This meeting will be held in-person at the location listed in this notice and by Interactive Conference Technology (ICT) through Zoom. Although not required, to register in advance for oral testimony please contact staff at cdp@hawaiicounty.gov or (808) 961-8288. Pursuant to §92-3, HRS, interested persons who want to provide oral testimony may do so either at the time the committee takes public statements on the agenda, or at the time the specific agenda item is called. Please note that public testimony may be limited to three (3) minutes in length per agenda item. In addition, although not required, to ensure timely delivery of written testimony to committee members, it is requested that written testimony be submitted by 4:30 p.m. at least two business days prior to the meeting via email to cdp@hawaiicounty.gov or in person at the Hilo or Kona Planning Department. When submitting written testimony, please specify for which agenda item written testimony is being submitted. All written testimony will be a part of the public record. NOTICE REGARDING INTERACTIVE CONFERENCE TECHNOLOGY (ICT): A meeting held by ICT shall be automatically recessed for up to 30 minutes to restore communication when audiovisual communication cannot be maintained with all members participating in the meeting or with the in-person location identified in this notice. The meeting may reconvene when either audiovisual communication is restored, or audio-only communication is established after an unsuccessful attempt to restore audiovisual communication. If it is not possible to reconvene the meeting as provided in this subsection within 30 minutes after an interruption to communication, the meeting will be automatically terminated. AGENDA I. Election of Chair and Vice-Chair – Discussion and potential action to elect a Chair and Vice-Chair for the South Kohala CDP Action Committee for 2025. 2. Testimony at State Legislature Regarding HRS 92 (Sunshine Law) – Presentation by Nancy Pisicchio regarding a drafted bill being introduce to the Legislative Session that could provide Sunshine Law flexibility for CDP Action Committees. Followed by discussion and decision-making to provide testimony to the Legislature. V. AGENDA FOR NEXT MEETING: Committee members will discuss potential agenda items for the next meeting. VI. ANNOUNCEMENTS • Community Meeting: Overview of Waimea County Water. Co-sponsored by Waimea Hawaiian Civic Club and Mauna Kea Education and Awareness: Presentation and Q&A by Department of Water Supply (DWS) Date: January 22, 2025 at 5-7pm Venue: Mana Christian Ohana Kahilu Town Hall • Kailapa Talk Story Meeting Held on December 27, 2024, Kailapa hosted Senator Tim Richards and Civil Defense Director Talmadge Magno at the Kailapa Community Center to discuss critical topics such as water resources for Kawaihae and the development of an emergency road. • The Planning Department is currently seeking applicants for the South Kohala Action Committee and is requesting assistance to get the word out to interested community members. NOTICE: The purpose of the public hearings is to afford all interested persons a reasonable opportunity to be heard on the above items. Written testimony can be submitted via email or hard copy. Hard copies should include an original and nine copies and be submitted no later than 4:30pm two business days prior to the meeting. Vice-Chair 25 Nagata seconded the motion. Final Draft General Plan 2045 – Discussion and decision making on submitting 31 testimony to the Leeward Planning Commission regarding the Draft General Plan. 32 This item was called to order 5:18 p.m. [SEE YOUTUBE TIMESTAMP 8:10 & 1:34:45] 33 SOUTH KOHALA CDP ACTION COMMITTEE Minutes of October 28, 2024 2 Committee member Ruth Smith noted that in the Waikoloa Village Plan section, items 2.1 and 3.1 34 should be struck out from Communication No. 2024-03. 35 Committee member Smith moved to submit Communication No. 2024-03 (as amended) and 36 Communication No. 2019-10 regarding the General Plan, to the Leeward Planning Commission. 37 Planning Department staff will prepare a cover letter to accompany these communications, which 38 will collectively be forwarded the to the Leeward Planning Commission. Water Resources Permitted Interaction Group (P.I.G.) – Discussion and decision-making 45 on whether to form a Permitted Interaction Group regarding community concerns related to 46 water resources available for the area as noted in the South Kohala Community Development 47 Plan. 48 This item was called to order at 5:32 p.m. [SEE YOUTUBE TIMESTAMP 23:28] 49 Vice-Chair Nagata opened the discussion, noting that concerns over the water situation in South 50 Kohala were raised at the last meeting. He mentioned efforts to reach out to the Department of 51 Water Supply (DWS), but received no response so far, though outreach will continue. 52 Planner Maryam Palma briefed the Action Committee (AC) and the community on the setup of a 53 Permitted Interaction Group (PIG), consisting of 3-4 AC members to engage with community 54 partners without a set timeline. Decision-making on the report will occur at the third meeting after 55 the report is presented. 56 Vice-Chair Nagata moved to create the PIG., with committee member Alos seconding the 57 motion. However, the purpose and scope of the PIG. were not clearly defined at this time, so the 58 item was deferred to the next meeting. 59 Motion made by committee member Pete Hendricks, seconded by committee member William 60 Sanborn to defer this item to the next meeting.
