FISCAL IMPACT STATEMENTS
Prepared by the Department of Finance per Section 15-4 of the County Charter, County of
Hawai'i.
PROPOSAL NO. 1 VACANCY IN OFFICE ON THE COUNCIL: Shall the Hawai‘i County Charter be amended to provide that any vacancy on the County Council that occurs or exists after a person was duly elected to fill that seat
for the upcoming Council term shall be filled by that duly elected successor for the
remainder of the unexpired term? FISCAL IMPACT: Minimal. The Office of the County Clerk annually budgets for each council member
position and should a position become vacant and need to be filled with a new council
member, there is sufficient funding for the new council member filling the open position. There may be minor administrative costs associated with name changes on letterhead, business cards, or other official documents, but most of these types of administrative documents are electronic or printed inhouse making these expected costs minimal.
PROPOSAL NO. 2 MAYORAL APPOINTMENT OF DEPARTMENT HEADS: Shall the Hawai‘i County Charter be amended to require the Mayor to appoint department heads within 30 days of the start of each mayoral term and within 60 days for any vacancy in office that occurs during the mayoral term?
FISCAL IMPACT:
No impact. Each department already annually budgets a complete year for their respective
department head position.

PROPOSAL NO. 3
TERM OF OFFICE FOR THE COST OF GOVERNMENT COMMISION:
Shall the Hawai'i County Charter be amended to increase the term length for members of the
Cost of Government Commission from eleven to twenty-two months and extend the deadline
for the Commission to submit its report from eleven months after appointment to twenty
months after appointment?
FISCAL IMPACT:
Minimal. Based on recent commission expenses, it is estimated that the total cost could increase
approximately $4,000. The extension of the term length may require increased costs for mileage,
administrative expenses, additional staffing requirements, and potential newspaper
advertisements for meetings and other public notices.
