Ocean Safety
• WSO promotional recruitment E&E update: Official consultation letter submitted
to HGEA for new E&E criteria. Awaiting approval to proceed with recruitments.
• Submitted Consulatation letter to HGEA for Hilo District tower staffing using
seniority as the priority as compared to rotation schedule.
• Received Safety Survey for Hapuna mobile office space. Fire Safety Speciualist
Sloman did an evaluation of the unit and provided recommendations which are
being worked on.
• Transitioned to new Records Management System on 11/1. We now use
Watchtower Digital Software for all Incidents and Logs.
Rescue
• Confined Space Rescue equipment purchases being made
• Discussions ongoing for CMC Rope Rescue I/II training for all Rescue personnel
• Off-Duty Rescue training program being authorized for entire year effective

SUPPORT SERVICES
Emergency Medical Services Branch ALERRT Training Support Training and EMS Branch personnel assisted HPD with a three-day ALERRT training class from November 25th – 27th. The first day of training took place at the HPD administration building, while the remaining two days were conducted at the Pohakuloa training facility.
New Medics Fabrication Progress The four new medics that were procured with FY 23-24 funding will be completed in January 2025. These medics are currently in fabrication and will be assigned to the stations listed below: • Sta. 1 Central • Sta. 12 Keauhou • Sta. 16 Waikoloa • Sta. 20 Ocean View Estates

FY 24-25 Medics Pre-Construction Meeting At the beginning of November, the ambulance fabrication team held an onsite pre-construction meeting at Braun Northwest Inc. in Chehalis, Washington. The four medics being procured with FY 24-25 funding will be assigned to the stations listed below and are projected to be completed in October 2025: • Sta. 7 Kailua • Sta. 5 Keaau • Sta. 10 Pahoa • Sta. 18 Hawaiian Paradise Park Fire Medical Specialist II Assessment Center The Fire Medical Specialist II assessment center was held on November 12th. There were five candidates who participated in this assessment center. Haweo Award Recognition On November 20th, FMS III Kilipaki Kanae was recognized by the County Council in Kona with the Haweo Award. Congratulations FMS III Kanae and thank you for your hard work and dedication. Meet-and-Greet with Hawaiʻi Department of Defense EMS Branch personnel attended a meet-and-greet with newly assigned Adjutant Major General Logan and Brigadier General Mallory from the State of Hawaiʻi Department of Defense. Kona Community Hospital Trauma Meeting EMS Branch personnel participated in the quarterly Kona Community Hospital trauma meeting. Dignitary Standby Coordination EMS Branch personnel assisted with coordination for dignitary standby. Caregiver Resource Fair Participation On November 14th, EMS Branch personnel participated in the Caregiver Resource Fair held at the Royal Kona Resort. Approximately 100 kupuna and caregivers gathered to meet with local social service agencies, medical insurance companies, and caregiver support groups.

Training Services Branch
Firefighter Two Pro Board Certification The 53rd recruit class completed firefighter two Pro Board curriculum and is scheduled to complete certification in December. SoCal Live Fire Training Captain Roback attended SoCal Live Fire Training in Big Bear, California. This class focused on operations for the initial engine company, including quick masking up, fire attack, forcible entry, and search. The primary function of an engine company is fire attack, emphasizing the principle: “As the first line goes, so goes the fire.” This highlights the importance of getting the initial attack line swiftly to the seat of the fire to improve conditions for the community and visitors. Truck companies (engines with aerial ladders) focus on forcible entry, search, ventilation, and ladder deployment. The course incorporated these functions under live fire conditions, with twenty-four hours of hands-on training.
Swim Week and Aquatics Competency Certification The 53rd recruit class completed swim week and obtained Aquatics Competency Certification, Operations. This certification aligns closely with the United States Lifesaving Association Curriculum, covering skills such as a one-mile open ocean swim, water entry techniques, rescue approaches, victim tows, spinal precautions, tube rescues, a one-minute ten-pound brick tread, and PPE submersion survival. Swim week was held at Kona Community Aquatics Center, with a day at Hapuna Beach for ocean rescue skills.

