HI 96740 1. CALL TO ORDER, QUORUM - 13 Present, 1 Late (Perseas Vanebo), 1 Not Present (Aelani Kuikahi-Keolanui) 2. STATEMENTS FROM THE PUBLIC - None 3. WELCOME STATEMENTS a. Message from the Mayor b. Message from Councilmember Ashley Kierkiewicz 4. NEW BUSINESS a. Elections – i. (00:37:24) Chair = Eric Gee (3 Nay, 11 Aye, 1 Not-Present) ii. (00:43:44) Vice Chair = Cheydon Naleimaile-Evangelista (14 Aye, 1 Not- Present) iii. (00:46:24) Assistant Secretary = La’akea Judd (14 Aye, 1 Not-Present) (00:51:35) Milage reimbursement questions. b. (00:54:08) Presentation from Councilmember Holeka Goro Inaba on integrating culture into meetings c. (01:02:10) Discussion on the selection of 3 Adult Advisors. d. (01:37:57) Discussion on adoption of Commission rules. i. (01:40:39) “Can we motion to establish bylaw or rule, and vote on that rule”? (Cheydon) 1. “at this time. (01:46:36) Voted that Chair and Assistant Secretary will work on first draft of laws, and bylaws. e. Proposed agenda topics and speakers for next meeting i. (01:48:10) (Kagiwada) “Can try to get a speaker from Honolulu Youth Commission to talk at next meeting. 1. (01:51:50) CC.Kagiwada – “May need to go through mayors office.” 2. (01:51:15) Eric Gee asked “Can we use social media to put out official stances on social media? Will it have to be put in out bylaws? Or is there someone at the county level that will do that? 3. (01:52:35) Bobby Command said “based off of charter your job is to advise the mayor. Read through the charter to see what your duty is as a commission. We also do have a public information’s officer who can do that” a. (01:53:21) Eric Gee motioned to add it into talking points into agenda into next meeting. (Agreed to 15 yes) ii. f. (01:54:30) Discuss and Approve 6 month Meeting Schedule. All on Wednesdays. i. December 13 ii. January 17 – Changed to January 10 (same time) iii. February 14 iv. March 13 v. April 17 vi. (02:03:33) 15 said yes agreeing to dates. 5. ANNOUNCEMENTS a. (02:07:46) Policy Committee on Safety & Wellbeing of Hawaii County Council relating to prohibition of flavored tobacco products on December 5th. 6. ADJOURNMENT (02:12:13) Submitting Testimony: Those wishing to testify in person must register with the Commission Secretary at the meeting. Those submitting written testimony at the meeting should bring 10 copies for distribution. Testimony may be submitted by (1) mail to Youth Commission c/o Office of the Mayor, 25 Aupuni St., Suite 2603, Hilo, HI 96720; or (2) by email to. Please submit separate testimony for each item. Copies will be distributed by the commission secretary at the meeting. All oral and written testimony will be public record. Notice to Lobbyists: If you are a lobbyist, you must register with the Hawai‘i County Clerk within five days of becoming a lobbyist [Article 15, Section 2-91.3(b), Hawai‘i County Code]. A lobbyist means “any individual engaged for pay or other consideration who spends more than five hours in any month or $275 in any six-month period for the purpose of attempting to influence legislative or administrative action by communicating or urging others to communicate with public officials.” [Article 15, Section 2-91.3(a) (6), Hawai‘i County Code] Registration forms and expenditure report documents are available at the Office of the County Clerk, 25 Aupuni St., Room 1402, Hilo. Board Packet: Pursuant to Hawaiʻi Revised Statutes §92-7.5, the board packet provided to members of this board for this meeting is available for public inspection 48 hours before the meeting date, during regular business hours at the Hilo Office of the Mayor, 25 Aupuni St., Suite 2603, Hilo, and at the Kona office of the Mayor, West Hawaiʻi Civic Center, 74-5044 Ane Keohokālole Hwy., Kailua-Kona.
