PROJECT ASSIGNMENT. During the proposal phase, project organization and key personnel are identified. The anticipated key personnel and their
responsibilities are:
Principal Investigator will ensure compliance with contractual and technical procedures across the entire contract.
QA Manager will provide QA surveillance during the procurement process and, following award of contract, monitor compliance with contract and project
performance standards.
Project Manager will coordinate with the Client, and provide overall technical direction and guidance for the project and identify project problems or non-
conformance and initiates corrective action.
Peer Reviewer will review technical quality, as indicated by conformance with scientific and engineering principles, procedures, and judgment, accuracy,
and representativeness of analyses and evaluations.
Health and Safety Officer will implement the site-specific Health and Safety Plan; prepare, implement, oversee the Activity Hazard Analysis (AHA);
conduct daily tailgate health and safety meeting during field work, and report all safety incidents to the project manager and Client.
PROJECT MANAGEMENT STRUCTURE. RENCON believes in planning, incorporating resources, risk, safety, and realistic schedule during the proposal
phase. Based on the Statement of Work (SOW), anticipated technical approach will include staffing and schedule
RENCON Project Management Structure. The key to successful project execution is to employ the best business practices. Each task order will be managed
by a dedicated Project Manager who will be responsible for all aspects of sound project control. The Project Manager will be “hand-picked” by the Principal
Investigator and will have a minimum of 5 yrs of experience in similar project experience.
PROJECT EXECUTION (WORK FLOW AND RESPONSIBILITIES). RENCON’s strives to provide Strategy, Innovation, and Execution. RENCON will set
and continually monitor project milestones. RENCON will utilize team meetings (kickoff, progress, huddle, etc.), a project coordinator per task order, and
aggressive involvement of the PI or senior key personnel to ensure that the project tracking system is in place, and competent and experienced professionals
and technical resources are secured. RENCON has proven to deliver quality products even with short-fused deadlines or budget constraints. RENCON
expects that at times circumstances may necessitate the submittals to be completed ahead of the schedule. Under all circumstances, RENCON will maintain a
high quality of work and expects that the team members are prepared to adapt to any changes dictated by the Client or by previously unforeseen
circumstances.

hazardous materials surveys and provide reports indicating findings. All projects included design support where
hazardous materials were identified. Design support services included specifications, cost estimates, and response
to RFI. In addition, RENCON provided soil investigation and reporting services for several school sites on the Island
of Hawaii and provided various construction phase support services, including but not limited to HDOH coordination
and draft of Environmental Hazard Management Plans (EHMP) documentation, as required by the State. Cost:

results. Mr. Cabanila coordinated the field work and provided quality control review of the letter report. Cost: $6,500

Role: Project Manager Scope: RENCON provided a Phase I ESA for a 51-acre agricultural parcel located in North
Kohala, on Hawaii Island. RENCON conducted a review of records including state and county records and an
Environmental Data Report (EDR) and summarized all findings in a report per the ASTM standard E1527. Mr.
Cabanila planned and coordinated the Phase I and led the site reconnaissance as well as conducted several
interviews of residents and managers of the property. Cost: $5,400

Role: Project Manager/ Landfill Inspector Scope: MNA was retained to conduct biweekly monitoring of the Closed
Kailua Landfill. Bi-weekly monitoring visits and quarterly reporting to the County and Hawaii DOH, including data
tables and drawings are part of this contract. The project also requires biannual landfill gas monitoring, and aerial
infrared imagery data and images are provided in the reports. Mr. Cabanila provides project management and
coordination and oversees all reporting and quality control. He is responsible for alerting the County of any
hazardous situations for immediate response actions and also provides occasional site remediation support, such as
manual and mechanical excavations and vegetation clearance for the County and its Contractors when conditions at

Role: Environmental Professional Scope: RENCON was retained to complete a Phase I Environmental Site
Assessment (ESA) for two TMK, totaling 69.47 acres. The focus of the Phase I ESA is to identify, to the extent
feasible pursuant to the ASTM International E 1527 Method, recognized environmental conditions in connection with
the subject property. Specifically, RENCON reviewed available environmental reports for the subject property and
historical and geological information for the subject property and surrounding properties, conducted a site
reconnaissance of the property, reviewed records and historical maps for interpretation of past use activities,
conducted interviews, and compiled a report summarizing the results of the assessment activities and findings. Cost:

response to RFI. In addition, RENCON provided soil investigation and reporting services for several school sites on
the Island of Hawaii and provided various construction phase support services, including but not limited to HDOH
coordination and draft of Environmental Hazard Management Plans (EHMP) documentation, as required by the State.

Role: Site Safety and Health Officer (SSHO)/Project Monitor Scope: MNA was retained to conduct air monitoring
during lead paint removal in and on four aboveground storage tanks (AST) used to store fuel on the island of Diego
Garcia. Mr. Custer was retained by MNA as an independent consultant to act as SSHO and conducted the monitoring
during the lead paint removal work on the AST between June 2021 to June 2022. In addition, Mr. Custer attended
daily safety and planning meetings and provided emergency response, guidance, and soil sampling following wind
damage to the tank/lead paint containment system. Cost: $385,000
