This Commission will accept both written testimony and oral testimony. Oral testimony can be
provided at the beginning of the meeting, when the respective agenda is called, or at the sole
discretion of the Chair. All written testimony will be a part of the permanent record and must be

4. COMMISSIONER REPORT BY DISTRICT:
a. Each Commissioner will provide updates and share concerns about their
respective districts; Commission members to decide on whether to discuss
any issues raised in their report during the next meeting and to invite public
to provide testimonies and presentations concerning the future agenda
item.
5. PRESENTATION:
a. None on September 17, 2024.
6. NEW BUSINESS:
a. Discussion and Decision Making: Draft GMAC 2024 First Quarter Report
to Mayor Roth and County Council, Commissioner Robert Duerr.
b. Discussion and Decision Making: Draft GMAC 2024 Second Quarter Report
to Mayor Roth and County Council, Commissioner Leomana Turalde.
7. COMMISSION REPORT:
a. Regulations Affecting Keauhou Bay and Logistical Issues, and Potential
Solutions, Commission member Robert Duerr.
8. NEXT MEETING AGENDA ITEMS:
a. Open Forum: Public comments on issues not on the current agenda for
consideration for GMAC’s agenda at the next meeting.
b. Commission members discussion to add any other items on the agenda for
the next meeting.
9. ANNOUNCEMENTS:
a. Next meeting will be on October 15, 2024, at 9:00 a.m.

Executive Session: This Commission anticipates it may convene in one or more executive
sessions regarding the above matters listed on the agenda, pursuant to HRS Sections 92-4 and
92-5 (a)(4), for the purpose of consulting with the Board’s attorney on questions and issues
pertaining to the Commission’s powers, duties, privileges, immunities, and liabilities. A two-thirds
(2/3) vote pursuant to Hawai‘i Revised Statute Section 92-4 is necessary to hold an executive
session. Executive session is closed to the public.

Note: This meeting shall be automatically recessed for up to 30 minutes to restore communication
when audiovisual communication cannot be maintained with all Commission members
participating in the meeting or with the “in-person” location identified in this agenda. This meeting
may be in-person when either audiovisual communication is restored, or audio-only
communication is established after an unsuccessful attempt to restore audiovisual
communication. If it is not possible to reconvene the meeting as provided in this subsection within
30 minutes after an interruption to communication, the remaining items on this agenda shall be
continued to the next meeting.

Notice to lobbyists: If you are a lobbyist, you must register with the Hawaiʻi County Clerk within
five days of becoming a lobbyist. \[Chapter 2, Article 15, Section 2-91.3(b), Hawaiʻi County Code.\]
A lobbyist means “any individual engaged for pay or other consideration who spends more than
five hours in any month or $275 in any six-month period for the purpose of attempting to influence
legislative or administrative action by communicating or urging others to communicate with public
officials.” \[Chapter 2, Article 15, Section 2-91.3(a)(6), Hawaiʻi County Code.\] Registration forms
