1. CALL THE MEETING TO ORDER – Clyde Silva, Committee Chair called the
meeting to order at 10:09 a. m.
2. INTRODUCTIONS – Clyde Silva, Committee Chair
Horace Farr introduced Inha Kandatsu-Kang, Corporation Counsel
Committee Members Present: Clyde Silva, Judy Bell, Lisa McNamarra,
Christine Monzo, Julya Bridgewater, Michelle Johnson, Sandee Maeda
Committee Members Excused: Marsha Okajima, Laenette Longakit, Pamela
Bruce, Enola Kaneta

4. APPROVAL OF MINUTES OF THE JULY 31, 2024 MEETING – Clyde
Silva, Committee Chair. Committee approved the minutes
5. COMMENTS FROM THE COMMITTEE CHAIR – Clyde Silva
Attended the ILWU Pensioner’s Conference in Honolulu discussed in relation to
the Maui fires and how it impacted the elderly. Reminded the committee to let
people know the Medicare open enrollment. There are some changes to the plans
being discarded.
6. EXECUTIVE ON AGING REPORT AND UPDATES – Horace Farr
a) Current number of vacant position(s) – Administrative Services Assistant I –
vacant. Data Analyst position filled.
b) County Fiscal Year 2026 budget preparation. Submitted final reports. The
th
budget kick-off was the 18 of September. Every department is a part of
finance.
c) State and Federal Fiscal and Programmatic Compliance Reports due:
- State - July 01, 2023 to June 3, 2024.
- Federal - October 23, 2024 to September 30, 2024.
7. POLICY ADVISORY BOARD OF ELDERLY AFFAIRS (PABEA) – Shelly
Ogata
a) State PABEA Legislative Committee suggested priorities for 2025 Legislative
Session:
a) Falls Prevention
b) Hawaii Saves
c) Caregiver Tax Credit
d) Paid Family Leave
e) Condominium Disaster Preparedness
f) Unemployment Benefits for Caregivers
g) Any Additional Bills that may be presented on October 4, 2024 meeting
b) State PABEA 2025, Older Americans Month Awards Celebration location has
been set at 15 Craigside Place, Honolulu, HI on June 13, 2025.
c) Presentation from Office of Healthcare Assurance (OHCA) re: unlicensed care
homes - Ombudsman and Adult Protective Services.
8. ANNOUNCEMENTS – Clyde Silva, Committee Chair
Judy Bell announced tomorrow Kona Hospital “Empowering Resource for
Caregivers”.
