MAYOR'S AUGUST 24,2024 TROPICAL STORM HONE EMERGENCY
PROCLAMATION AND EMERGENCY RULE
WHEREAS, Chapter 127A Hawaii Revised Statutes, provides for the establishment of
County organizations for emergency management and disaster relief with the Mayor having
direct responsibility and authority over emergency management within the County; and
WHEREAS, Chapter 127A Hawai'i Revised Statutes and Chapter 7, Articles I and 2 o
the Hawai'i County Code, establishes a Civil Defense Agency within the County of Hawai'i a
prescribes its powers, duties, and responsibilities, and Section 13-23 of the Hawai'i County
Charter empowers the Mayor of the County to declare emergencies; and I
WHEREAS, Chapter 127A-25 authorizes the Mayor to adopt rules to carry out the
provisions of Hawai'i Revised Statutes, Chapter 127A that carry the full force and effect of law;
and
WHEREAS, on August 24, 2024, at K. a.m., the National Weather Service issued a
Tropical Storm Warning for the Island of Hawaii as radar has consistently indicated the thre
for strong winds of up to 39 mph to 57 mph, peak rainfall amounts may be as high as 8-12
inches, witb locally higher amounts that may result in moderate floodinfM in drainag�4-10N&&Irl
rivers, roads, properties, and other low-lying areas may occur, Landslides are possible in ste
terrain areas, and roads may become impassable due to debris and flooding, and
WHEREAS, conditions associated with tropical storrns include but are not limited to
storrn surge, high surf, high wind, flash flooding and heavy rain may occur and as such the
County of Hawai'i will open the following emergency shelters effective August 24, 2024 at 12
p.m. (noon)., Waidkea High School Gym, Kea'au High School Gym, Pahoa Intermediate & Hi
School Gym, Mountain View Elementary School Cafeteria, Honoka4a High School Gym, Ka'
Gym, Naalehu Elementary School Cafeteria; and
WHEREAS, sudden, severe an&or consistent events of high winds, heavy rains and
flooding may occur and cause damage, loss, and suffering of such character and magnitude to
affect the health, welfare and safety of the public and is of such a nature as to require assistance
from the County of Hawaii, State of Hawaii, and the Federal government-, and
WHEREAS, on August 24, 2024, at 4:54 a.m. the National Weather Service issued a Red
Flag Warning for all South Kohala and Interior portions of Hawai'i Island which states "a

combination of strong winds (East-northeast winds of 20 to 35 mph with localized gusts up to 5t,
mph), low relative humidity, and dry fuels can contribute to extreme fire behavior. Any fires
that develop will likely spread rapidly. High winds contribute to wildfire hazard. Delay
activities that could throw off sparks until the wind dies down, Outdoor burning is not
recommended,"; and
WHEREAS, Hawaii County's preparedness for a quickly spreading fire, or fires,
requires that everyone take precautions and exercise caution to avoid inadvertent fires; and
WHEREAS, current weather conditions and those expected over the next several days
pose an imminent threat which may likely result in substantial injury or harm to the population
or substantial damage to or loss of property or substantial damage to or loss of the environment;
and
WHEREAS, due to the possibility of imminent disaster due to property damage and/or
bodily injury to residents of Hawaii Island, and the need for government agencies and
representatives from the private sector to mobilize and provide immediate services to our island
residents, a Civil Defense state of emergency is authorized pursuant to Chapter 127A, Hawaii
Revised Statutes, as amended, and Chapter 7, Hawai'i County Code; and
WHEREAS, due to the possibility of imminent disaster due to property damage and/or
bodily injury to residents of Hawai'i Island, and the need for government agencies and
representatives from the 5rrivate secto
iesidents, a Civil Defense state of emergency is authorized pursuant to Chapters 127A, Hawai'i
Revised Statutes, as amended, and Chapter 7, Hawaii County Code.
This Emergency Proclamation shall be effective August 24, 2024, and shall tenninate in
sixty (60) days unless terminated earlier or extended by a separate proclarnation, whichever shall
occur first,
NOW, THEREFORE, I further adopt and promulgate the following rules which shall
have the full for and effect of law. Violations shall be punishable as a petty misdemeanor,
1). For the period between 10 a.m. on Saturday, August 24, 2024, through 6 prn on,
Saturday, August 24, 2024, all outdoor open flames are banned in the Districts of North Kohala,
South Kohala, North Kona, South Kona and Kau.
3. The Director of Parks and Recreation is authorized to extend Rules I and 2 in
County parks and facilities for a period up to the duration of this proclamation.

These RULES are effective at, a.m., this 24th day of August 2024.
NOW, THEREFORE, 1, MITCHELL D. ROTH, Mayor of the County of Hawaii, do
hereby proclaim and declare that a state of emergency exists due to the threat of imminent
disaster on Hawaii Island, effective August 24, 2024, /01-A.m., Hawaii standard time.
This Emergency Proclamation shall be effective on August 24, 2024, and shall terminate
in sixty (60) days unless terminated earlier or extended by a separate proclamation, whichever
shall occur first.
This Emergency Proclamation is effective at /004 a.m., this 24 1h day of August 2024.
