ORDINANCE 23-20 DATED MAY 23,2023
The Office of Housing and Community Development(OHCD) submits the January 1, 2023 -
March 31, 2023, quarterly report.
1. A list of developers in possession of excess affordable housing credits and the number of
affordable housing credits each developer has earned, sold, or transferred, redeemed, and
remains in possession of as of the end of the quarterly reporting period. See Exhibit 1.
2. Summary ofthe Current Affordable Housing Inventory.
This list represents an inventory of known affordable housing projects within the County
of Hawaii. This list includes housing projects owned by private, non-profit or
governmental entities, developed with funding or support from federal, state or county
resources. See Exhibit 2.
3. An accounting of significant actions taken under authority of this chapter including,but
not limited to the following:
For sale units developed and sold: 0 Density bonuses granted: 0
Finished lots constructed and sold: 0 Infrastructure conveyed: 0
Rental units constructed and being rented: 0 Units resold: 0
Developable land conveyed: 0

4. As requested by Council, income limits and additional housing categories have been
added to the facility list within Exhibit 2. Please be advised that OHCD may not
provide direct oversight over all facilities on the list, as such,the information may be
incomplete. This list may not include all housing with supports and does not include any
information related to substance treatment facilities, medical respite care facilities, or
skilled nursing and rehabilitation facilities. Additionally, it should be noted that many
properties are privately owned and/or managed and are not directly affiliated with the
OHCD. Any questions related to the facilities, vacancies, application requirements, or the
services provided should be directed to the property manager at the details provided
within the list.
5. Emergency & Transitional Shelter list has been included as Exhibit 3, as requested by
Council.
6. As requested by the Council, Ordinance 23-20 has been attached as Exhibit 4.

AN ORDINANCE AMENDING CHAPTER 11,ARTICLE 1, SECTION 11-19,OF THE
HAWAI`I COUNTY CODE 1983 (2016 EDITION,AS AMENDED),RELATED TO
AFFORDABLE HOUSING.
BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAI`I:
SECTION 1. Chapter 11,article 1, section 11-19, ofthe Hawai`i County Code 1983
2016 Edition, as amended),is amended to read as follows:
Section 11-19. Reports by housing administrator.

a) Affordable housing agreements. Within thirty calendar days following the date of execution
of any affordable housing agreement executed in satisfaction ofthis chapter,the housing
administrator shall submit a copy of the affordable housing agreement to the council.
b) Quarterly reporting. The housing administrator shall provide reports to the council relating
to the activities of each quarter. Reports shall cover the following periods: January through
March;April through June;July through September;and October through December and be
submitted to the council within sixty calendar days following the end of each period. The
first report shall be submitted to the council by March 1,2023 and include information
relating to the period October through December 2022. Each report shall include the
following:
1) A list ofdevelopers in possession of excess affordable housing credits and the number
of affordable housing credits each developer has earned,transferred,redeemed,and
remains in possession of as of the end of the quarterly reporting period:,
2) A summary of the current affordable housing inventory;
and
3) An accounting of significant actions taken under authority of this chapter including,butnotlimitedto:
A) For sale affordable housing units developed and sold;
B) Finished affordable housing lots constructed and sold;
C) Affordable housing rental units constructed and being rented;
D) Developable land conveyed;
E) Infrastructure conveyed;
F) Affordable housing units resold; and
G) Density bonuses granted."

SECTION 2. Material to be repealed is bracketed and stricken. New material is
underscored. In printing this ordinance,the brackets,bracketed and stricken material,and
underscoring need not be included.
SECTION 3. Severability. If any provision ofthis ordinance, or the application thereof
to any person or circumstance, is held invalid,the invalidity does not affect other provisions or
applications of the ordinance which can be given effect without the invalid provision or
application,and to this end the provisions ofthis ordinance are severable.
SECTION 4. This ordinance shall take effect upon approval.