Active Attack Integrated Response Training The 53rd recruit class completed Active Attack Integrated Response Training at Pohakuloa Training Area. Two police recruit classes, police and fire dispatch personnel, and the 53rd recruit class participated in this course. It targeted police, fire, medical personnel, and telecommunicators responding to active shooter events. The training provided the knowledge, skills, and abilities to stop attackers, establish command, render medical aid, and promptly evacuate casualties to a higher level of care.
Volunteer Training Section
All Volunteer Companies during the month of November were trained on HFD administrative policies and procedures, hose handling techniques, and wet drills with an emphasis on cross lay deployments. Multiple Volunteer Companies attended the Waimea Community Association’s Mahalo First Responders Dinner.
Fire Prevention Branch
Fire Inspections Our current fire inspectors are conducting business inspections on a rotating calendar schedule. Currently for this month in District 1,3 and 7 and 9, utilizing EPR Fireworks and adding properties as inspections are completed. 11/15- East Prevention branch conducted an annual Fire Inspection of Hilo Benioff Medical Center with Stn.4 Kaumana Community Outreach, Events & Social Media Nov. 1- Fire Prevention Inspectors personnel participated in the Kealakehe High School Career Fair. Nov. 1 - Fire Inspector Ahu participated in a fire safety talk at the Punana Leo o Hilo preschool. Station 5 Keaau brought their fire engine and brush truck to show the students some of the equipment and educated them about being a firefighter. Nov. 6- Chief Henderson met with all County Fire Departments to discuss amendments to the State Fire Code East Hawaii Fire Inspectors attended a Code Enforcement Class put on by the Corporation Counsel at West Hawaii Civic Center Nov. 7 & 8- Fire Prevention Inspectors worked with the recruits to cover IFSTA Fire Essentials Chapter 20 & 22 and also a site visit to pre plan as well as cover a basic fire inspection of the near completed Fire and Police Dispatch Center. Nov.13 - Fire Inspector Requelman, T/A Inspector and T/A Inspector Durkan participated in a fire safety talk at Waimea Country School. The students got to learn about fire safety Waimea Fire Station brought their brush truck to show the students the different parts of it and what it does. Nov. 14- Fire Prevention Inspector John Requelman, T/A Inspector Aaron Moniz, T/A Fire Inspector Monalisa Durkan and Fire Prevention Clerk Jordyn Carter attended the East Hawaii Career Expo. Students from most of the East Hawaii schools from 8th-12th grade attended Many different businesses and organizations from across the island got together to showcase their careers and share their knowledge about their jobs. The fire department shared their experiences and what the students should do if they choose a career in this field. Nov.19-22- T. Goo assisted the training division for Swim Week and Fire Academy Episode 6 Nov. 20- Fire Prevention Inspector John Requelman and T/A Inspector Aaron Moniz attended the Hawaii Island Community Health Care Career Expo at Edith Kanakaole Stadium. Attendees were from various schools that had a career track program Nov. 26 & 27- T. Goo accompanied the training division for ALERT AIR integrated training Nov. 30- Fire Captain T. Goo and Inspector J. Requelman accompanied Station 2 “A” shift in the Annual Christmas Parade in Hilo with Paw Patrol Marshall and Ryder and candy to give out to the kids. Plan Review / Active Construction All plans in both digital and paper construction plans have been reviewed and completed within the maximum turnaround period for the month of November.

Fire Investigations / UAS Pilot Program Current fire inspectors and TA personnel are working on Fire Investigation training topics: “Commercial Kitchens 1&2” this month. Current online classes are offered for anyone interested in learning more via CFItrainer.net. Nov.12- Fire Captain T. Goo and Inspector J. Emergency Communications • FCO I had the opportunity to attend ALERRT training with the HFD and HPD recruit classes. • FCO’s are working out of HFD from 0800-2400 • Continuing forward progress with EFD implementation • Began working with Spillman representatives to develop response plans for CAD • Chief Domingo met with AP Triton to discuss aspects of Dispatch Information Technology Highlights • Meetings and site visits for Joint Communications Center. Certificate of Occupancy was issued on 11/1/24. • Started of dispatch console CAD computer, monitor, and wiring installation. • CradlePoint hardware VPN solution meetings with Ericsson (new CradlePoint company name) and Department of Information Technology (DIT). This solution would eliminate the need to use software VPN on CradlePoint equipped apparatus. • Meeting and discussion with DIT on need to expand number of apparatuses with CradlePoints installed. • Work on FireWorks Inventory and Item Check modules. • Interviews for Professional Development Trainee (ISA I).

