This procedure is for internal use only and does not enlarge an employee’s civil liability in any way. The procedure
should not be construed as creating a higher duty of care, in an evidentiary sense, with respect to third party civil claims against employees. A violation of this procedure, if proven, can only form the basis of a complaint by this department for non-judicial administrative action in accordance with the laws governing employee discipline.

Applicable HI Statutes:
I. PURPOSE The response of the Battalion Chief to multi-company incidents is a critical element of
effective incident management utilizing the Incident Command System. II. APPLICABILITY All uniformed members. III. POLICY The appropriate Operations Battalion Chief shall be dispatched as part of the first alarm dispatch assignments for the following: 1. Any fire incident involving more than one regular Fire Company. a. For example, Brushfire involving Company 1 and 4
b. Excludes responses for one regular Fire Company and co-response of a Volunteer Company. For Example, Unauthorized Fire with Company 18 and Volunteer Company 18A. 2. Any Rescue incident.
a. Special Operations Battalion Chief shall be notified and may relieve the Operations Battalion Chief at the Command Post as needed. 3. Any Hazardous Materials incident. a. Special Operations Battalion Chief shall be notified and may relieve the Operations
Battalion Chief at the Command Post as needed. 4. Any Mass Casualty EMS incident in which the Incident requires three or more EMS resources. a. EMS 1 shall be contacted and advised of the incident. EMS 1 or their delegate may
respond to the command post to assist as needed. 5. Any incident in which the Incident Commander requests another regular Fire Company. Battalion Chiefs shall be toned out at the last indicated station that they are at in the event they
have left their office. If a Battalion Chief does not acknowledge the alarm, the Battalion Chief shall be contacted via phone and concurrent tone out of his assigned pager. Battalion Chiefs shall continue response unless the on-scene Incident Commander cancels the response.
