No.: 2408SN14 Archaeology SUBJECT: Hawaii Revised Statutes (HRS) Chapter 6E-42 Historic Preservation Review — County of Hawaii Special Management Area Use Permit Application Hawaii Multi -Family Building Project Waiakea Ahupua`a, South Hilo District, Island of Hawaii TMK: (3) 2-1-014:002 This letter provides the State Historic Preservation Division's (SHPD's) review of the subject County of Hawaii Special Management Area (SMA) Use Permit application. SHPD received the submission on June 17, 2024, which included construction plans, a SMA permit application, and a photograph of the project area. The applicant, Niel Jayasinghe, proposes develop a 41,600 -square -foot apartment building containing seventeen (17) rental units to address the increasing demand for rental housing in Hilo. The proposed building will feature four (4) stories with two (2) parallel wings, ground -level parking, and a rooftop terrace. The proposed project area is the entire 0.44 -acre parcel. A review of SHPD records indicates that the subject parcel has not been subject to an archaeological inventory survey (ATS) and no historic properties have been previously identified within the subject parcel. However, subsurface historic properties have been previously identified in the vicinity of the current project area. Aerial imagery indicates the parcel has been previously mechanically disturbed. At this time, SHPD has insufficient information to make a determination regarding the potential for the subject project to impact historic properties. SHPD requests archaeological monitoring be conducted for identification purposes during all ground disturbing activities to adequately identify any archaeological historic properties present and, if identified, to detennine potential impacts to them, and to ensure that appropriate mitigation is implemented. SHPD looks forward to receiving for review and acceptance an archaeological monitoring plan (AMP) meeting the requirements of HAR §13-279-4 prior to permit issuance. Please submit the requested AMP and associated filing review fee to HICRIS Project No. 2024PR00754 in response to the request. SHPD will notify the County of Hawaii when the archaeological monitoring plan has been reviewed and accepted, and the permit issuance process may continue.
