1. CALL THE MEETING TO ORDER – Clyde Silva, Committee Chair called the
meeting to order at 10:05 a. m.

4. APPROVAL OF MINUTES OF THE MARCH 25, 2024 MEETING – Clyde
Silva, Committee Chair. Committee approved the minutes.

6. EXECUTIVE ON AGING REPORT AND UPDATES – Horace Farr
Personnel and Staffing:
1) Executive on Aging reported that we have filled our Data Analyst
position. Louis de Virgilio will start tomorrow, Thursday, August 1, 2024.
Older Americans Month (OAM): Luncheon wrap-up report.
Executive on Aging:
1) Thanked the Committee on Aging (COA) members for attending and
supporting the event.
2) Reported that the final attendance topped out at 260
3) Congratulated all nominees.
4) Reported that Hawaiʻi County Office of Aging (HCOA) has already started the
process and planning for next year.
State Policy Advisory Board on Elderly Affairs (PABEA) OAM
Recognition Luncheon.
Executive on Aging:
1) Escorted Robert Terukina and Amy Hamane to the State PABEA OAM
Luncheon.
2) Luncheon was held at 19 Craigside, Honolulu on Friday, June 7, 2024.
3) Also reported that the group encountered delayed flights, but made it to the
luncheon.
USAging Conference and Tradeshow report.
Executive on Aging:
1) Thanked the State Executive Office on Aging (EOA) for providing the

opportunity to attend the 49 Annual USAging Conference and Tradeshow in
Tampa, Florida from July 8-11, 2024.
2) Reported that this was the largest attended Conference with 1,400 attendees.
3) Major Focus & Hot Topics: Caregiving, Alzheimer’s, and the Re-authorization of
the Older Americans Act (OAA).
POLICY ADVISORY BOARD OF ELDERLY AFFAIRS (PABEA) –
Shelly Ogata
New Officers, Committee changes, New Members, and upcoming PABEA
Orientation meeting: Upcoming meeting on August 2, 2024. Retaining current
Chair, Beverly Gotelli from Kaua’i. May have committee changes. There are a
handful of new members and that is why there will be an orientation.

a) Bills and Resolutions updates: Horace reported there were:
- 1,293 House bills introduced and 143 bills passed. There were also 29 Acts.
- 1,385 Senate bills introduced and 119 bills passed. There were also 18 Acts.
- Total number of bills introduced this session were 2,678 and 262 passed and
there were 47 Acts.
- The Caregiver Tax Credit was moved to Health and Human Services and then
moved to Ways and Means (WAM). The bill died because they ran out of
time.
- AARP had a set of bills that made it through.
7. BUSINESS DISCUSSIONS – Clyde Silva, Committee Chair
a) Issues with Class Activities with the Department of Parks and Recreation: Pamela
Bruce mentioned issues with class activities with the Department of Parks and
Recreation. There were sign-up in June and there were no feedback from the
same people who complained about it before. Marsha Okajima mentioned that
there were a drive thru registration. Sandee Maeda mentioned that in Keaau they
added new classes and accommodate and separated to the difference levels.
Horace mentioned that the classes are handled by the Department of Parks and
Recreation, and it is not part of the Hawaii County Office of Aging (HCOA).
HCOA help purchase two (2) Kilns. One for Hilo and one for Kona.
Horace mentioned the end of the year Mayor’s report and it is the committee’s
opportunity to start listing down the concerns through the course of the year.
Horace suggested to the Chair (Clyde Silva) to start preparing the draft report.
Once it is done the committee will have a chance to review and discuss the
suggested topics at the next meeting. Marsha Okajima volunteered to draft the
letter of the Mayor’s report and to discuss at the next committee meeting.
b) Access to Adult Day Care Services for West Hawaii: Christine Monzo mentioned
that Hilo is the only day care that is currently operating. Horace mentioned
Ho’onani kept open the home care, and closed the day care. Currently both are
closed. It is difficult to find a centralized area to start a day care, and Kailua-Kona
would be a good place to have a day care.

Clyde Silva announced the next committee meeting will be in Kona

10. NEXT COMMITTEE ON AGING MEETING – Clyde Silva, Committee Chair
at 10:00 a.m. on Friday, September 27, 2024 at the West Hawaii Civic Center,
Building G, 74-5044 Keahokalole Highway, Kailua-Kona.
11. ADJOURNMENT – Clyde Silva, Committee Chair adjourn the meeting at
11:05 a.m.
