Command Deputy Managing Director AGENDA NOTICE IS HEREBY GIVEN of the following matters to be considered by the Youth Commission of the County of Hawai‘i in accordance with the provisions of sections 92-3.7 and 92-7, Hawai‘i Revised Statutes (HRS) and Hawai‘i County Charter, Section 5-3.1. through Section 5-3.4. DATE: Wednesday, February 14, 2024 TIME: 3:00p.m. - 4:30p.m. IN-PERSON LOCATION: Hawaiʻi County Building Puna Conference Room (Room 1501) 25 Aupuni Center Hilo, Hawaiʻi 96720 ONLINE/ZOOM: https://www.zoomgov.com/j/1604612957 NOTICE REGARDING INTERACTIVE CONFERENCE TECHNOLOGY (ICT): Youth Commission members and members of the public may participate in this meeting via the Zoom interactive video conference platform. A meeting held by interactive conference technology shall be automatically recessed for up to thirty (30) minutes to restore communication when audiovisual communication cannot be maintained with all members participating in the meeting or with the “in- person” location identified in this agenda. The meeting may reconvene when either audiovisual communication is restored, or audio-only communication is established after an unsuccessful attempt to restore audiovisual communication. If it is not possible to reconvene the meeting as provided in this section within thirty (30) minutes after an interruption to communication, the meeting shall be automatically terminated. 1. CALL TO ORDER, QUORUM Commissioners attending the meeting from private locations shall advise if any person is with them (except for the names of minors). 2. Public testimony may be limited to three (3) minutes in length per agenda item. 4. APPROVAL OF THE JANUARY 10, 2024, REGULAR MEETING MINUTES 5. OLD BUSINESS a. Discussion on Using Social Media for the Youth Commission i. This is a continued discussion from the 1/10/24 meeting on the use of social media for the Youth Commission. Commissioner Turner moved to continue this discussion to 2/14/24 to decide the following points: (1) Creating a Commissioner Historian position; (2) Creating a tab on the Mayor’s website for a Youth Commission website; (3) Having a deputy corporation counsel monitor the Youth Commission social media (Instagram/Facebook); and (4) Requesting support from the Mayor’s office on this social media proposal. b. Discussion on Commissioners’ Proposals for Projects the Youth Commission Wants to Accomplish i. At the 1/10/24 meeting, the Commission established two priorities of the Commission (Mental Health Awareness and Food Sovereignty). The purpose of this continued discussion is to solicit from the Commissioners one other Youth Commission priority. c. Approval of the Design for an Official Logo for the County of Hawai‘i Youth Commission i. Commissioner Bunghanoi-Aiu will propose designs for approval by the Commission. d. Approval of the Survey to be Issued to all Hawai‘i Public Middle and High Schools About Their Engagement in Their Communities and Interests in Local Politics i. Commissioner Garan will propose questions to be included in the survey for approval by the Commission. 6. NEW BUSINESS a. Special Election for Filling Assistant Secretary Position for the Commission b. Discussion on Process to Select Three Adult Advisors to the Commission i. The purpose of this agenda item is to discuss a pathway forward to select the Commission’s three adult advisors. An option to discuss may include having the Mayor’s office create an application that is posted on the County’s Boards and Commissions website, with an application deadline shortly after the 2/14/24 meeting. Another item to discuss is potentially County of Hawai`i is an Equal Opportunity Provider and Employer. scheduling a Special Youth Commission meeting specifically to select an adult advisor. c. Discussion and Approval of Youth Commission Meetings (May through November) i. Proposed dates for discussion and approval are as follows: 1. May 8, 2024, Kona Council Chambers, 5:00-7:00 p.m. 2. June 12, 2024, Hilo Council Chambers, 5:00-7:00 p.m. 3. August 14, 2024, Hilo Council Chambers, 5:00-7:00 p.m. 4. September 11, 2024, Kona Council Chambers, 5:00-7:00 p.m. 5. October 9, 2024, Hilo Council Chambers, 5:00-7:00 p.m. 6. November 27, 2024, Kona Council Chambers, 5:00-7:00 p.m. 7. ANNOUNCEMENTS a. Next Youth Commission Meeting is March 13, 2024 b. Any Other Announcements, Including Events of Interest for Youth Commissioners i. Deputy Corporation Counsel to provide training on Sunshine Law, Parliamentary Procedures, and Roberts Rules of Order. 8. ADJOURNMENT Submitting Written or Oral Testimony: . Pursuant to § 92-3, HRS, interested persons who want to provide oral testimony may do so either at the time the committee takes public statements on the agenda, or at the time the specific agenda item is called. Please note that public testimony may be limited to three (3) minutes in length per agenda item. Those wishing to testify in person should register with the Commission Secretary at the in-person location at the meeting. Those submitting written testimony at the meeting should bring 16 copies for distribution. Testimony may be submitted by (1) mail to Youth Commission c/o Office of the Mayor, 25 Aupuni St., Suite 2603, Hilo, HI 96720; or (2) by email to Alexy.Katko@hawaiicounty.gov and Official.EPGEE@gmail.com. In order for the Commissioners to timely receive written testimony and to be in compliance with Chapter 92, HRS, any interested person who wants to submit written testimony should submit his/her/their written testimony, which shall be received by the Commission, by SUNDAY, FEBRUARY 11, 2024. Please note that submitting testimony AFTER this deadline may result in the commissioners not receiving your written testimony until February 14, 2024, at 3:00 pm (HST). Please submit separate testimony for each item. Timely written testimony will be distributed to the Commissioners by February 12, 2024, by 3:00 p.m. All oral and written testimony will be public record. Notice to Lobbyists: If you are a lobbyist, you must register with the Hawai‘i County Clerk within five days of becoming a lobbyist (Article 15, Section 2-91.3(b), Hawai‘i County Code).
