Date: Thursday,October 31,2024 9:37:18 PM I, Fay Kalei Kailikini, representing myself and my Ohana support Item #8, Bill 194, a protective Ordinance that regulates cell towers and antennas. I continue to research the dangers of EMF (electromagnetic frequencies) pollution and find thousands of reports/studies that prove EMF pollution is highly dangerous, especially to our children. I have submitted several written and oral testimonies letting the Planning Commissioners know that EMFs cause brain cancers, heart rate higher than usual, shortness of breath, headaches, reproduction irregularities, neurological abnormalities, fatigue, impaired short or long term memory, agitation, pain in teeth with metallic fillings, enlargement or tenderness of the thyroid, tenderness of the liver, spontaneous nosebleeds, itchy systemic rash, sweating, "electrical currents" in any part of the body, muscle spasms, pain in the soles of the feet/legs, & much, much more symptoms experienced by thousands of patients of all ages. It is determined that children from 1 day old to 12 yrs. of age are most susceptible because their bodies & organs are in developmental stages. It is also determined that the elderly are most susceptible because they are suffering from diseases i.e. cancer, diabetes, dementia, hypertension, etc. Therefore, increasing EMF pollution, infrastructures i.e. antennas, cell phone towers will cause the death and injuries of millions of people because their government representatives make decisions favoring these Telecommunications companies instead of the people they are suppose to protect. There are thousands of scientists sounding the alarm to the dangers of EMFs. Thousands of studies & research that confirm the dangers of EMF pollution. I attended public hearings on promoting 5G cell phone towers & antennas listening to the Commissioners (who volunteer) that appear to not have the knowledge of the dangers of EMFs. On September 5, 20241 attended a public hearing on amendments to Bill 194 by the Planning Director, Zendo Kern & at that hearing towards the end two (2) emergency personnel (1 police officer & 1 from Civil Defense) were asked to give their talk on allowing these amendments. After this hearing was adjourned I asked Commissioners - why do they not have expert scientists on EMF dangers and persons who suffer from EMF injuries come to these hearings to present that side of the EMF development. None of these Commissioners had an answer, in fact, they did not indicate that this would be fair and meaningful to make responsible decisions regarding 5G development. It was also mentioned that the FCC has the power to override the Hawaii County's decisions that do not favor the Telecommunications companies. I responded to the County worker who made that statement - "if that is true, than are you saying that you work for the FCC, the Telecommunication companies & NOT for the people of Hawaii County?" She did not respond to my question,just reiterated that the FCC - Federal Communications Commission has the power to allow Telecommunication companies to continue with 5G development. Therefore, I realize that the government (federal, State, County) do not work for the people. In closing I will add the following items to support my written testimony against any 5G development in Hawaii County and all of Hawaii: 1. In July 2020 the Hawaii County Council members: A. Chung, David, Eoff, M. Kaneali'i-Kleinfelder, S. Lee Loy, V. Poindexter, T. Richards, Villegas ( 8 voted Yes & 1 voted No) for Resolution No. 678-20 ...........Calling upon all Telecommunications companies and public utilities operating in Hawaii County to cease the buildout of 5G wireless infrastructure until such technologies have been proven through independent research and testing to be safe to human health and the environment. Submitted a copy to Mayor Kim, Roy Takemoto, Managing Director, & Michael Yee, Director of Planning. The studies before July 2020 & up to the present date confirm the dangers of 3G, 4G, & 5G EMF pollution. This resolution is proof that elected representatives in 2020 put the lives of the residents of Hawaii County first & foremost. Now, in 2024 Hawaii County officials are not concerned about any dangers from 5G wireless EMF pollution, which represents stronger emissions of electromagnetic frequencies. 2. In October 2019, the Maui Forest Bird Recovery Project (MFBRP), in cooperation with the U.S. Fish and Wildlife Service, State of Hawaii (DLNR), The Nature Conservancy, the American Bird Conservancy, Pacific Bird Conservation, and the San Diego Zoo Global did a study of the Hawaiian indigenous birds, Kiwikiu (Maui Honeycreeper/Parrotbill). They attached VHF radio transmitters to the legs of 10 Kiwikiu before releasing them into the Nakula Natural Area Reserve, southern slope of Haleakala. The Kiwikiu is only found on Maui, critically endangered. They are small, weighing less than an ounce, fewer than 150 remain. The 10 Kiwikiu birds that they attached the VHF transmitters to study found 7 dead and 3 alive. The 3 Kiwikiu found alive did not have the VHF transmitters on their legs & somehow they were able to detach these transmitters. The 7 Kiwikiu that died had the VHF transmitters attached to their legs. This study confirms that these Hawaiian indigenous birds died from electromagnetic frequencies. This study should saturate the Hawaiian communities to understand what it would take to preserve our Hawaiian indigenous birds. Blaming mosquitoes may NOT be the answer. 3. There are numerous lawsuits agains the Telecommunications companies and the FCC. These are indicators that the dangers of electromagnetic frequencies is real. All of us who care about our children and your children must continue to inform our public and elected officials of the dangers of 5G electromagnetic frequencies; continue to be activists against the dangers of 5G EMFs.
