disposal. ENPRO’s tasks were
completed on time and on budget.
ENPRO’s support on this project was critical to its success
and completion.

Brief Description:
Originally retained to perform a hazardous materials investigation and a mold
assessment of the interior of the building, ENPRO’s support of the renovation and
repairs of the China Town Police Station have proved vital as the project has
evolved.
ENPRO provided environmental service support for the repair of the leaking main
capsheet roof, and the urgent replacement of the dilapidated mansard roof
overhanging Smith Street. ENPRO collected samples of suspected asbestos-
containing building materials and roof cores, as well as lead paint and Toxicity
Characteristic Leaching Procedure (TCLP) samples. ENPRO’s support of this
project is ongoing and will involve providing environmental services throughout
the renovation of the entire Police Station, the Hawaii Heritage Center, and
multiple adjacent retail spaces. Construction/renovation costs have totaled over
$150,000.

dynamic project conditions.

ENPRO has been providing environmental consulting services to McDonald’s for
more than twenty years. In late 2017, ENPRO entered into agreement to conduct
comprehensive hazardous materials assessments at 32 McDonald’s stores located
throughout Hawaii and Guam. Each hazardous materials assessment includes asbestos
materials, lead paint, arsenic, PCB-containing light ballast and mercury lamps.
The project has recently been expanded to 58 locations to support this $5.6
million renovation initiative.
Each assignment has a short time frame. ENPRO has kept ahead of construction schedules provided by McDonald’s. A
timeline and database were established to ensure timely delivery of reports at least two months before estimated
construction dates.

That was the affirmation of eight restoration contractors to the owner’s representative the morning
after the Marco Polo fire as we all stood on the curb outside the lobby formulating a plan to restore
the property and the lives of those affected by the most destructive fire in Hawaii history. ENPRO
was immediately retained as the Environmental Consultant of Record and became the critical path
for all operations to follow. Collaborating with the Department of Health, attorneys, claim
adjusters, property managers, and remediation contractors, ENPRO developed more than 50
written protocols to address the environmental restoration of the building structure, contents,
debris, and health and safety of the occupants. To support this work, ENPRO collected more than
4,000 samples and analyzed by various laboratories across the country. It was a monumental effort