SAFETY SPECIALIST REPORT
This month has been dedicated to advancing our safety protocols and addressing immediate concerns. Our focus has been on the Respiratory Protection Program, aviation safety, and general safety measures. We've made strides in implementing the MSA FireGrid for better inventory and equipment tracking. We've successfully logged into the system and are in the process of uploading fit testing data, thanks to contributions from Chief Barco, with Captain Boteilho and Mantz's data expected shortly. Development of the Flight Safety & Survival training continues. We're collaborating with pilots to finalize necessary video content for this comprehensive module. Other Safety Initiatives: • The revamped bloodborne pathogens training plan ensures compliance and effective education. • A productive meeting led to the establishment of a Safety Liaison Group among other County Dept.’s with Safety-oriented positions. HFD will present data at the upcoming Risk Management meeting in January. • Following insights from Risk Management, we're developing formal policies to better manage workplace injuries. Incident Reporting: Two new Incident/Accidents were reported in November, highlighting the need for rigorous safety adherence. New Developments: • Ocean Safety Mobile Office at Hapuna Beach: Post-evaluation, we've issued safety recommendations. • Air Compressor Issue at Station #21: Due to high CO levels, all affected air bottles are being purged and refilled. The compressor remains out of service until resolved. Upcoming: • The next Safety Committee Meeting is planned for December 18. • The annual Admin Safety Briefing video is online; new administrative staff are required to watch it. The commitment to safety remains steadfast, with ongoing efforts to improve our safety framework for all department members.

Retirement of Battalion Chief Battalion Chief Michael Hayashida retired on Nov. 30 after a 32-year career in the Hawaiʽi Fire Department. Mahalo, Mike, for your extraordinary service. We wish you all the best in your well-deserved retirement! Roof Repair Underway at Pahala Fire Station The long-awaited roof repair project at Pahala Fire Station began in November. The department is grateful for the efforts that made this project possible and looks forward to its completion.
Operation Christmas Child
The Hawaii Fire Department spread holiday cheer by donating
a number of gifts for Operation Christmas Child. This initiative
was coordinated by retired FEO Stephen Meek. The boxes will
be delivered to various countries, often in regions affected by
poverty, conflict, or natural disasters, bringing joy and hope to
children who might otherwise not receive gifts during the
holiday season. Thank you to all of you who donated! Follow up Items for Fire Commission Meeting 12/12/2024 Waiakea Fire Station – Mold Remediation/Repair Update. • Personnel are back in station. • Administration is working with DPW to have roof painted to prevent leaks. • Safety Specialist Sloman has set up additional medical screening for Station 2 personnel that wish to get tested. • Mold Testing is being added to the contract for station environmental testing.

Interisland Helicopter Transport • Daniel R. Sayre Foundation is purchasing a H145 from Airbus with support from generous donors • The Hawaii Fire Department has been lending our expertise in the management of a FAR135 compliant program and Helicopter Specification to the Sayre’s to assist in the design and outfitting of the Helicopter. • Meetings continue with the State EMSIPB, the Sayre Foundation, and Hilo Hospital over contract options for the management and funding of this resource. FAR135 Issues • Hawaii Fire Department is transitioning to managing the pilots on individual contracts as pilots retire. We have had gaps in Operational Control which was required to charge for service as part of FAR135. Lack of Operational Control does not stop HFD from conducting mission or transporting patients, it just curtails our ability to charge a fee for such service. Fire Projects Transition Coordinator Duties: • Former Deputy Chief Eric Moller has transitioned to the temporary role of Fire Projects Transition Coordinator. The intent of the position is to pass on projects he was managing to the new Deputy Fire Chief to provide a seamless transition as we change this level of leadership.
