• Correspondence No. 24-20: Letter from the Department of Human Resources Director
in response to the reclassification request for the commission's secretary position.
NEW BUSINESS
• Board of Ethics' Informal Advisory Opinion regarding the conduct of a Police
Commission member: The Police Commission will discuss the Board of Ethics'
conclusion that the conduct of a Police Commission member violated the Code of
Hawai`i County,bs an Equal Opportunity Provider and Employer.

Ethics. This discussion will include a review of the Board of Ethics' opinion regarding
the matter.
EXECUTIVE SESSION (CLOSED TO THE PUBLIC)
For the following agenda items, the commission will meet in executive session to consider
charges against officers or employees of the police department, where matters affecting
privacy will be involved, to consider sensitive matters related to public safety, and may
consult with the board's attorney on questions and issues pertaining to the commission's
powers, duties, privileges, immunities, and liabilities pursuant to HRS 92-5 (a)(2)(4)(6) and
the Hawai'i County Charter Section 13-20 (b).
CONSIDERATION AND INVESTIGATION OF COMPLAINTS (EXECUTIVE SESSION —
CLOSED TO THE PUBLIC)
• HPC 24-19: Complainant is dissatisfied with how their burglary case was handled.

• HPC 24-21: Complainant is dissatisfied with how his traffic collision report was handled.
(cont. from 8/30/24)
• HPC 24-28: The complainant alleges officers entered his property without consent and
detained him without justification.
• HPC 24-29: Complainant alleges officer refused to assist him.
• HPC 24-30: Complainant alleges police misconduct after his truck disappeared during
arrest and was found damaged.
• HPC 24-31: Complainant alleges an illegal stop, arrest, search and seizure,
overbearing conduct, and excessive use of force.
• HPC 24-32: Complainant alleges an illegal arrest, search, and seizure, with his truck
impounded, damaged, and valuable items missing.
• HPC 24-33: Complainant alleges an officer was racist and violated their right to free
speech.
• HPC 24-34: Complainant alleges wrongful arrest for harassment, violating his rights to
free speech and assembly.
• Review of complaints in the non-acceptance category.

ANNOUNCEMENTS
The next regular meeting is scheduled for Friday, November 15, 2024, at 9:00 a.m. at the
West Hawaii Civic Center, Building A, Council Chambers, Ane Keohokalole Highway,
Kailua-Kona, HI.
ADJOURNMENT
Submitting Written Testimony: Written testimony may be submitted via email at
Charisse.Correa@hawaiicounty.gov, by mail, or in person to the Police Commission's office at
101 Pauahi Street, Suite 9, Hilo, Hawaii 96720. Written testimony must be received by 12:00
noon, two business days before the meeting to ensure timely delivery to the Commission.
Oral Testimony: Testimony must be related to an item on the agenda. The Commission will
hear public testimony at the beginning of the meeting or when the respective agenda item is
called or as allowed at the sole discretion of the Chair. Testifiers will be limited to five (5)
minutes, please plan accordingly.
Special Assistance: The in-person meeting is accessible to persons with disabilities. If you
need an auxiliary aid/service or other accommodation due to a disability, contact the
commission's secretary by phone at (808) 932-2950 or by email at
Charisse.Correa@hawaiicounty.gov as soon as possible, preferably three days before the
