NOTICE IS HEREBY GIVEN of the following matters to be considered by the Youth Commission of the
County of Hawai‘i in accordance with the provisions of sections 92-3.7 and 92-7, Hawai‘i Revised Statutes
(HRS) and Hawai‘i County Charter, Section 5-3.1. through Section 5-3.4.

NOTICE REGARDING INTERACTIVE CONFERENCE TECHNOLOGY (ICT): Youth Commission
members and members of the public may participate in this meeting via the Zoom interactive video conference
platform. A meeting held by interactive conference technology shall be automatically recessed for up to thirty
(30)minutes to restore communication when audiovisual communication cannot be maintained with
all members participating in the meeting or with the “in-person” location identified in this agenda.
The meeting may reconvene when either audiovisual communication is restored, or audio-only communication
is established after an unsuccessful attempt to restore audiovisual communication. If it is not possible
to reconvene the meeting as provided in this section within thirty (30) minutes after an interruption
to communication, the meeting shall be automatically terminated.

Commissioners attending the meeting from private locations shall advise if any person is with them
(except for the names of minors).
2.CHAIRPERSON ANNOUNCEMENTS
The chairperson will make statements regarding Zoom protocol and general civility for public
meetings.
3.STATEMENTS FROM THE PUBLIC/PUBLIC TESTIMONY
Interested persons who want to provide oral testimony on any agenda item may do so now, or at the
time the specific agenda item is called. Public testimony may be limited to three (3) minutes in
length per agenda item.

Submitting Written or Oral Testimony: . Pursuant to § 92-3, HRS, interested persons who want to
provide oral testimony may do so either at the time the committee takes public statements on the agenda,
or at the time the specific agenda item is called. Please note that public testimony may be limited to three
(3) minutes in length per agenda item. Those wishing to testify in person should register with the
Commission Secretary at the in-person location at the meeting. Those submitting written testimony at the
meeting should bring 16 copies for distribution. Testimony may be submitted by (1) mail to Youth
Commission c/o Office of the Mayor, 25 Aupuni St., Suite 2603, Hilo, HI 96720; or (2) by email to
kyoshiyama@hawaiicounty.gov, ericpgee@gmail.com, and Kylamariehawaii@gmail.com. In order for
the Commissioners to timely receive written testimony and to be in compliance with Chapter 92, HRS,
any interested person who wants to submit written testimony should submit his/her/their written
testimony, which shall be received by the Commission, by MONDAY SEPTEMBER 9, 2024. Please
submit separate testimony for each item. Timely written testimony will be distributed to the
Commissioners by SEPTEMBER 11, 2024 by 3:00 p.m. All oral and written testimony will be public
record.
Notice to Lobbyists: If you are a lobbyist, you must register with the Hawai‘i County Clerk within
five days of becoming a lobbyist (Article 15, Section 2-91.3(b), Hawai‘i County Code). A lobbyist means
“any individual engaged for pay or other consideration who spends more than five hours in any month or
$275 in any six-month period for the purpose of attempting to influence legislative or administrative
action by communicating or urging others to communicate with public officials.” (Article 15, Section 2-
91.3(a) (6), Hawai‘i County Code) Registration forms and expenditure report documents are available at
the Office of the County Clerk, 25 Aupuni St., Room 1402, Hilo.
