The procedure should not be construed as creating a higher duty of care, in an evidentiary sense, with respect to third party civil claims against employees. A violation of this procedure, if proven, can only form the basis of a complaint by this department for non-judicial administrative action in accordance with the laws governing employee discipline. Related Policies: Chief’s Memo. 2017-018 Applicable HI Statutes: I. PURPOSE This policy gives procedures for quick and efficient use of Motorola Apex Portable Radios provided to Aircraft Rescue Fire Firefighting (ARFF) from the Hawai’i Fire Department (HFD). II. APPLICABILITY To provide for inter-agency communications between ARFF and the HFD. One Motorola APX6000 will be assigned to Hilo ARFF, and one to Kona ARFF. III. POLICY A. "Clear Text" shall be used in place of "Ten Codes". At the start of your transmission, address the party you are talking to and identify yourself by your call sign or radio Alias. B. Deliver your Message: Think before you transmit, know what you want to say, speak distinctly, be brief, be concise, be impersonal, do not mumble, do not shout, do not talk to fast, do not become excited. C. Weekly radio checks are performed by HFD Fire Communications Control Center (FCCC), known as Fire Control. Example: "Fire Control testing with Hilo ARFF radio" ARFF Acknowledgement "Hilo ARFF copy, Operator __ (call sign)" "Fire Control ending test with Hilo ARFF" D. Emergency communications will be initiated by ARFF any time there is an alarm or incident involving the co-response of HFD resources. Example: "Fire Control, this is Kona ARFF 2 on fire radio." Fire Control will acknowledge and, if necessary, relay or request any additional information pertaining to the alarm. ARFF may also request information in regards to responding units or relay any additional information needed. 6020.01 Portable Radio Assignments Hilo/Kona ARFF Policy Implemented: December 2024 Revised: N/A Next Review: December 2027 E. Call Signs: Call Signs for Hilo ARFF Fire Chief- Hilo ARFF I On duty Captain - Hilo ARFF 2 Call Signs for Hilo HFD Battalion Chief - Battalion I In district Captain - Captain 2 Call Signs for Kona ARFF Fire Chief-Kona ARFF I On duty Captain - Kona ARFF 2 Call Signs for Kona HFD Battalion Chief - Battalion 2 In district Captain - Captain 7 Depending on the type of call, ARFF may be communicating with the appropriate resource dispatched to the incident. Example: Light Rescue unit, or a HFD/AMR medic. F. Communications between ARFF and responding resources is on an as needed basis. There is no requirement to communicate on every call. Radio traffic shall be limited to necessary communication required to affect a safe and effective response. G. This policy does not change established or existing radio communications policy for HFD or for ARFF. Communications from responding HFD personnel still go through the HFD BC, HFD Incident IC or Fire Control. Communications for ARFF personnel go through established ARFF communications protocol. H. This policy does not change or modify existing alarm notification procedures for the FCCC, HFD or ARFF. --End--
