ENPRO is currently in the process of negotiating the required sampling and analysis to provide further characterization of the extent of environmental impact associated with these USTs. ENPRO is providing these services necessary for the project’s completion: • Underground Storage Tank removal: ENPRO provided the competent person in the field who documented, monitored, directed, and provided contractor and excavator oversight during UST removal to ensure best management practices and engineering controls were in place and used. • Removal and Relocation of existing stockpiles of clean gravel: Clean gravel overlaid contaminated soils above the UST. ENPRO directed the relocation of 100 cubic yards of clean gravel and ensured no cross contamination occurred. • Draining contaminated soils prior to transporting for disposal and disposal of contaminated soil: ENPRO directed, monitored, and documented all contaminated soil draining and disposal. Soil had to be drained significantly of excess contaminated groundwater before proper disposal could occur. The next morning ENPRO was endorsed by all eight restoration firms on the scene and was immediately hired by Marco Polo representatives as the Environmental Consultant of Record. Total recovery costs of Marco Polo fire over $120 million. ENPRO’s services in support of this project included : ➢ Assess the environmental condition of the property; ➢ Protect the well-being of occupants from environmental contaminants, and; ➢ Provide environmental protocols to support the restoration of the property. There were three significant challenges: ➢ There were no barriers to enter the site. At any given time, there were more than 1,000 people on the property; ➢ With many stakeholders, priorities constantly changed; and ➢ The sheer magnitude of the loss demanded and stretched resources of all parties involved. Key Accomplishments: ➢ ENPRO collected more than 4,000 samples for asbestos, lead, VOCs, PAHs, heavy metals, respirable dust, soot, char, and ash in the air, soil, water, residues, surfaces and personal effects. ➢ ENPRO developed more than 50 written protocols for the various contractors addressing the restoration efforts. Repainting the first (1970) telescope atop Mauna Kea at 13,800 feet above sea level is a challenge. Not only is there altitude sickness and work force performance issues, but air compressors and computers fail at such height. ENPRO began this $350,000 renovation project performing asbestos air monitoring and clearance assessments during the abatement of asbestos ceiling tiles from the first and second floors. ENPRO provided certification that the interior was suitable for re-occupancy. Shifting attention to the exterior, ENPRO sampled the perimeter soil for lead concentrations prior to erection of the six-story containment/scaffolding that completely engulfed the facility. During vapor blasting that removed the existing lead surface coating, ENPRO performed personal and area lead in air monitoring to ensure safety to personnel and preventing contamination to the ambient environment. After two months of operation and coating removal had been completed, ENPRO sampled and tested perimeter soil to demonstrate no contamination had occurred and sampled all waste generated during abatement for proper disposal. ENPRO’s tasks were completed on time and on budget. ENPRO’s support on this project was critical to its success and completion.
