CALL TO ORDER 6
Chair Young called the Kona Community Development Plan (CDP) Action Committee (AC) 7
meeting to order at 12:10 p.m. A quorum was established with five members in attendance. This 8
meeting was held in person at the West Hawai’i Civic Center, B2 Conference Room and online via 9
the Zoom platform. 10

Members Present (in person): Vice-Chair Nancy Pisicchio, Charla Thompson, and Chair Charles 14

APPROVAL OF MINUTES 21
Committee member Pelletier moved to approve the minutes from the October 22, 2024, meeting 22
as drafted. Vice-Chair Pisicchio seconded. The motion passed unanimously. [YOUTUBE 23

BUSINESS 25
1. Invitation for New Mayor’s Attendance – Discussion and action to invite the newly 26
elected Mayor to attend an upcoming Kona CDP Action Committee meeting. [YOUTUBE 27

Vice-Chair Pisicchio moved to approve submitting a letter inviting the mayor to an AC 29 meeting. Committee member Pellitier seconded the motion. [YOUTUBE TIMESTAMP 4:31] 30

The AC discussed inviting the mayor to share his manaʻo and insights on future projects. Chair 32
Young suggested being more specific to set boundaries for discussion relating only to the Kona 33 CDP. Vice-Chair Pisicchio supported the idea but preferred a general letter to avoid being 34

overly specific, noting the mayor may not be familiar with CDPs. The committee reached a 35 consensus to keep the correspondence simple and include a brief introduction to the Kona CDP 36
and the AC’s role. The committee agreed to prepare a concise presentation for the mayor during 37
the meeting and to include an attachment summarizing the CDP for reference. All members 38 voted in favor of sending the letter. [YOUTUBE TIMESTAMP 18:40] 39
Chair Young approved moving the announcements section before the agenda discussion for the 40 next meeting to accommodate public testimony. 41
ANNOUNCEMENTS: 42
• The Final Recommended Draft General Plan 2045 has been submitted to the Planning 43
Commission. The Leeward Planning Commission will begin discussions and actions on 44
November 21, 2024, at 9:30 a.m. More information can be found here: 45

• The Planning Department is currently seeking applicants for the Kona CDP Action 48
Committee and the Cultural Resources Commission and requests assistance in spreading 49
the word to interested community members. The application can be found on the Mayor’s 50
