OUT OF ORDER NEW BUSINESS AGENDA ITEM A - STATE YOUTH COMMISSION
Marii Mason: Presentation of the State Youth Commission Cabinet, members, objectives,
meetings, current bills
• HB1778 and accompanying senate bill
• Next meeting: March 17, 2024 (this Sunday)
• 2 vacancy, w/ term ending soon
• Looking to expand to outer islands (especially Maui and Kauaʻi Counties)
Questions:
• Turner: Initiatives for students?
o Mason: using what they have, social media, etc., to reach out
OUT OF ORDER NEW BUSINESS AGENDA ITEM B - Hawaiʻi County Council
Heather Kimball: Hawaiʻi County Sustainability Summit Youth Congress
• UN styled event centered around 2030 priorities
• Various topics involving solutions to address the six priorities brought.
• Two-fold priorities: Mentorships and policy building
• Commission can consider bringing this forward before us to approve before it goes to the
County Council
• Cannot send too many commissioners (must be under quorum for sunshine laws)
Discussion:
• Kagiwada: Great opportunity for youth commissioners. Main participants are eighth
graders?
o Kimball: Correct. Commissioners would be there most probably as mentors. Can
also contribute content to the areas that are being discussed and talking
about. Hope is to garner future commissioners.
• Kagiwada: Would it be possible to have five minutes at the Youth Congress to speak
about the Youth Commission?
o Kimball: Absolutely
o Gee: Would love to talk more about that.
• Gee: Discussion/Questions for Chair Kimball? No.

A. Discussion and Approval of Youth Commission Meetings (May through November)
Discussion:
• Gee: Review of the dates, that currently have no times due to security issues.
o Command: Times are being discussed with corp. Council

• Discussion:
o NE: 3-4:30 meeting time works
o Kagiwada: Does anyone have any problems with any time frame
(3-4:30 or 5-7)
o Turner: No worries
o Konanui-Tucker: Reason for last week in November?
▪ Gee: Yes. For the new 7 incoming commissioners, it will
give them time as well as us time for that last meeting.

B. Approval of the Design for an Official Logo for the County of Hawai‘i Youth
Commission (Commissioner Aiu, Commissioner Konanui-Tucker)

• Commissioner Bunghanoi-Aiu gives background on the new logo drafts
• Commissioner Konanui-Tucker gives background of the ʻōlelo noʻeau. I
mohala no ka lehua i ke keʻekeʻehi ʻia e ke ua - Lehua blossoms unfold
because the rains fell upon them.

C. Approval of the Survey to be Issued to all Hawai‘i Public Middle and High
Schools About Their Engagement in Their Communities and Interests in Local
Politics
Public Testimony: None
Discussion:
• DCC Wong: Discussion on the survey is encouraged, as the sooner, the
better.
• Turner: Has Mr. Ho seen the updated survey?
• Mr. Ho: Seeing it as it is shown…how does question two work if the
student goes to school outside of the district they live in?
• Kagiwada: how
• Rudo: Can we just do what district they live in?
• DCC Wong: Can make it broader…
• Gee: Can change from school to live.
• Fonoimoana: changing language would be great
• Turner: Question to Ho - would this change be considered personal
information?
• Despites on how the information would go out.
• Kagiwada: changing language on the description portion of survey
• Rudo: seconded idea
• Gee: In regards to distribution of survey - putting it on the survey
that Mr. Otani showed us the last time. Likes keeping that on the
website and distributing the survey.
• Turner: Question to Mr. Ho - Comments on the survey?
• Mr. Ho - second to last question is a bit confusing. Has
there been something that has allowed the public and youth
to know what the youth commission does?

D. Discussion to Select Three Adult Advisors to the Commission

o Alexy: For the next meeting, will do.
o DDC Wong: Hoping next time there will be more applications to
do. Recommended that commissioner come with questions.

o Command: Recommendations for adult advisors
o Kagiwada: Any recommendations on the specific background of
advisors.
▪ Gee: Hawaiian cultural advisor was recommended as one
of the advisors.

1. Mental Health (Commissioner Evangelista)
• Naleimaile-Evangelista: Referring to an email from Kagiwada on
information; possible mental health presentation on the topic
2. Food Sovereignty (Commissioner Turner and Commissioner
Konanui-Tucker)
• Konanui-Tucker: Adult ally at the We Grow Summit - 5th Hawaiʻi
Food Council.
o Broke up similarly to the Youth Congress coming up into
group to discuss priorities, bills, and had the opportunity to
talk with legislators.
▪ Something to consider doing.
• Turner: Review of bills and articles on farm to school. Question to
Kagiwada.
o Kagiwada: Nothing at the county level; can do a resolution.
o Turner would like to start supporting organizations and

• Rudo: Command sent planning guides for plants.
o Couple of projects in mind. Keaukaha-Panaewa forest
project there.
o Kagiwada: There are options for projects.

Submitting Testimony: Those wishing to testify in person must register with the Commission
Secretary at the meeting. Those submitting written testimony at the meeting should bring 10 copies for
distribution. Testimony may be submitted by (1) mail to Youth Commission c/o Office of the Mayor, 25
Aupuni St., Suite 2603, Hilo, HI 96720; or (2) by email to. Please submit separate testimony for each
item. Copies will be distributed by the commission secretary at the meeting. All oral and written testimony
will be public record.
Notice to Lobbyists: If you are a lobbyist, you must register with the Hawai‘i County Clerk within five
days of becoming a lobbyist [Article 15, Section 2-91.3(b), Hawai‘i County Code]. A lobbyist means “any
individual engaged for pay or other consideration who spends more than five hours in any month or $275
in any six-month period for the purpose of attempting to influence legislative or administrative action by
communicating or urging others to communicate with public officials.” [Article 15, Section 2 -91.3(a) (6),
Hawai‘i County Code] Registration forms and expenditure report documents are available at the Office of
