APPROVAL OF MINUTES • July 19, 2024, regular and executive sessions POLICE CHIEFS REPORT ON DEPARTMENT ACTIVITIES Including, but not limited to: • Crime Report • Traffic Report • Personnel Report • Finance • Commendations • Other Department Activities NEW BUSINESS • Formation of a Permitted Interaction Group (PIG): The Police Commission will discuss the formation of a PIG to review and propose amendments to the Police Commission Rules of Practice and Procedure. • Discussion on Commission Secretary Position: The Police Commission will discuss matters concerning the commission's secretary position, including potential transcription software and the possibility of reallocation. Hawaii Police Commission Meeting Agenda August 30, 2024 Page 2 EXECUTIVE SESSION (CLOSED TO THE PUBLIC) For the following agenda items, the commission will meet in executive session to consider charges against officers or employees of the police department, where matters affecting privacy will be involved, to consider sensitive matters related to public safety, and may consult with the board's attorney on questions and issues pertaining to the commission's powers, duties, privileges, immunities, and liabilities pursuant to HRS 92-5 (a)(2)(4)(6) and the Hawaii County Charter Section 13-20 (b). CONSIDERATION AND INVESTIGATION OF COMPLAINTS (EXECUTIVE SESSION — CLOSED TO THE PUBLIC) • HPC 24-17: Complainant alleges that the officer failed to de-escalate the situation and recover her stolen property. • HPC 24-19: Complainant is dissatisfied with how their burglary case was handled. • HPC 24-21: Complainant is dissatisfied with how his traffic collision report was handled. • HPC 24-23: Complainant alleges excessive use of force, claiming he was tased in the face. • HPC 24-26: Complainant alleges excessive use of physical force during his arrest. • HPC 24-25: Complainant alleges that officers were aggressive and shoved her during a traffic stop. • HPC 24-27: Complainant alleges that the individual arrested in connection with the incident she reported accessed her personal information at the police station. ADJOURNMENT Submitting Written Testimonv: Written testimony may be submitted via email at Charisse.Correa@hawaiicounty.gov, by mail, or in person to the Police Commission's office at 101 Pauahi Street, Suite 9, Hilo, Hawaii 96720. Written testimony must be received by 12:00 noon, two business days before the meeting to ensure timely delivery to the Commission. Oral Testimonv: Testimony must be related to an item on the agenda. The Commission will hear public testimony at the beginning of the meeting or when the respective agenda item is called or as allowed at the sole discretion of the Chair. Testifiers will be limited to five (5) minutes, please plan accordingly. Special Assistance: The in-person meeting is accessible to persons with disabilities.
