This procedure is for internal use only and does not enlarge an employee’s civil liability in any way. The procedure
should not be construed as creating a higher duty of care, in an evidentiary sense, with respect to third party civil claims against employees. A violation of this procedure, if proven, can only form the basis of a complaint by this department for non-judicial administrative action in accordance with the laws governing employee discipline.

Applicable HI Statutes:
I. PURPOSE The purpose of these policy is to establish safe and acceptable guidelines / actions governing
the use of communications with aviation assets during Hawai'i Fire Department (HFD) Air
Operations. II. APPLICABILITY This policy applies to all Hawai'i Fire Department (HFD) and Choppers 1 and 2.
All operations utilizing either Chopper-1 or Chopper-2 shall adhere to the policies and procedures established within 7002.01 Helicopter Operations SOP, 7002.02 Aviation Procedure Manual, and this policy.
III. PROCEDURES 1. When Chopper 1 (C-1) and/or Chopper 2 (C-2) are conducting training exercises, test flights, returning to quarters, etc. (Non-emergency response) their radio communication shall be patched to their respective station talk group. Example: C – 1 will be patched to Hilo 1 to facilitate communication and situation
awareness of inbound aircraft, emergency distress calls, or direct communication between the aircraft and the station. 2. Prior to the aircraft taking off for training, the respective stations shall call the Fire Control Communications Center (FCCC) via landline to notify them of the approximate
time of the training. This will allow for the Dispatcher to patch the unit with the talk group prior to take off. 3. When on an active incident, once the Chopper notifies the FCCC they are returning to quarters, FCCC shall patch the Chopper to their respective station’s talk group.
Example: C- 1 with Hilo 1. FCCC will then tone the respective stations (to unmute their radio) and notify the station that the aircraft is returning to quarters. The station shall monitor their talk group until the chopper is back in quarters. 4. Station 2 and 14 Station Commanders are to assure all Chopper pilots are aware of and
compliant of this Policy. -END-
