(00:07:19) Nomination form sent to HNL ACC in 2022 due to HI ACC inactivity. Metrosideros polymorpha at Reed’s Bay by Chenoa Stone. i. (00:09:25) James Motion to Deny – Robert “So Moved” – Mark Second – All said Aye. b. (00:10:28) Hawaii County Arborist Position i. Committee will be making crafting and making recommendation to the mayor for position. Arborist Advisory Committee Page 2 August 31, 2023 1. Possible departments who can house it. (Public Works, Planning, Park * Rec, Mayors Office, R&D). 2. (00:12:37) Mayors office might be the best place. 3. (00:13:19) All other counties have a county Arborist. 4. (00:13:35) James said he can pull together a draft for the committee. 7. New Business a. (00:21:28) Review new Exceptional Tree nomination forms. b. (00:35:26) Review Honolulu Arborist Advisory Committee site visit protocols and revise or adopt for Hawai‘i County. i. (00:36:57) James: What happens to a designated tree once property is sold? Jean: The nomination/designation remains. Not recorded against title. It’s up to seller to disclose to buyer of a tree designation on property. ii. (00:38:35) Mark: How do you go about declassifying a tree? Jean: It depends if you have a process in place to take a tree off the list. iii. (00:48:15) James: Once we start getting nomination forms…(00:49:13) lets discus in next meeting once everyone is caught up. c. (00:49:23) Review current list of exceptional trees and designate committee members to visit trees that have not been visited in the past 5 years (if on public land). Determine requirements for visiting trees on private land. i. (00:50:434) James: I talked with Asia Waser who is county GIS has a much longer list of trees. 1. (00:52:25) James: What’s the official list and who maintains it? a. (00:54:05) Robert: Ask Asia where she got her list. b. (00:54:30) Mark: Nominating a Tree Protocol i. Petition AAC with a Nomination, Board Makes Recommendation, Council Affirms, Disaffirms, Modify ii. (00:54:45) Jean: Section 14-60 Procedures c. (00:56:30) NEXT STEP. Jean: As a committee look through list again send it back to council. d. (00:58:40) James: Would it be easier to amend the ordinance? So county council doesn’t have to be involved? e. (01:03:20) James: We do have an APP we can use to update health of trees, Survey123 to update health of trees. (01:13:50) Will send email with App Info. Arborist Advisory Committee Page 3 August 31, 2023 f. (01:05:49) Mark: Lets just dump all our nominations all at once and hope council will relegate the decisions to us. d. (01:41:27) Designation of committee chair for January through June. i. Lenard is Vice chair and will become Chair. e. (01:41:49) Talk about the dead palm trees at the formal entrance to Kailua town on Palani Road and the Highway. They need to be removed and replaced. i. It is state land. (01:44:42) Rober: Talk to Ross Willson. Jill will be reaching out directly as a citizen and not on behalf of Arborist Advisory Committee since we do not have a standing with them. 8. Announcements a. (01:45:47) James: I am resigning. b. (01:46:15) Banyon Tree at Kailua Pier in front of the Hotel. Trying to beautify that area. 9. Next Meeting • To be discussed. 10. Adjournment a.
