The procedure should not be construed as creating a higher duty of care, in an evidentiary sense, with respect to third party civil claims against employees. A violation of this procedure, if proven, can only form the basis of a complaint by this department for non-judicial administrative action in accordance with the laws governing employee discipline. PURPOSE The purpose of this policy is to establish guidelines governing the annual recertification ofHawai'i Fire Department (HFD) personnel for emergency response to Hazardous Materials (HazMat) incidents in the capacity of a First Responder Operations (FRO) certification level. II. APPLICABILITY This policy shall apply to all HFD uniformed personnel. Note: Hazardous Materials Technician Certification supersedes a FRO level certification and may be substituted for that certificate. III. POLICY A. HazMat FRO recertification shall be conducted on an annual basis and is a Federal requirement for all employees who respond to or may be involved in a hazardous materials emergency incident and are expected to perform at the capacity of a Hazardous Materials First Responder Operations level as part of their normal duties. B. Training program has been developed on the basis of a needs assessment of the emergency response operation in accordance with 29 CFR 1910.120. C. All members shall review, as a company, Chapter 22 (beginning on page 1057) through Chapter 23 (ending on page 1288) of Essentials of Fire Fighting 5th Edition on a yearly basis. Note: Reference material may be changed as Fire Administration periodically updates the "core library." D. Training shall be conducted during the 1st quarter (Jan. 1 -Mar. 31) of each calendar year. Training shall be documented in the respective station log book noting topics covered, inclusive of date, time frame, and initial of participating personnel. E. Upon completion of each chapter, the Company Officer shall notify the Training Bureau who will issue an exam that will be proctored by the Company Officer. Upon completing these exams, it shall be returned to the Training Bureau for correction and record keeping. F. he Training Bureau shall be responsible for record keeping and documentation of annual recertification. These records shall be maintained for a minimum of five years from the recertification date and shall be made available and provided to the employee upon their request, or as mandated by law. 7050.02 Hazardous Materials First Responder Operations Recertification Standard Operating Procedure Implemented: July 2016 Revised: December 2024 Next Review: December 2027 G. The County of Hawai'i Fire Department shall issue an annual HazMat FRO certificate and/or card for departmental verification. H. Company Officers may request the assistance of their respective platoon Hazardous Materials Company for the purpose of equipment familiarization and technical decontamination set- up/procedures. This shall be coordinated pending the approval of their respective Battalion Chief. --End--
