Aloha my name is Giovanni Kekauoha a senior at Ke Ana La'ahana Public
Charter School and I am giving a testimony regarding agenda item number 5 regarding
special management area use permanent PL-SMA-2024-000060, I urge you to deny the
SMA use permit, because as it states in the pc rules of practice and procedures section
7- 6 letter c "The granting of the proposed use shall not unreasonably burden public
agencies to provide roads and streets , sewer, water drainage, schools, police and fire
protection and other related infrastructure", this is relevant because having a new
apartment complex would be detrimental to our roads and sewage and also add to the
traffic issues of getting students to the 5 different schools and 7 day cares in the
Keaukaha community.
With the complex being built, an estimated 136 people, this affects our sewage
system that is already a faulty one with sewage spills happening every year, a most
recent example is this year when the sewage spill in Keaukaha happened that
contaminated the waters of Puhi bay thru Onekahakaha and along the Keaukaha
coastline due to a broken air feed line, or another example is in 2020 when the beaches
around Kanakea Pond (aka ice pond) got contaminated due to a punctured pipe. Adding
136 people flushing toilets in this proposed facility, will likely hinder our already
dilapidated wastewater treatment facility, and the waters we swim and harvest food from
would face more critical contamination and potentially lead to unsafe and unhealthy
coastal areas.
Just these issues I stated above directly affects your PC rules of practice and
procedures page 46 section 7-6 letter (c) ...the granting of the proposed use shall not
unreasonably burden the public agencies to provide roads and streets, sewer, water,
drainage, schools, police and fire protection and other related infrastructure. Based on
your rules of practice and procedures, we the students of Ke Ana La'ahana Public
Charter School can not, in good faith support this development at this time.
