MAYOR'S AUGUST 24, 2024 TROPICAL STORM HONE
SUPPLEMENTAL EMERGENCY PROCLAMATION
Chapter 27 awai`i Revised Statutes, provides fort the establishment of
County organizations foremergency a e e t and disaster relief with e Mayor having
direct responsibility and authority over emergency ana a ent within e County; and
Chapter 2 w i'i Revised Statutes and Chapter 7, Articles 1 and 2 o
the a ai`i County o e, establishes a Civil Defense Agency within the County of awai`i and
prescribes its powers, duties, and responsibilities, and Section 13-23 of the awai`i County
Charter e o e s the Mayor of the County to declare emergencies; an
Chapter 12 m5 authorizes the Mayor to adopt es to carry out the
revisions of Hawai'i Revised Statutes, Chapter 127A that carry e full force and effect of law;

WHEREAS, on August 24, 2024 at 1 a.m., I as the Mayor of the County of aw i`i
issued an Emergency Proclamation and Emergency Rule declaring a state of emergency due to
e impending severe weather and Red FlagWarning conditions from ical Storm Hone;e;
WHEREAS, on August 2 , 2024, at 11:11 a.m., the National Weather Service canceled
e Red Flag Warningfort e Island of wai`i as moisture associated with o ical Storm Hone
as started to move into leeward areas of the Big Island such that the threat for elevated fire
weatherconcerns over these areas has diminished resulting in there no longer being a need for
e Emergency Rule prohibiting outdoor to i and open es; an

rains and floodinga continue to occur d cause damage, loss, and suffering of such character
and magnitude to affect the health, welfare and safety e public and is of such a nature as to
require continued assistance from the County of Hawai'i, State of -awai`i, and the Federal
government; an

WHEREAS, current weather conditions and those expected over the next several days
continue to pose an imminent threat which may likely result insubstantial injury or harm to the
population ors santi 1 damage to or loss of property ors ial damage to or loss oft e
environment; and
WHEREAS, due tothe continued possibility of imminent disaster due to property
damage and/or bodily injury to residents of Hawaii Island, and the need for government
agencies and representatives from the private sector to mobilize and provide immediate services
toour island residents, a Civil Defense state of emergency is authorized pursuant to Chapter
127A, Hawai'i Revised Statutes, as amended, and Chapter 7, Hawaii County Code; and
WHEREAS, due tothe continued possibility of imminent disaster due to property
damage and/or bodily injury to residents of Hawai'i Island, and the need for government
agencies and representatives from the private sector to mobilize and provide immediate services
toour island residents, a Civil Defense state of emergency is authorized pursuant to Chapters
127A, Hawai'i Revised Statutes, as amended, and Chapter 7, Hawai'i County Code.
NOW, THEREFORE, 1, MITCHELL D. ROTH, Mayor of the County of Hawai'i, do
hereby proclaim and declare that a continued state of emergency exists due tothe threat of
imminent disaster on Hawai'i Island, effective August 24, 2024,7-!�_p.m., Hawai'i standard
time.
FURTHER, with the cancelation of the Red Flag Warning, I hereby repeal the
Emergency Rules adopted and promulgated on August 24, 2024, at 10:06 a.m. via the Mayor's
.August 24, 2024 Tropical Storm Hone Emergency Proclamation and Emergency Rule effective
-7 '6 Z- p.m., this 24"'day of August 2024.
This Supplemental Emergency Proclamation shall be effective on August 24, 2024, and
shall terminate in sixty(60) days unless terminated earlier or extended by a separate
proclamation, whichever shall occur first.
This Emergency Proclamation is effective at7,52- p.m., this 24'h day of August 2024.
