NOTICE IS HEREBY GIVEN of the following matters to be considered by the Transportation Commission
of the County of Hawai‘i in accordance with the provisions of Chapter 91 and 92, of the Hawai’i Revised
Statutes, and Chapter 18, Divisions 2 and 3 of the Hawai’i County Code.

NOTICE REGARDING INTERACTIVE CONFERENCE TECHNOLOGY (ICT): This meeting will be
held by Interactive Conference Technology (ICT) through Zoom conferencing technology pursuant to Hawai‘i
Revised Statutes 92-3.5. If internet connection is lost, the public meeting will be automatically recessed to
restore communication. If lost connection exceeds 30 minutes, the meeting will be terminated.
SUBMITTING ORAL OR WRITTEN TESTIMONY: The public may attend at the location address
provided above and if interested, provide oral testimony in person or by joining Zoom. To provide oral
testimony please email heleonbus@hawaiicounty.gov or call 808-961-8744 to complete the registration
process and if joining by Zoom, to obtain meeting login information. To ensure timely delivery to
Commissioners prior to the meeting, written testimony must be submitted no later than 12:00 noon on
Thursday, November 21, 2024, by: (1) email to heleonbus@hawaiicounty.gov or by calling 808-961-8744; (2)
facsimile to 808-961-8745; (3) mail to the County Mass Transit Agency 2299 Ho’olaulima Road, Hilo HI

of time of receipt, will be made part of the permanent record. Please submit separate testimony for each item.
Public Comment on Agenda Items: Comments may be made either during the public comment portion of the
agenda or just prior to the relevant business item. Comments will be limited to three (3) minutes in length per
agenda item.
MEETING MATERIALS/BOARD PACKET: Pursuant to Hawaiʻi Revised Statutes Section 92-7.5, the
meeting materials provided to members of this commission for this meeting is available for public inspection
two business days before the meeting date during regular business hours at the Mass Transit Agency office at
2299 Ho’olaulima Road., Hilo, HI 96720. This information can also be requested by sending an email to

1. Review taxicab application for NEW Certificate of Public Convenience & Necessity to
operate in the County of Hawai’i.

2. Review and address taxicab complaints.
3. License revocations: Hearing on revocation of the following Certificate of Public
Conveniences due to the discontinuance by the carrier of the business of transporting
passengers as a common carrier of passengers operating upon and using the public highways
for a period of thirty (30) consecutive days or more or failure to renew his/her taxicab license
for the year.

NOTICE TO LOBBYISTS: If you are a lobbyist, you must register with the Hawai‘i County Clerk
within five days of becoming a lobbyist. {Article 15, Section 2-91.3(b), Hawai‘i County Code} A
lobbyist means "any individual engaged for pay or other consideration who spends more than five hours
in any month or $275 in any six-month period for the purpose of attempting to influence legislative or
administrative action by communicating or urging others to communicate with public officials." {Article
15, Section 2-91.3(a)(6), Hawai‘i County Code}. Registration forms and expenditure report documents
