HomeMy WebLinkAbout2024-10-28 SKCDP Minutes Draft SOUTH KOHALA COMMUNITY DEVELOPMENT PLAN 1 ACTION COMMITTEE 2 COUNTY OF HAWAIʻI 3 DRAFT MINUTES 4 October 28, 2024 5 CALL TO ORDER 6 Chair Tristie Licoan called the South Kohala Community Development Plan (CDP) Action 7 Committee (AC) to order at 5:09 p.m. A quorum was established with six members in attendance. 8 This meeting was held in person at the Department of Hawaiian Home Lands, Kūhiō Hale in 9 Waimea. 10 The full YouTube video of this meeting can be found here: 11 https://www.youtube.com/watch?v=3n4QFopMDmU 12 ROLL CALL 13 Members Present (in person): Tristie Licoan (Chair), Scott Nagata (Vice-Chair), Julia Alos, 14 William Sanborn, and Pete Hendricks 15 Members Present (via Zoom): Ruth Smith and Kevin Mclaughlin 16 Members Absent: Karen Anderson 17 County Staff Present (in person): Maryam Palma, Jessica Lahip, and Janice Hata 18 There were approximately twenty-three members of the public in attendance (seventeen in person 19 and five via Zoom). 20 APPROVAL OF MINUTES [SEE YOUTUBE TIMESTAMP 3:05] 21 Committee member Julia Alos moved to approve the June 24, 2024 meeting minutes. Vice-Chair 22 Scott Nagata seconded the motion. The motion passed unanimously with the amendment to correct 23 Mr. Nagata’s name on line 70. 24 Committee member Alos moved to approve the September 23, 2024 meeting minutes. Vice-Chair 25 Nagata seconded the motion. The motion passed unanimously with amendments to change “name 26 unknown” to “Pua Case” on line 60 and to “Lloyd Case” on line 61. 27 PUBLIC COMMENT ON AGENDA ITEMS [SEE YOUTUBE TIMESTAMP 6:10] 28 There were no public comments at this time. 29 BUSINESS 30 1. Final Draft General Plan 2045 – Discussion and decision making on submitting 31 testimony to the Leeward Planning Commission regarding the Draft General Plan. 32 This item was called to order 5:18 p.m. [SEE YOUTUBE TIMESTAMP 8:10 & 1:34:45] 33 SOUTH KOHALA CDP ACTION COMMITTEE Minutes of October 28, 2024 2 Committee member Ruth Smith noted that in the Waikoloa Village Plan section, items 2.1 and 3.1 34 should be struck out from Communication No. 2024-03. 35 Committee member Smith moved to submit Communication No. 2024-03 (as amended) and 36 Communication No. 2019-10 regarding the General Plan, to the Leeward Planning Commission. 37 Planning Department staff will prepare a cover letter to accompany these communications, which 38 will collectively be forwarded the to the Leeward Planning Commission. The motion was seconded 39 by Chair Tristie Licoan and passed unanimously. 40 Committee member Julia Alos also noted that the County Council needs to lead in working with 41 the community to complete action priorities in the South Kohala CDP document. 42 Jojo Tanimoto testimony [SEE YOUTUBE TIMESTAMP 18:55] 43 This item closed at 5:32 p.m. 44 2. Water Resources Permitted Interaction Group (P.I.G.) – Discussion and decision-making 45 on whether to form a Permitted Interaction Group regarding community concerns related to 46 water resources available for the area as noted in the South Kohala Community Development 47 Plan. 48 This item was called to order at 5:32 p.m. [SEE YOUTUBE TIMESTAMP 23:28] 49 Vice-Chair Nagata opened the discussion, noting that concerns over the water situation in South 50 Kohala were raised at the last meeting. He mentioned efforts to reach out to the Department of 51 Water Supply (DWS), but received no response so far, though outreach will continue. 52 Planner Maryam Palma briefed the Action Committee (AC) and the community on the setup of a 53 Permitted Interaction Group (PIG), consisting of 3-4 AC members to engage with community 54 partners without a set timeline. Decision-making on the report will occur at the third meeting after 55 the report is presented. 56 Vice-Chair Nagata moved to create the PIG., with committee member Alos seconding the 57 motion. However, the purpose and scope of the PIG. were not clearly defined at this time, so the 58 item was deferred to the next meeting. 59 Motion made by committee member Pete Hendricks, seconded by committee member William 60 Sanborn to defer this item to the next meeting. The motion was 81 seconded by committee member Pete Hendricks. The motion passed unanimously.
